Version 1, December 2014 4 Continued WAMITAB Recognition All awarding organisations (AOs) that are recognised for QCF will continue to be recognised for the qualifications that they offer now but their recognition will be described in future by sector, e.g. waste. This recognition will be discussed with each AO Version 1, December 2014 5 All WAMITAB QCF Qualifications Affected This will affect current and future qualifications so that AOs will need to extend their recognition if they want to offer qualification at a different level or in a different sector. Version 1, December 2014 6 WAMITAB Qualifications Fit for Purpose The key test of qualifications will be fitness for purpose and there will not be a requirement that they use units or modules. Who decides? Version 1, December 2014 7 Credit Recognition & RPL Credit can still be used but needs to be consistent across all AOs (see GLH consultation). AOs will be able, but do not have to, recognise credit from another AO. If they do then they must have a clear policy. Version 1, December 2014 8 Mastery or Compensatory Approach to Assessment The rules regarding assessment will be removed. Assessment must be fit for purpose and can use either the mastery or compensatory approach Version 1, December 2014 9 Closure of the Unit Bank The intention is to close the unit bank and remove the roles of unit submitter and rules of Combination submitter. Once the bank is closed AOs cannot put units into the bank or use units from the bank. The sharing of units will no longer be a requirement. Version 1, December 2014 10 WAMITAB to set Quality Standards for Qualifications Each AO will be accountable for the validity and standards of their qualifications whether they are based on units from the bank or their own. Version 1, December 2014 11 QCF Title Withdrawn • In relation to titles, QCF will be removed from the titles on Register and in time from AO material. • Titles will need a level but Ofqual will not require use of specified titles linked to size. Version 1, December 2014 12 Consultation on Guided Learning Hours (GLH) New terms are introduced in the consultation to describe the time that a student could reasonably expect to be taught, to study for and to be assessed in a qualification. These activities will total up to ‘Total Qualification Time’ (TQT). Version 1, December 2014 13 Total Qualification Time (TQT) TQT will be split into three components: • Guided Learning • Directed Study • Dedicated Assessment Each of these components is defined within the consultation document and comment on each of them is invited. Version 1, December 2014 14 WAMITAB to Assign GLHs Where an AO determines that a qualification is relevant for the Education and Skills Act 2008 (RPA) purposes, it must assign a number of hours for Guided Learning, Directed Study and Dedicated Assessment using the relevant Criteria. Where an AO determines that a qualification is NOT relevant for 2008 Act purposes, but still chooses to assign a number of hours for Guided Learning, Directed Study and Dedicated Assessment, it must do so using the relevant Criteria. Version 1, December 2014 15 Credit Value Credit values for qualifications will consist of two elements: • Guided Learning • Directed Study AOs will be required to be able to justify the values they have allocated. Version 1, December 2014 16 Relevance of WAMITAB Qualifications to Raised Participation Age Ofqual will expect each AO to monitor its determination of a qualification’s relevance for RPA purposes and the assigned TQT values over a period of time. The consultation proposes a transition period of 12 months to allow AOs to move to full compliance with the new requirements and views are invited on this proposed period. Version 1, December 2014 21 Assessment Strategy Level 3 Award in Notice Processing • There is no modification to the current method(s) of delivery for this qualification. • Centres can design and manage their own assessment programmes for this qualification based on the assessment strategy guidance. • The Centre must provide: − Suitably qualified and competent assessors (not the tutor(s) or those with responsibility for delivering training to the learner being assessed) − An internal moderator Version 1, December 2014 22 Assessment Strategy The list below represents a range of possible assessment methods for the WAMITAB Level 3 Award in Notice Processing; however, this is not exhaustive and should be considered as examples: • • • • • • • • • Case Studies Replication/Simulation of a business scenario Presentations Assignments Time-constrained tests Work-related technical projects Assessment in the workplace (portfolio based evidence) Professional discussion Oral Examination The Assessment Strategy describes further each of the above assessment principles. Version 1, December 2014 23 Timeframe for Existing Level 2 Learners to Complete The new assessment methodology for the Level 2 qualification will take effect from 1 January 2015 (return to work: 2 January 2015). • Last registration date for Level 2 qualification using the existing MCQ test and ‘assignment’/portfolio assessment methodology: 31 December 2014 • Due to Christmas closure this is in effect 12.00noon, 24 December 2014 • Learner registrations for Level 2 qualification that are received by WAMITAB during the Christmas/New Year period will be registered in accordance with the new assessment principles from 2 January 2015. Demonstrating Professionalism Through Qualifications • Consultation with stakeholders has confirmed that well trained and qualified staff is a key indicator for them in terms of demonstrating professional standards. • There is no mandate for qualifications in either the public or private sector and government have confirmed they are not intending to regulate to change this situation. • Employers must be encouraged to get their staff qualified where a suitable qualification exists. • Some influence could be achieved through encouraging all outsourcing contracts to stipulate a requirement for qualifications. • Appropriate, demand led, development of further qualifications focussed in priority order on key roles where no alternative provision exists.
