Project description, English Processes of change, or what is popular known as development, focus on productivity, and concentration of (industrial) economic activities, mainly measured in monetary terms. In such a view, it is understandable that arguments concerning the economic and demographic decline of rural areas are regarded as an inevitable part in this process of change, and also considered as a social, economic and political problem. On the threshold to an information society rural area meet new challenges as in the shift from the agrarian to an industrial society as Hägerstrand showed in his pioneering (1953) study of Ydre. Building on Hägerstrand’s empirical and conceptual work, this project aims to elaborate and develop a conceptual model, useful in analyses that can contribute to alternative development strategies in a rural context. The project will thereby enhance alternative political-economic analytical tools and strategies to achieve a sustainable sound integrated social, economic, and ecological development process. The study combines qualitative and quantitative data to develop alternative conceptual development model(s) for integrated sustainable rural development and new ways and means of thinking can bridge the gap between structural and actor-oriented perspectives. And in turn, reach beyond conventional economic rationale and thereby reduce (or even remove) the mismatch between (economic) micro- and macro analyses. Omställningen från jordbruk till industrisamhälle förändrade förutsättningarna för landsbygdens produktion och möjligheten att leva där. Idag står vi på tröskeln till ett informationssamhälle och landsbygden förändras igen, men på andra sätt. I den offentliga debatten sägs att landsbygden halkar efter och måste få stöd. Men det sägs också att ett gott liv är så mycket mer än det som kan räknas i kronor och ören. Det argumentet återkommer i vitt skilda sammanhang, i diskussioner om resurser i barnomsorg på svensk landsbygd som när det gäller "biståndsprojekt" på landsbygden i andra länder. Idag så präglas samhällsdebatten av ekonomiska begrepp som försvårar möjligheterna att nå andra politiska mål som hållbar utveckling och en levande landsbygd. Ambitionen att tänka bortom de ekonomiska begreppen verkar dock vara utbredd, men försöken att göra annorlunda är trevande. Kronor och budgetar är än så länge normen för den politiska styrningen av samhället. Det betalda arbetet blir då också normen. I den politiska debatten krävs därför åtgärder mot arbetslöshet. Sysselsättningsmålet ses som fasta arbeten som betalas med lön. Men vem arbetar egentligen? På landsbygden är detta annorlunda både i enskilda hushåll och i samhället som sådant. Detta påtalade den internationellt erkända svenska geografen Torsten Hägerstrand i sin banbrytande studie om innovationsspridning redan 1953. Han gjorde denna studie till stor del i Ydre kommun i södra Östergötland. Studien kartlade och analyserade vad människor gjorde och använde teknik i sin vardag samt hur marken och platserna användes. I denna studie skall vi återvända till samma plats för att på nytt studera landsbygdens förändring. Idag kommer vi dock att se andra former av utveckling och på så sätt så kommer vi kunna utmana vedertagna vetenskapliga modeller på nya sätt. Därför kommer detta projekt att återvända till Ydre och i likhet med Hägerstrand sträva efter att utveckla nya modeller för att förstå utveckling ur ett tidsrumsligt perspektiv. Forskningsprojektet består av två typer av fältstudier i Ydre. I den första delstudien kommer vi att utgå från statistik från kommunen och andra organisationer för att beskriva och illustrera förändringar på orten över närmare ett sekel. Hägerstrand studerade på 1950-talet spridningen av telefonen, bilen och bankgirot. Vi planerar att analysera bredbandstillgången, användning av Internet och hur och var man reser. Den andra delstudien studerar människors vardag utifrån tidsdagböcker samt djup-intervjuer i grupper och med enskilda. Med utgångspunkt från dessa studier kommer utveckling i allmänhet, och det som betraktas som hållbar utveckling i synnerhet, att kunna diskuteras i nya och bredare perspektiv. En konsekvens av de här resonemangen är att marknaden och ekonomin sägs styra politikens handlingsutrymme. I Sveriges riksdag beslutas att höjningar av vissa ersättningar skall göras när ekonomin så tillåter. I det här forskningsprojektet vill vi som samhällsforskare vända på perspektiven utifrån nya tids-rumsliga perspektiv. Vi vill föra denna diskussion med policyskapare på alla samhällets nivåer och även med människor i allmnhet för att kunna se landsbygden och vardagen där i nya perspektiv. Sannolikt kommer dock olika intresse organisationer och lokala utvecklingsgrupper att vara särskilt intresserade av våra resultat. När ekonomin ses som något neutralt som kan mätas och räknas, döljs många aktiviteter vilka människor värderar för sitt vardagliga så väl som långsiktigt välbefinnande. Det måste finnas ett annat sätt att se på vad människor värderar och dess betydelser för vad som ses som utveckling. Vi som kommer att genomföra forskningsprojektet har tidigare brottats med snarlika problem då vi velat ta våra analyser mycket längre än vad tillgängliga teorier låtit oss göra. Prof. Per Assmo University West Introduction When entering a post-industrial information society, we take a new step of contemporary change, after the move from an agrarian to an industrial society. Processes of change, or what is popular known as development, focus on productivity, and concentration of (industrial) economic activities, mainly measured in monetary terms. In such a view, it is understandable that arguments concerning the economic and demographic decline of rural areas are regarded as an inevitable part in this process of change, and also considered as a social, economic and political problem. However, there are essential values, often concealed or even excluded in conventional monetary analyses, which are fundamental for a sustainable life in rural areas. In general, rural areas are connected to the rest of the economy, and thereby also constantly undergoing changes. As shown by Wihlborg’s studies of IT-infrastructure implementation in peripheral parts of Sweden, rural areas have the capacity to be an important and vital part of the new Swedish economic landscape.1 Similarly, Assmo’s studies of rural development in developing countries display that rural areas have the possibility to be in the forefront of new alternative routes to achieve sustainable integrated ecological, social and economic development processes.2 In general, rural life in different parts of the world displays significant similarities, with a need to challenge the meanings and values of the conventional economistic norm and ask for new alternative conceptual approaches for rural development. Every time period has specific spatial challenges, and includes modes of transition that are time and space specific. Certain periods and situations appear to influence societal change more than others. The change from an agrarian to industrial society in Ydre was the grounds for Torsten Hägerstrand’s conceptual work focusing on the diffusion of innovation and related economic changes. In this pioneering work Innovationsförloppet ur korologisk synpunkt published in 19533, Hägerstrand developed spatial modelling with interpretations of place and time-spatial perspectives, which laid the fundamental grounds for time-geography and theories on diffusion of innovations. Thus this project will return to both the place of and the basic conceptual approaches of Hägerstrand’s study. Aim and objectives Building on Hägerstrand’s empirical and conceptual work, this project aims to elaborate and develop a conceptual model, useful in analyses that can contribute to alternative development strategies in a rural context. The project will thereby enhance alternative political-economic analytical tools and strategies to achieve a sustainable sound integrated socio-, economic-, and ecological development process. The project focuses and is organised around three research questions: - Q1. The study applies an aggregated approach to explore the time-spatial changes of naturaland human resource use in Ydre. And, in relation, which political-economic strategies can be found in the community? Using an aggregated approach for illustration and analysis, the project will in this section strive to use and develop GIS applications and statistical modelling. - Q2. The study also applies an household approach to explore and analyse meanings of daily practices for development. How and why are activities related to development and a good life, trust, social networks and citizenship. The household approach focuses on how contemporary changes in rural areas are built together and given meanings through everyday practices. - Q3. The study develops a conceptual time-spatial approach that attempts to answer what, how and why the findings can be interpreted as sound integrated sustainable rural development, and thereby be used as a conceptual model that reaches beyond the conventional monetary meanings of development. Realisation an methodological approach Today, geographers know about the internationally recognised time-space approach developed by Hägerstrand, but there are potential and capacity for fruitfulness further development.4 This study of rural development revisits both Hägerstrand’s field work area in Ydre and Kinda and his conceptual modelling of development. The in-depth field studies take off from his work in the same area combined with contemporary theories on economic-political development. The project will design indicators relating to Hägerstrand’s 1953 study of innovations such as the car, the telephone and bank payment transfer (bankgirot). We will in a similar comparative manner focus on rural migration patterns, and current innovations such as broad band, Internet banking and public transport systems. The empirical work will be approached through combined quantitative and qualitative methods.5 The quantitative part consists of analyses of available and combined statistical material. This component will take place in collaboration with ÖSTSAM and the local municipality using GIS illustrations and analysis. The qualitative part consists of in-depth field studies in households in Ydre, and especially the parish of Asby. It builds on the well 4 Hägerstrand, T. Göteborg: Handelshögskolan. 5 The applicants have profound experiences of both quantitative and qualitative research in rural area studies in developed- and developing country contexts, which in combination will useful in this project. 2 developed time-geographical studies of daily life and based on a combination of time-diaries, deep interviews and focus groups in households.6 The time-spatial boundary of the study provides an opportunity to visualise and analyse how, why and by whom certain processes of change appear, and its relation to internal and external influences. In the interaction between the knowledge about people’s daily life, and aggregated data of population, economic activities and political structures, the analyses can reveal the interplay between actors and structures to understand processes of change in time and space in rural contexts. By following in the footsteps of Hägerstrand previous studies, this project can follow the processes of change in the local community during an entire century, and thereby provide a comprehensive knowledge about the local area, its people, companies and organisations can be revealed and analysed, which in turn will provide a unique possibility to make analyses that visualise the hidden resources and reaches beyond the conventional monetary norms of development. 7 The project intends to work in close collaboration with local actors in the region and Ydre Municipality. The project proposal is also already discussed and anchored in the municipal board and local organisations.8 The regional council ÖSTSAM is currently developing extensive statistical data bases for the Östergötland region. A reference group of local policy actors will also be formed to validate the policy relevance of the project.9 Conceptual grounds and analytical approaches Hägerstrand’s models opened for alternative constructive approach of how to analyse and physically anchoring social processes, and thus also development.10 By considering social contexts as rural, the territorial aspects are indeed present and have a defining power. Hägerstrand’s realistic focus of what actually takes place marks out an ontological perspective on sustainable development as physical based and given.11 An in-depth time-space approach on individual as well as societal structures in a specific rural community we will take hold on and thereby challenge the inconsistency of ecological and monetary economic development. Hägerstrand’s models also provide tools to combine time-space and visualizes that ecological sustainable processes are extended over time, in contrast to what is considered as sustainable economic development – growth in monetary terms – that compresses time and extend in space to reach the most comparative advantages for production and consumption. The rural context of Ydre and the impressive time-perspective provides unique inputs to such an analysis. Local rural communities are shown to be slower and socially embedded as shown not at least in studies of slow food, local agricultural production and agro-tourism.12 The statistical analysis based on detailed and local description of rural development will contrast 6 Hägerstrand’s methods have been developed by scholars such as Ellegård, Nordell, Wihlborg (see footnote 4). The analysis of the household study focus on experienced constraints and resources.14 The householders’ interpretations of a good life, it’s organisation in the interface of nature, local politics, structures, personal values and norms to reach development beyond the economic norm. Daily life in rural areas is local and the meanings of trust, citizenship and social networks becomes embedded in what Hägerstrand calls "pockets of local order"15. Presence and meanings of differences as gender, class, ethnicity etc are made up in the local and inter-connected through the construction of the rural life style and individuality, where valuations and meanings of development can be expected to go even further beyond the monetary norm.16 Time and Work Plan The research project will be conducted in close relation and collaboration with the community as well as the municipality and the regional council ÖSTSAM.17 The participating researchers also have extensive national and international networks among scholars in different academic disciplices that will act as a social and academic context for the progress of the research.18 Year Q1 (aggregated approach): 2008 Autumn Design and planning of statistical analysis. She holds a position as senior lecturer in Political Science at Linköping University and is associated to the division of Physical planning at Luleå University of Technology. She also co-ordinates collaboration between the university and municipalities in the region through the Eastsweden Municipality Research Centre at Linköping university. Formerly she has conducted research at the Institute for Future Studies and Tema Technology and Social change. Dr Wilhborg’s has lead several research projects, conducted extensive research and published numerous research articles and books focusing on issues of organisation and co-operation in local and not at least rural societies. Dr Wihlborg has also worked as a journalist and been member of the former government’s delegation concerning the so called 24/7 authority. PhD Per Assmo received his doctoral degree in human-economic geography (development geography) at Göteborg University 1999. Dr Assmo was previously employed at the School of Business, Economics and Law at Göteborg University. Dr Assmo is since 2002 senior lecturer and academic disciplinary leader at University West, in charge of the International Programme for Politics and Economics (IPPE). Dr Assmo has formerly worked as consultant in the development and implementation of the StrateGIS program in Sweden. Dr Assmo is since 2003 attached as a Senior Research Fellow at Rhodes University, South Africa. Dr Assmo has more that 15 years experience of international practical and academic work focusing on rural development in Africa. Dr Assmo has recently also conducted research focusing on the development of the creative industry in Sweden. Possible Results The collaborative and process-oriented approach of the project will generate continuous results that can be communicated, debated and discussed in academia and in the public political arena. The project shed light on the need and possibilities of alternative conceptual development model(s) for integrated sustainable rural development. A possible result of new ways and means of thinking can bridge the gap between structural and actor-oriented perspectives. And in turn, reach beyond conventional economic rationale and thereby reduce (or even remove) the mismatch between (economic) micro- and macro analyses. The political ambition could be, if the conceptual tools become available, to analyse and value people’s everyday norms and activity patterns in different ways, and thereby avoid inadequate stereotyped standard reforms. Presentation of Results Apart from debates and presentations at various organisations in Sweden the discussions and debate that is yielded from the research process will be formally presented in research papers presented at international conferences, as well as in the production of a number of research articles. Possible conferences to present the material can be ”Governments and Communities in partnership”, arranged by Centre for Public Policy, Melbourne University, Nordiska kommunforskar konferensen, Nordic Environmental Social Science, Western Political Science Association, and the International Geographical Union. Possible academic journals for publication include: Journal of Sustainable Development, Capital Nature Socialism, Journal of Rural Studies, Social Indicators Research, Geografiska Annaler, and Antipode. Throughout the project period, re-linking to actors in rural areas and other stakeholders will be an important part of the study. Progress and results constructed throughout the process will continuously be presented to and discussed with different groups of practioners and citizens in Ydre.
