teknik spridning och lokal styrning. Det teoretiska bidraget är en begreppslig modell av lokal styrning, specifikt styrning av
socio-tekniska system. De praktiska implikationerna rör hinder och möjligheter för att forma och implementera styrmedel för
hållbarare systemdesign. Genom hela projektet kommer vi att samverka med de kommuner som studeras och återkoppla resultat
och diskutera kunskapsbehov ur kommunala perspektiv. Resultaten kommer att presenteras både vetenskapligt och för praktiker.

Ecological, social and economic sustainability demand sustainable systems and legitimate policy instruments. Socio-technical
systems, as water and energy, have in Sweden a tradition of being municipal responsibilities. When established about a hundred
years ago the changes were radical, but developed from first being mainly technical into more political. Socio-technical systems are
located at specific places and the municipality thus has to take on different roles, as we identifies as “a people” (demos), “a place”
and “an institution”. The project aims to analyze firstly, the radical historical changes related to the establishment of municipal
infrastructural systems and thereby and secondly, building of these experiences analyse why, if and how municipalities in their three
roles relate differently to consumers and citizens in socio-technical systems, here illustrated by the cases of water and energy
systems.
We will analyze available and used municipal policies towards increased sustainable development from system and user
approaches. The theoretical contribution will be a conceptual model of local governance in general and socio-technical systems
specifically. The practical and policy implications will focus on the opportunities and constraints for formulating policy instruments
towards households and system design to increase sustainable development. The final results will thus both be presented in
academic articles and a practical handbook.

Vi har både lokalt och globalt bestämt att vi ska skapa ett mer hållbart samhälle. Målet är att även kommande generationer skall
kunna leva ett gott liv. Men det är mycket i vår vardag som vi gör utan att tänka på hur det påverkar nu och i framtiden. Vi ser inte
alltid vilka resurser som vi brukar och förbrukar. Något så vanligt som att ta en dusch, påverkar tillgången till resurser idag och i
framtiden. Men knappt vakna brukar vi inte tänka på hur vattnet värmts eller vad som händer med tvålresterna.
Att vi i de allra flesta svenska hem kan ta en varm dusch är möjligt tack vare att vi har tillgång till energi och vatten- och
avloppssystemen. Den tekniska infrastruktur som möjliggör att vi kan duscha är en komplex hantering av vatten, energi och
avloppsvatten som förs bort renas och återförs till naturens kretslopp. Dessa system är tekniska, men också arrangerade i naturens
och våra sociala sammanhang. Exempel på sociala arrangemang är lagar, regler, prissättning, normer och värderingar. De kallas
socio-tekniska system, för de inkluderar både tekniska och sociala aspekter. Men de är också vårt gränssnitt mot naturen och därför
måste de bli mer hållbara.
Systemen kan vara väldigt lokala såsom en egen brunn och en infiltrationsanläggning eller globala som energisystemet och Internet.
Gemensamt är dock att systemen alltid måste finnas på en plats och vara tillgängliga där vi lever våra vardagsliv. Eftersom det är
sociala arrangemang så är de också i högsta grad politiska. De är liksom omställningen till ett mer hållbart samhälle ett kommunalt
ansvar.
Kommunerna har en lång historia av att utveckla och förvalta infrastruktur. När VA- och energi systemen byggdes ut för drygt hundra
år sedan så var det i hög grad en teknisk radikal åtgärd. Men det gav också människors radikalt nya möjligheter att leva sitt
vardagsliv på andra enklare sätt. När systemen var införda blev de i hög grad en politisk och förvaltningsfråga. Men det blev inte
alltid hållbart. Vi förbrukar mer energi än vad som möjliggör ett gott liv för kommande generationer. I stora delar av världen är
vattenbrist och dålig vattenkvalité ett nytt vardagligt problem. Dessa problem måste lösas men inte bara med nya tekniska lösningar
utan det krävs politisk engagemang och att människor i sin vardag är beredda att leva kanske till och med ”radikalt” annorlunda.
Därför syftar detta forskningsprojekt till att lära av den tidigare utbyggnaden av kommunal infrastruktur kring VA och energi för att
skapa förståelse för hur dagens system skulle kunna styras för att bli mer hållbara. Det handlar om att både i historien och för
framtiden se samspelet mellan de tekniska systemen och människors användning av dem. Det är först när systemen används på ett
hållbart sätt som politiken lyckats ändra samhället till att bli mer hållbart.
De svenska kommunerna har ett stort ansvar för omställningen till ett mer hållbart samhälle och därför studeras kommunal styrning.
Men kommunerna är olika och har flera roller. Vi ser kommunen som en plats. Vi passerar gränser till kommuner och vi bor i olika
kommuner. Kommunen är också en gemenskap av ett folk, de som bor på samma plats tar gemensamt ansvar för utvecklingen på
platsen. Vi som bor på platsen betalar också skatt för att sköta gemensamma angelägenheter. Kommunen har således makt, att
exempelvis ta in skatt, och är då en demokratisk institution. Dessa tre kommunala roller kommer att vara vårt fokus när vi analyserar
både kommunerna styrning och hushållens användning av de systemen. Modellen kommer även att kunna användas som en teori
och förklara helt andra sammanhang i samhället.
Genom att analysera kommunerna på detta sätt kommer forskningsprojektet att ge kommunala aktörer verktyg och möjligheter att
styra mot ökad uthållighet. Därför kommer forskarna under hela projektet att diskutera preliminära resultat och hur projektet

kan utvecklas med politiker och tjänstemän. De forskare som skall genomföra detta projekt har stor erfarenhet av sådan samverkan.
De leder idag nätverk av politiker och tjänstemän som kommer att få diskutera även dessa frågor. På så sätt är avsikten att
erfarenheter av forskningen enklare och kanske även snabbare kommer till nytta i samhället. När projektet avslutas kommer
erfarenheterna att samlas i en handbok om hållbar lokal styrning av infrastruktur. Men även flera vetenskapliga artiklar kommer att

Introduction
We are used to wake up with a shower in the morning and have come to expect our homes to
have a comfortable temperature. In daily life we seldom pay attention to how and why water,
heat, cooling and electricity are made available for everyday consumption or the technical
system behind these goods and services.
Sustainable development demands sustainable socio-technical systems and legitimate policy
instruments that communicate with each other. System analysis often neglects users, who
define the actual outcome when implementing organizational and technical innovations.1
Municipalities take on several roles in the interplay of socio-technical systems and cannot be
considered from a single perspective. In the energy area, for example, the municipality can at
the same time be producer, distributor, consumer, authority and innovator. To deepen the
understanding of how municipalities govern socio-technical systems and how to develop
sustainable technical infrastructures we need to analyze the multi-faced character of the
municipalities and visualize different functions. We aim to focus on municipalities in the
perspectives of “a people” (demos), “a place” and “an institution” to capture governance in
general and the governance of socio-technical systems specifically. This enables us to analyze
and deepen a theoretical understanding of issues concerning power relations, legitimacy,
accountability and trust in local learning processes for planning and decision-making- tools.
How municipalities govern socio-technical systems today relies on strong path dependence,
thus we also need to study the historical build-up and growth of the socio-technical systems.2
The systems in focus of the research project (energy and water) were typically established
already at the turn of the 19th century. Municipalities made heavy and often bold investments
in those systems though the relevant technologies often were in a ´development-stage´ and the
municipalities lacked a local internal expertise and often were in the hands of external
expertise.3 The investments in technology-specific capital and knowledge and the character of
high tied costs in general, made the systems highly path-dependent.4 The resulting
technological ‘lock-ins’ grew even stronger during the course of the 20th century alongside
with the growth of the administrative apparatus embedding the systems and of the number of
users coupled to them. Users have also developed new practices and routines of everyday life
largely relying on these systems. In parallel, the character of the systems have changed from
being almost purely technical to becoming more and more political. Just as radical as the
investments at the turn of the 19th century in the infrastructural systems were for the

municipalities and for the daily lives of its users, modern literature claims the necessary
changes of our established infrastructures to be if we want them to become sustainable.5
By a deepened understanding for the historical development of the infrastructural systems and
their municipal governance we can address the role of the multi-faceted character of the
municipalities and the inherent dynamics of infrastructural systems for future policy changes.
Aim and targets
This research project aims at analyzing the changing character - from technical to political - of
infrastructural systems during the 20th century, focusing on the dynamic build-up and
governance of a socio-technical structure in order to develop a conceptual model of the
different approaches of the municipality and its implications for changes of policies,
institutional and socio-technical arrangements towards increased system sustainability and
resilience.
1. What characterized the change from technical to political focus in the management of
large infrastructural socio-technical systems during the 20th century, and what are the
implications for radical changes of the systems today towards a more sustainable
design, planning and development?
2. Which roles have the municipalities played in relation to these changes in urban/rural
areas and how have local policies developed or hindered these changes?
3. Which conceptual meanings of local governance can be learned by exploring the three
roles of the municipality and relate them to the demand for radical changes of large
infrastructural socio-technical systems?
We, and our colleagues, have earlier conducted several studies concerning energy and water
systems in municipalities. In this project we will deepen the theoretical understanding of how
socio-technical systems are governed by using our earlier conclusions as well as a re-analysis
of earlier material.
Socio-technical systems in the Swedish municipal context
Sweden has a tradition of strong local autonomy in combination with a demand on
municipalities to implement national policies and to formulate local strategies accordingly6,
not at least regarding sustainable development in all its meanings.7 Environmental policies are
also global and there are demands for coherences of policies and actions towards sustainable
development locally and nationally.8 Political decisions, in formal political structures as well
as daily life, have to be analyzed in its social and institutional contexts.9 Large technical
systems, such as water, sewage, and energy supply systems are also both local and global in
different levels.10 They encompass technical components, individual actors and organizations,

legal frameworks and institutions that are so closely intertwined in seamless webs that a
distinction between them is not meaningful.11
Here, energy and water systems are considered as socio-technical systems. Correlations
between changes in design of the system and behavior changes are often unclear12 and
motivated from different grounds. However, to reach a more sustainable outcome the use of
the infrastructural systems has to change accordingly. Policy instruments thus have to relate to
both the citizen’s and the consumer’s perspective to be perceived as legitimate and
accountable in the local institutional context.13
Conceptual approach – a tentative model of the roles of municipalities
Local governance appears differently depending on how the municipality is conceptualized,
which is also true in relation to socio-technical systems. Here the principal and conceptual
analysis applies a combined institutional, democratic and spatial perspective. These
perspectives are here called the municipality as institution/organization, people and place.
“The municipality as an institution/organization”
When focusing on municipalities as institutions we will capture how the municipality in
general and the infrastructural systems in particular is organized and governed within its
context, but more interesting if, and if that is the case, how the municipality applies and adopts
its local autonomy to form local institutional arrangements. Thus, issues concerning municipal
responsibility, transparency and accountability are included.
When socio-technical systems are managed in governance contexts we have argued for a
differentiated model of accountability.14 Legitimacy arises through the interplay between legal
interpretations, common understandings and trust within networks and its expression through
policy instruments. The institutional design is made visible through the daily practice and redesign of such institutional settings are indeed political and forms how sustainability can be
improved. Both in historical and contemporary legislation, policy and spatial planning
documents we will be able to read out and problematize the institutional arrangement and
conceptually challenged them.
”The municipality as a people”
This perspective points at the meaning of the municipality as a community of citizens’
engagement and deliberation. Communicative and deliberative democracy is a main approach
in today’s democratic policy studies, and focuses on strengths and weaknesses in theory as
well as practice.15 The civil, political and social rights are given in other contexts and
highlight duties globally as well as in the private sphere as legitimate parts of the citizens’
activities and commitments.16 Ecological citizenship has further theoretical potentials, which
will be further developed in this project.17 The border between the public and private spheres

thus become less clear and policy instruments aiming towards increased sustainability has to
reach beyond traditional legitimate political areas.
“The municipality as a place – a spatial dimension”
Policy making takes place locally, where actors within organizations and institutions form a
local order.18 In municipalities local orders are made up by local actors using available
resources and handling constraints both as policy (conceptually) and in implementation
(realization). Municipalities have exclusive power over planning according to the Swedish
constitution, which provides them with an exclusive space for policy making. An
infrastructural system has obvious physical appearances and is always located somewhere in
places as homes, urban areas and even in the peripheral in-betweens. Of this reason cultural
geographical analysis of places has to be included in political analysis of municipalities.
Municipalities as physical places are constituted in local geography that has changed
fundamentally during the last century and the relevance of this will be focused through the
historical approach.
Outputs, sector relevance and project organization
The outputs of this research project are mainly the conceptual model of the roles of the
municipality. The historical lessons of the meanings of the radical changes in the former shift
of technology models will give new perspectives on how to govern contemporary changes.
Thereby we will open for development of local and national policy instruments towards
sustainable development through design of socio-technical systems and everyday life. The
sector relevance of the project is both practical and conceptual providing reflections on tools
for development of policy instruments.
The conceptual model may also open for new analytical approaches applicable even in other
policy areas. The project builds on a combination of bottom-up, top-down and conceptual
analysis as is common in local politics studies.19 We will also explicitly include households
and their everyday life in the analysis as we have developed in several projects.20 By a strong
conection to research groups on regional development (the Uddevalla Symposium group),
sustainable development (inter-disciplinary research on sustainable development at LTU) and
local governance (CKS at LiU) this study we be grounded in front-line research contexts.
All three research question will be on the agenda throughout the project period. The first and
second question will be profoundly handled through two intense case studies. The analysis is
based on interviews with policy actors and document analysis of both decisions and
information to households, interpreted on discursive and argumentative levels. The field study
of users with experiences from contemporary radical changes will combine methods as indepth interviews, time diaries and focus groups. The results will be presented in academic
articles as well as in a handbook and seminars for local policy actors. The time plan and
division of work is specified in the table below.

Associate professor Elin Wihlborg (EW) will act as project coordinator and she holds a
position as senior lecturer in Political Science at Linköping University. She has a PhD in
Technology and Social Change. She is also associated to the division of Physical planning at
Luleå University of Technology and has worked as researcher at the Institute for Future
Studies.
PhD Kristina Söderholm (KS) is employed as a researcher at the History of Technology
unit, Luleå University of Technology. Her research focuses on the relationship between
technology and the environment historically and she has recently studied the up-building of
the water and sewage systems in the municipality of Luleå at the turn of the 19th century.
Wihlborg and Söderholm have developed these research questions throughout their research
collaboration in SHARP – Sustainable Households. Attitudes, Resources and Policies.
PhD Per Assmo (PA) has a PhD in human-economic geography, is senior lecturer and
academic disciplinary leader at University West, in charge of the International Programme for
Politics and Economics (IPPE). H is a Senior Research Fellow at Rhodes University, South
Africa and has more that 15 years experience of practical and academic work on rural
development in Africa and regional development.
