Program Overview a) Proposed CIP Number: 03.0205 b) Provide a brief overview (approximately 1-2 paragraphs) of the proposed program, including a description of the academic area and a rationale for offering this program at the present time. Utilizing existing courses taught at Oregon State University, the proposed 18-credit Graduate Certificate in Marine Resource Management is intended to make the core elements of the existing Masters of Science degree in Marine Resource Management available in an abbreviated form to a wide range of graduate students enrolled in other ocean-related programs at OSU. Internationally, nationally and in Oregon there is a revolution in interest in marine systems and their interaction with the structure, process and functioning of atmospheric and terrestrial systems. This revolution is driven by many factors including: • Recognition that change in marine systems and processes is inevitable and that natural change is made more complex by human-induced ecosystem change, much of which is quickly recognized as undesirable. • Ongoing social, political, demographic and institutional changes that create greater institutional and political challenges for managers of marine resources than those seen so far. This often manifests itself as increased media coverage of marine issues, and nongovernmental organization and public pressure for enhanced conservation and protection of marine environments. • Recognition by marine managers that the demand for and cost of avoiding, mitigating or remedying adverse effects of human activities on the marine environment will increase. OSU’s Masters of Science in Marine Resource Management (MRM) is a science-based, multidisciplinary program based in College of Oceanic and Atmospheric Science (COAS). Established in 1974, MRM has 200 alumni and currently has 25-30 students in residence at any given time. Another three or four students are pursuing an MRM minor at any given time. More than 40 faculty from COAS, other university departments, and outside institutions participate in MRM. The program has earned national and international recognition for its exceptional training of marine management professionals. The proposed Graduate Certificate is intended to complement the intensive MRM MS degree by making its core elements more accessible and more attractive to a wider segment of the -1- graduate student body. The Certificate will have wider appeal to students enrolled in other OSU programs compared to the existing option of an MRM minor. The Certificate would increase interdisciplinary educational exchange with other discipline-specific postgraduate programs at Oregon State University such as Fisheries and Wildlife, Agricultural and Resource Economics, and Public Policy. Award of a formal Graduate Certificate will help management-oriented graduates establish careers in the private sector, government agencies and non-governmental organizations at the local, state, regional, national and international levels. c) When will the program be operational, if approved? The Certificate will be operational immediately on approval. 2. Evidence of Need a) What Evidence Does the Institution have of Need for the Program? In its 2004 report An Ocean Blueprint for the 21st Century the US Commission on Ocean Policy writes (page 123) The nation needs a diverse, knowledgeable, and adequately prepared workforce to enhance understanding of the marine environment and make decisions regarding complex ocean- and coastal-related issues… . …The education of the 21st century ocean-related workforce will require not only a strong understanding of oceanography and other disciplines, but an ability to integrate science concepts, engineering methods, and sociopolitical considerations. Resolving complex ocean issues related to economic stability, environmental health, and national security will require a workforce with diverse skills and backgrounds. Developing and maintaining such a workforce will rely, in turn, on programs of higher education that prepare future ocean professionals at a variety of levels and in a variety of marine-related fields. On page 137 of the report the Commission writes: Academic institutions also have a responsibility to help meet future ocean related workforce needs. Redesigned graduate programs can expose students to aspects of the marine field outside their primary focus, for example, by exposing science students to policy issues and policy students to the scientific process. Ocean-related graduate programs are well situated to develop cross-disciplinary opportunities, partnering with other university programs (such as education, public policy, economics, communications, resource management, and engineering), or with federal facilities and private laboratories. The proposed Graduate Certificate in Marine Resource Management helps meet this charge by providing: • A program design that can integrate seamlessly with masters or doctoral program study in other OSU departments and colleges and at other OUS institutions. -4- • A recognizable qualification awarded to graduates that is also identifiable to oceanrelated employers as being highly relevant to their organizations. b) Identify Statewide and Institutional Service-Area Employment Needs the Proposed Program Would Assist in Filling The proposed certificate expands the pool of potential applicants for positions in marine resource management for state agencies such as the Department of Land Conservation and Development, Department of Fish and Wildlife, Marine Board, etc., and also for marinebased industries, coastal county and city planning departments and marine oriented nongovernmental organizations and industry groups. It also provides access to training and professional development for staff already employed in these fields. For example, Oregon’s Department of Fish and Wildlife has asked Oregon State University’s Department of Fisheries and Wildlife to develop a professional development program that provides training at the graduate level for employees of the agency with two or more years of experience. The proposed Certificate provides one training option for Fish and Wildlife staff. c) Characteristics and Numbers of Students Potential students are those enrolled in graduate programs at Oregon State University and who also wish to obtain a formal qualification in marine resource management as part of their graduate education. Students will be drawn from the College of Oceanographic and Atmospheric Sciences, the Fisheries and Wildlife and the Agricultural and Resource Economics departments, and College of Liberal Arts students wishing an applied marine emphasis to their degree. Students taking the Graduate School’s interdisciplinary Environmental Science Masters or PhD are also expected to be interested in the Certificate. A continuous campus enrollment of 10 to 15 students is expected with approximately 5-10 new enrollments each year. On average, 4 students a year are enrolled in the existing Marine Resource Management minor. d) Other Compelling Reasons None e) Identify any special interest in the program on the part of local or state groups None f) Accessibility of the Program -5- The program is readily available to campus-based graduate students since it is based on the existing Masters of Science in Marine Resource Management. 5. The course is delivered to the OSU campus as a telecourse by OSU Media Services. c) Is there any Projected Impact on Other Institutions on Terms Of Student Enrollment and/Or Faculty Workload? This program will not impact other institutions in terms of student enrollment or faculty workload. No more than one or two additional students are expected to take the Ocean Law class in any one year. 6. Key faculty include: Flaxen Conway, Associate Professor and Community Outreach Specialist, Sociology/Oregon Sea Grant Extension: Research focuses on coping with change and transition, leadership education, and cooperative learning and research relevant to natural resource dependent communities. Recent projects include evaluating the human dimensions of cooperative fisheries research, the Port Liaison Project, and the Groundfish Disaster Outreach Program. Robert Collier, Professor, College of Oceanographic and Atmospheric Science, OSU: Research interests include trace element geochemistry of dissolved and particulate materials in the marine environment; processes controlling elemental fluxes at major marine interfaces/estuaries; surface waters; sediments; suspended particles; ridgecrest hydrothermal systems; nutrient and trace metal cycles in fresh water environments. -6- Lori Cramer Associate Professor, Sociology, OSU: Specialties include natural resource sociology, environmental sociology, social impact assessment, and rural sociology. Research focuses on resource use and social change in Oregon communities, including challenges in Pacific Northwest fishing communities. It's funny though,that all of the mandatoryclasseswith the exceptionof about2, areall hard-sciencecourses.I now work in conservation-working to set up networks of MPAs throughoutMelanesiaand Micronesiawith The Nature Conservancy,and think that the classeswhich most benefittedme at OSU were the MRM course(taughtby Jim Good at the time), the many communicationscoursesthat I took (especiallyConflict Resolution),the business courses(I minored in Businessand Marketing) and someof the electivesincluding the ecotourismcourse, environmentalinterpretationand the courseon MPAs that was offered fioint MRM/zoology). I do haveto admit that I enjoyedthe challengeof the oceanographycourses,but I am now pretty confidet that if my life dependedon it I would not be able to rememberany of the information that at the time I workd so hard to learn...Iattributethis to the fact that ot once have I beenrequiredto use this information, asidefrom of course know the basicswhich I knew before I took the courses.I think from a scienceperspectiveit would be beneficial to have more coursesthat were joint MRM/Zoology, as conservationand managementdecisionsare typically basedon the biology/ecology of a systemratherthat the oceanography...which while it plays a part, is not the drivine force behind thesedecisions. I also think that the MRM program ought to really begin to think globally rather thanjust locally. It hasbeena while sinceI graduatedfrom the program,but during my time at OSU I felt a real struggleto learnthings outsideof the Oregon/PacificNorthwest situation. I am probably in the minority with thesefeelings,but many of us leavethe Pacific Northwest and while we can apply our knowledgefrom the region more broadly,I think that it would have been a good exerciseto encouragestudentsto practicethis type of 'thinking outsidethe box' while still in school. All this said,I really loved my time at OSU and think that the MRM program had a big impact on the path that I am on today. I do care about the MRM program and as such felt compelledto write. Again, thank you for the updatesas it is always greatto seethe evolution of a program that I was once apart of.
