Methods for Projecting Variances
for New Design
The first step in the process was to estimate variances under the current design and to check them
against published tables to the extent possible. New item groupings and top-coding on the PUF
prevented us from getting perfect agreement on all expenditure groups, but there were many groups
where are answers agreed with published estimates exactly. The definitions of the new item
groupings are given in Table 1. Our estimates of 2009 means and standard errors for these
groupings under the current design based on the PUF are given in Table 2. An example where we
agree perfectly with BLS is average annual expenditure for mortgage interest and charges. We both
estimated a mean of $3,593.71 with a standard error of $74.97. The standard error that stands out as
least well replicated is for group 53, pensions and social security. We estimated a standard error of
$81 but the published estimate is $152. Despite this large discrepancy on standard errors, the annual
means agree very well. We estimated $5,163.74 while BLS estimated $5,162.04. We were unable to
determine the reason for the large discrepancy on standard errors for pensions and social security.
These means and standard errors were generated with SUDAAN. The basic call was:

In this calculation, the 53 group variables contained the total quarterly expenditures reported in the
expenditure group by the consumer unit within calendar 2009. For interviews conducted from April
2009 through January 2010, this includes all reported expenditures. For interviews conducted in
February and March of 2009 as well as February and March of 2010, it sums only those reported in
2009. The “monthcov” variable takes the values 1/12, 2/12, and 3/13 depending upon whether the
reporting quarter contains 1, 2 or 3 months, respectively, of calendar 2009. We will denote the

The second step in the process was to make projections to alternate sampling and rotation plans
and alternate recall periods. Table 1 indicates the recall period planned for each expenditure
category. There are three proposed periods. For all three projections, we assumed that the number
of annual interviews would be the same as is currently done, roughly 28,000, and that the practice
would continue of fielding the sample by monthly panels with short interviewing windows.
Departing from the current design, we assumed that each monthly panel would be fresh, with each
CU being interviewed exactly once (not counting any advance interview used for bounding or
educating CUs on the interview process). We further assumed that the monthly panels would be
nearly conditionally independent given PSU. We were unable to tell from CE documentation
whether replacement panels are neighbors of old panels, but we suspect that this is the case, so this
is probably another departure from the current design. It is worth mentioning because in an area
sample, it requires more listing than replacing retiring panels with neighbors.

Somewhat different methods were used for each recall period. We start the discussion with the 3month recall period because this represents no change from current procedure and is thus the
easiest to project.
Three-Month Recall
For the 3-month recall, all that is required is to estimate the effect of using a fresh panel of CUs
every month for 14 months, February of the reference year through March of the next year, instead
of repeating CU interviews every 3 months and only going to a fresh panel every 12 months. Here
we noted that between-PSU variance and the extra variance due to oversampling of large
metropolitan areas would hold steady under the new design. To estimate the within-PSU variance
for inference based on 14 disjoint monthly panels from a single set of 91 PSUs with the current
oversampling of large metro areas, we simply added interview quarter as a stratifier in the SUDAAN
call:

Specifying interview quarter as a stratifier on the nest statement in SUDAAN had the effect of
forcing SUDAAN to estimate the within-PSU variance separately for each quarter and then
summing them together as if they came from independent samples in the same set of PSUs. For this
calculation, there were five interview quarters. The first “quarter” actually consisted of only February
and March interviews from 2009 since January interviews have no information for the year in which
they are conducted. The other four quarters corresponded to the last three calendar quarters of 2009

Twelve-Month Recall
We next considered the effect of substituting a 12-month recall for the current 3-month recall for
some groups. It is possible to derive a theoretical expectation for the reduction in the within
variance through a relatively simple argument. For any category in which 12-month recall is
implemented, a single interview would provide the same information as available currently under
four cumulative interviews. With respect to within variance, this change would multiply the effective
sample size by a factor of 4. This simple argument implies a 75 percent reduction in the within
variance.

The argument must be refined, however, because the assumed data for a given year would not be
complete until the end of the fourth quarter of the following year. To prevent a change in schedule,
the estimation must depend only on the first quarter of the following year. For the January of the
current year, there will be reports from all 12 possible interview months from February-January of
the next year. Similarly, all 12 months are available for February and March, but April is reduced to
11, May to 10, up to only 3 for December. Thus the average of (1/12, 1/12, 1/12, 1/11, …, 1/4,
1/3), .14749, should be compared to 1/12, .08333. Thus, the variance, instead of .25 times the
current variance, should be (.14749/.08333)*.25 = .4424, or a 56 percent reduction in variance
instead of 75 percent.
Of course, it would always be possible to issue revised annual estimates using all the data collected
about the calendar year. If this were done, the 75 percent reduction in variance would apply to those
revised estimates. It would also be possible to produce 12-month expenditure estimates for periods
other than calendar years for which full available information would be used. For example, by March
2012, all relevant data for the period March 2010 through April 2011 would have been collected.
