Changes to the Continuing Competence Scheme: 2- year
‘Block’ period, to 2-Year Rolling Period
How this may affect you?
The Continuing Competence Scheme has been operational for Waste Managers in England and
Wales since 1 March 2009. The Scheme is currently in its second period which expires on 28
February 2014.
WAMITAB and CIWM Press Releases provide more detail in terms of the overall Scheme changes;
however this document provides guidance on how the changes may affect you, the Operator.
General principles:
The Scheme will no longer have ‘fixed’ 2-year periods. From 1 March 2014, the Scheme will have a 2year ‘Rolling’ period with dates on the certificate which reflect this.
Each Continuing Competence Certificate will be date-stamped with the date of issue and the expiry
date which will be two years from the date of issue.
This is the date by which the Operator must update their Continuing Competence Test if they wish
to continue as the Technical Competent Person.
E.g. Certificate issued on: 12 April 2014; Expiry date 12 April 2016
I hold a Continuing Competence Test Certificate with an expiry date of 28 February 2014. What
effect will these changes have when I (next) pass my test?
For Continuing Competence Certificates which are issued up to and including 28 February 2014, the
Expiry Date on the certificate will be shown as 29 February 2016. Operators that already hold a
Continuing Competence Certificate will therefore not ‘lose time’ or be unduly affected by the
transition to the 2-year Rolling period.
Qualifications that were achieved within the last 2-year period (1 March 2012 to 28 February
2014)
Operators will be required to comply with Continuing Competence requirements and achieve their
Certificate within 2-years of the date shown on their primary qualification certificate.
E.g. Qualification Certificate dated: 15 July 2012; Continuing Competence Test required by 15 July
2014.
Operators must be mindful of the date that they achieved their qualification certificate and
therefore need to achieve their Continuing Competence Certificate. Previously, the requirement was
for them to achieve their tests “within the next 2-year period”.
