to each individual campus in the Oregon University System for review and approval.

Approval Process description: OUS International Programs are cooperative ventures
between the OUS universities and partner universities abroad. The OUS International
Programs office administers approved programs in cooperation with each university in
the system. OUS International Programs are reviewed first by the OUS International
Programs Council (IPC) comprised of the head international officer fiom each campus or
hisher designee. Upon recommendation by the IPC, the proposal is taken to individual
campuses for institutional review and approval.

E. Origination and development of the program proposal:
The College of Science at Oregon State University has had a reciprocal exchange program
with the University of Sheffield since 2003. The University of Sheffield has developed
some programs that require their students to study abroad and they are interested in
expanding the options for their students to come to Oregon. They not only want to expand
the exchange to more majors than science, but want to include more locations. Paul Primak
visited the University of Sheffield and agrees it is an excellent opportunity for Oregon
students.

Brief description of proposed program with emphasis on educational benefits
1. Undergraduate reciprocal and study abroad exchange program will be the main
focus of the agreement. There will also be possible short term faculty and staff
visits, longer term academic exchanges, and joint research activities.

A. Curriculum and Program Offerings
Comprehensive university offering undergraduate, postgraduate coursework and
postgraduate research in most of the traditional areas of study. The University of
Shefield is recognized as a world-class institution for its academic excellence and
dedication to research. It has been named as one of the world's top universities in two
separate global rankings published recently. There are five Nobel Prize winners among
former staff and students. Courses at the University span a variety of subjects such as
Animal and Plant Sciences, Ecology, Genetics, Chemistry, Biomedical Science, Molecular
Biology, Computer Science, and Liberal Arts such as Political Science, History.

1. How does the calendar of the partner institution interface with the academic
calendar of OUS universities? (describe terms of registration in Oregon)
The University of Sheffield recommends that students either stay for the full
academic year, which translates to fall, winter, and spring terms or come for the second
semester, which translates to winter and spring terms.
Two of the U.S. partner universities I contacted (University of California system and
University of North Carolina-Chapel Hill) only allow their students to go for a year.
The fall semester has classes until December 22, and then has a four week break.
Students return for a three week exam period which ends in early February. This timing is
awkward for students on a term system.

The University of Sheffield has signed a
number of exchange agreements with
leading universities in North America, Asia
and Australasia. Their international
partners include Akita International
University and Waseda University in Japan,
and Yonsei University in Korea. They have
18 U.S. partners, which include Case
Western Reserve University, Georgia
Institute of Technology, Montana State
University, SUNY at Buffalo, University of
New Mexico at Albuquerque, University of
North Carolina-Chapel Hill, University of
California system.

I contacted the University of California
system office, University of North
Carolina-Chapel Hill, and Montana State
University. All three have year long,
reciprocal exchanges. California has been
sending and receiving students since 1991,
which is the oldest agreement of these
three. California has 30 UK agreements,
and typically sends four - five students per
year to Sheffield. The University of North
Carolina sends about two students annually,
and Montana also sends two students.
All three said the educational quality is
excellent and students have had positive
experiences. There have been few
administrative issues; one school said there
had been some administrative inflexibility,
but generally things have been very
efficient and competent.

A. How does the curriculum of this institution or program relate to those of the
OUS institutions? Describe specific points of interest and intersection that
provide unique academic opportunities. Append if necessary.
The University of Sheffield has an international reputation for its excellence in both
teaching and research. Ranked third in the LK for teaching quality, twenty-nine subjects
were awarded "excellent" rating in the most recent national assessment. Examples of
several of them are: Animal & Plant Sciences, Archaeology, Architecture, Systems
Engineering, Biomedical Science, Education, Electronic & Electrical Engineering,
English Literature, Information Studies, Landscape Design, Mechanical Engineering,
Molecular Biology, Music, Philosophy, Physics, Political Science, Psychology, and
Sociology. The University of Sheffield has a comprehensive curriculum which matches
well with OUS institutions.

B. Does this program expand the geographic opportunities for OUS students?
Yes, Sheffield is in the center of England, about 169 miles fi-om London or 2 hours 30
minutes by train. Its central location makes the city an ideal base for travel in the U.K.
The Peak District National Park is only seven miles fiom the city centre; Sheffield is one
of the greenest cities in England with 150 woodlands and 50 public parks. According to
government statistics, it is one of the UK's safest cities and has the lowest cost of living
for students out of 24 university towns surveyed.
C. Will this program involve fieldwork or internships?
Many of the science classes have extensive labs. The OSU College of Science academic
advisor commented that Sheffield has more labs with their classes than OSU does.
Research projects can also be arranged for top level students.

This program will expand overseas English speaking opportunities. It will encourage
students to go abroad fiom a wider variety of majors who typically aren't able to take
language or include study abroad in their study plans. An exchange with the University
of Sheffield provides access to classes in a prestigious school.

numbers we can send, but we are waiting
for a definitive answer to that question.

No new FTE will be required. Anticipated time is under .20
FTE.

The process will be the same as other OUS International
Programs; written OUS application form with an interview at
the home campus. Expected application deadlines will be the
same as other OUS semester -programs: Feb. 15 for year long,
and Oct. 15 for the winter/sorin~semester.
Students will apply for housing through the University of
Sheffield housing office. Sheffield guarantees housing for on
time applicants.

V. Financial and Budgetary Information
OUS International Prograrns receive no funds from Education and General Funds (E&G funds).
Student costs are divided into four different categories:
1. Program Operating Fees: a standard fee for all programs paid in lieu of tuition. This fee
pays salaries, staff travel, equipment acquisition, postage, phones, e.g., all operations costs.
2. Room and Board Fees: charged to students as a pass through. On certain programs,
students will not be billed by OUS for room and board, but will pay directly to the host
institution or landlord.
3. Program Incidental Fees: this category of fees includes special program fees or
assessments for courses not included in the tuition agreement, e.g., special language courses.
4. Student travel and personal costs: this category of costs is not billed by the program and is
the sole responsibility of the student. This category includes travel to and from the program
site, recreational costs, personal spending money, and meals not included in the room and
board fee.
