Construction Moratorium
 In May of 2013, the Department announced a moratorium on new construction and major
renovation projects for health care facilities located in costal flood areas.
 The work of this committee will address what changes are needed and will build upon the
work done by NYC OEM and FEMA.
 Recommendations for mitigation strategies along with specific changes to current building
codes and physical plant standards will be completed this fall and presented to PHHPC for
approval.

Revised Evac Zones in NYC
 Scale of A, B and C switching to Zones 1 through 6
 The increased number of zones is intended to give the City more
flexibility in targeting areas to evacuate.
The City has incorporated additional factors in its development of
the new evacuation zones, e.g., the bearing of a storm at landfall.
With this approach, the City is less likely to over- or under-evacuate
areas.
