These regulations are enacted in accordance with Article 26 of University Act and its
Enforcement Rules as well as the Degree Conferral Law and its Enforcement Rules.
Doctorial students shall qualify with the following requirements become Ph.D.
candidates:
1. Having completed the required courses and course credits of the Doctorial
program.
2. The applicant has qualified as a doctoral candidate
3. Obtaining the requirements that stipulated by each department (institute).
The regulations for doctoral degree examination shall be stipulated by each
department (institute) and be submitted to Office of Academic Office for future

The Doctoral Degree Examination shall be held at least once per semester and the
qualifiers shall be accepted by the departments (institutes).
The result and the frequency of the examination the doctoral students possessed during
suspension shall not be included in the calculation.
The Doctoral Degree Examination shall be held once per semester. Once the doctoral
students obtain the qualification of candidacy in the 2nd semester of the 2nd academic
year, with the consent of supervisor and Chair (Director) of the Department (Institute),
the students may apply to Department (Institute) for the Doctoral Degree Examination
at least one month before the schedule.
After being approved by the Department (Institute), the qualifier shall submit the
dissertation, abstract, method of examination, schedule, location and the name list of
the Doctoral Degree Examination Committee to the Office of Academic Affairs for
review and also obtain the President’s approval for implementation.
The Doctoral Degree Examination Committee consists of 5 members (students with
more than 2 (includes 2) supervisors shall form by 6 members). Members of shall be
appointed by the President. The supervisors shall be the ex-officio representative but
cannot assume the role of Chairman. The Chairman shall be selected within the
members.
Examination Committee members should attend the committee in person. No
delegation is allowed. The examination shall not proceed unless more than fourth five
(includes) committee members present and the number of off-campus committee
member more than the committee members in campus.
Depending on situation, extra committee members might be invited; however,
signature is needed in advance.
The Member of Doctoral Degree Examination Committee shall have expertise in the
area related to the Doctoral Candidate s’ dissertation. Furthermore, Committee
member must possess one of the following qualifications:
1. Having been a Professor.
2. Having been an Academician, or a Research Fellow or Associate Research Fellow
of Academic Sinica.
3. Having been an Associate Professor or Associate Research Fellow with
outstanding academic achievements.
4. Having Doctoral Degree and with outstanding academic achievements.
5. Belonging to an uncommon or exceptional field, with significant contribution in

the academic field.
The criterion for qualification for the item 3 to 5 shall be enacted by the Department
(Institute) Affairs Council.
The dissertation which has once awarded with other academic degree shall not be
submitted again. The dissertation which written in other languages shall have Chinese

abstract attached.
The Doctoral Examination includes oral defense and dissertation review. The Doctoral
Examination shall proceed by public oral defense, other methods might be held as
necessary.
The degree examination grade of 70 points is considered satisfactory and the full score
is 100 points. The final score is the average of all the scores given by each committee
member. Only if all the scores are above 70 shall the final result considered passed.
After the examination, Departments (Institutes) shall submit the final score to the
Office of Academic Affairs prior to the end of the semester.
The qualifier shall submit the dissertation with approval signatures of the committee
members before the end of the semester. Students who fail to submit the document in
prescribed period of time shall still register in the subsequent semester and submit the
dissertation prior to the deadline in the same semester. Failure to submit the
dissertation until the study complete, the student shall be considered as unsatisfied in
the Doctoral Degree Examination and shall be withdrew from school in accordance
with regulations.
The graduation month shall depend on the month which hand in the dissertation.

Students who have applied for Doctoral Degree Examination but is not able to take the
examination, and is not withdrawing the schedule prior to the final score result

submitted the examination shall be regarded as failed.
Doctoral students who fail the degree examination and do not exceed the prescribed
years of study may apply to retake the examination one time only. Students who fail
again shall be withdrew from school.
Students who are qualified for the Doctoral Degree Examination shall upload the
abstract and full-text electronic file of the dissertation before graduation.
If there is plagiarism or fraud involved in the work of dissertation, once verified by the
Doctoral Degree Examination Committee, the student shall fail the examination. The
case shall be submitted to Council of Student Affairs for further procedures. If after the
conferral of the degree, the university shall revoke the degree and issue a public notice
to announce the invalidation of the previously issued diploma.
In order to avoid unfairness, the relatives by blood or marriage within the third degree
of kinship or people in interest shall not be the supervisor or the committee member of
the Doctoral Degree Examination. If such circumstances are found the appointment
shall be dismissed, and the score result shall be regarded as failed after the degree
examination is completed. If after the conferral of the degree, the university discovers
any interest involved, the conferred degree shall be revoked; moreover, an
announcement shall be made to invalidate the degree certificate.
Postgraduate students who take the courses of Doctoral program fail the Doctoral
Degree Examination, after the deliberation of Department (Institute) Affairs Council
and the approval of the President, the students shall return to the Master’s program.

The student succeeds in passing the doctoral candidacy examination but not the
doctoral degree, he or she may be awarded a master's degree if the doctoral
examination committee determines that his/her work meets the standards for a master's
degree.
The regulations become effective upon the adoption by the University Academic
Council and the University Council, and submit to the Ministry of Education for future
reference. Any amendment to the Academic Rules shall follow the same administrative
procedure.
Any issue not mentioned herein shall be subject to the relevant laws and regulations of
the University Act and its Enforcement Rules, the Degree Conferral Law and its
Enforcement Rules.
Note: In the event of any disputes or misunderstanding as the interpretation of the language or
terms of these regulations, the Chinese language version shall prevail.
