RULES AND REGULATIONS OF THE COMPETITIVE SELECTION PROCESS FOR
CONTRACTING FACULTY MEMBERS THROUGH THE SERRA HÚNTER PROGRAMME
1. General Norms
1.1. This competitive call for applications is the second part of the recruitment and selection process
for teaching and research staff to be contracted through the Serra Húnter Programme, as per the 3
July 2012 agreement with the Government of Catalonia (Generalitat de Catalunya) and the
collaboration agreement made on 5 October 2012 between the Catalan Ministry of Economy and
Knowledge and Catalan public universities.
1.2. This competitive selection process shall be governed in all aspects by the provisions of Organic
Law 6/2001 of 21 December, Law 1/2003 of 19 February on Universities of Catalonia (LUC), the
Pompeu Fabra University Statutes, any remaining legislation that may be applicable and the
stipulations of the Collaboration Agreement of 14 December 2012 between the Secretariat for
Universities and Research of the Catalan Ministry of Economy and Knowledge and the Catalan
public universities to co-ordinate the publicity and selection procedure for contracting faculty
members through the Serra Húnter Programme.
1.3. Junior lecturers’ contracts shall be on an employment basis, full-time and for a period of three
years, and may be renewed provided the total duration does not exceed five years. Joint total
duration between junior and assistant lecturer at the same university or a different one cannot exceed
eight years.
2. Prerequisites
In order to be admitted to the competition, candidates must meet the following prerequisites, at latest
by the application deadline, and must continue to meet them until the date the contract is signed.
Candidates must:
2.1. General Prerequisites:
a. Not have any illnesses nor any physical and/or psychological limitations that would be
incompatible with carrying out teaching activities.
b. Not be severed by disciplinary proceedings from service in any part of public administration,
nor find themselves disqualified by final ruling from civil service.
2.2. Specific Prerequisites:
a. Hold the academic degree of Doctor.
Should the degree not have been issued by a Spanish university or yet recognised in Spain, in
order for the candidate to sign the contract, said degree will have to have be officially validated,
i.e. homologated, in Spain

b. Have tenure track accreditation issued by the Catalan University Quality Assurance Agency
(Agència per a la Qualitat del Sistema Universitari de Catalunya, AQU) or by the National
Agency for Quality Assessment and Accreditation of Spain (Agencia Nacional de Evaluación de
la Calidad y Acreditación, ANECA).
2.3. Applicants must have or acquire a level of Catalan ensuring the teaching staff’s competence to
adequately and properly participate in the communication situations required in academic tasks, such
that students’ linguistic rights are guaranteed, as per Decree 128/2010 of 14 September on
Accreditation of Linguistic Knowledge of the Faculty Members of the University System of Catalonia.
The selected candidate may choose to be accredited in Catalan at the time of contract signature or
postpone accreditation for a period of two years.
3. Application Process
3.1. Applications must be sent to the Rector of Pompeu Fabra University (at Plaça de la Mercè 12,
08002 Barcelona). Candidates must fill out the form in Annex 2 and submit it, together with the
following documents, in PDF format, to the e-mail address [email protected]:
a. A copy of their PhD diploma, or a certificate attesting to having requested said diploma.
b. If they have research accreditation, advanced research accreditation or a favourable report as
per Articles 47 and 49 of Law 1/2003 of 19 February on the Universities of Catalonia (LUC),
or any other accreditation issued by a quality assurance agency, applicants must also submit
these documents.
c. Complete Curriculum Vitae, in the format of the applicant’s choice.
d. A document specifying the 5 most valuable academic contributions made by the applicant
(articles, books, patents, etc.), as per the template on the following web page:

A succinct statement of the applicant’s teaching and research interests for the next five years
in relation to the area for which the contract is being offered (no more than 6 pages),

3.2. Applications can be submitted to the General Register at Pompeu Fabra University, Plaça de la
Mercè 12, 08002 Barcelona, during the hours specified on the University’s website at
www.upf.edu/universitat/contacte/unitats/registre-general.html or by any of the means established in
Article 38.4 of Law 30/1992 of 26 November on the Legal Regime of Public Administration and
Common Administrative Procedure, within 30 calendar days as of the day after this call for
applications is announced in the Official Gazette of the Government of Catalonia (Generalitat de
Catalunya).
3.3. Candidates having submitted their applications by 31 May for University contracts in the first part
of the selection process will have to indicate on the application form whether they consider they have
already submitted all the necessary documents to the Serra Húnter Programme or, on the contrary,
whether they wish to submit updates to certain documents, as per the procedure described in Point
3.1 of these regulations.
4. Admission of Candidates
4.1. On the tenth business day after the application deadline, the provisional short list of candidates
shall be made public, together with a list of the unsuccessful candidates and the grounds for their
rejection, as well as the date of publication of the definitive list. This information will be posted on the
UPF website at (http://www.upf.edu/organitzacio/treballar/pdi/)
4.2. Aspirants will have a term of 10 days as of the day after the provisional short list and list of
unsuccessful candidates are posted to submit, at the place or in the manner indicated in Point 3.2
above, any possible claims in order to correct the defects in their application or add the required
documentation.
Should unsuccessful applicants not correct the specific defects leading to their disqualification within
the 10-day period, they will be considered as having relinquished their candidacy, their rejection
therefore becoming definitive.
Fees shall not be returned if the rejection occurs for reasons attributable to the applicant.
4.3. According to Article 59.6 of Law 30/1992, of 26 November, on the Legal Regime of Public
Administration and Common Administrative Procedure, applicants shall be deemed duly notified once
the decisions have been posted on the UPF website and the term for possible claims or appeals shall
begin.
4.4. The UPF Administration can correct at any time, ex officio or upon request, any material, factual
or arithmetic errors that may arise in the selection process.
4.5. The approval decisions for the definitive lists shall exhaust administrative remedies.

5. Selection Committee
5.1 As per Article 107 of the Pompeu Fabra University Statutes, the Selection Committee for each
opening is stipulated in the rector’s Resolution of 1 March 2016 on the announcement of vacancies.
5.2. The Selection Committees’ internal operational rules shall comply with the provisions of Law
26/2010, of 3 August, on the Legal Regime and Procedures of the Public Administration of Catalonia.
5.3. For the purposes of communication and other events, the Committee is based at Pl. de la Mercè
12, 08002 Barcelona.
6. Selection Process
As per Article 108 of the Pompeu Fabra University Statutes, the Selection Committees’ evaluations
shall be based on the principles of academic merit and candidates’ suitability to the UPF’s teaching
and research needs.
6.1. Once the definitive short list and unsuccessful candidate list have been posted, the members of
the Selection Committee will receive all the documents submitted by the short-listed candidates.
The Selection Committee shall be formed no later than of three months as of the publication of the
call for applications. Should this have proven impossible within the 3-month term, an extension of a
month can be requested of the rector, as long as reasonable grounds are supplied.

6.2 Stages of the Selection Process
First Stage:
6.2.1. No later than 20 days after the date it was constituted, the Selection Committee members shall
submit to the Secretary their individual evaluations of the merits of each candidate as per the
standards of international evaluation criteria for high-level academic activity and according to the
candidate’s professional experience, with particular emphasis on the significance and impact of
scientific and technical publications and competitive research projects awarded; the quality and
recognition of their teaching; knowledge transfer activities; intellectual property rights and patents
registered; leadership skills; international mobility and visibility; and other distinguished academic and
professional achievements. By the same token, the Committee members shall indicate, in order of
excellence, the candidates they short list to go on to the second stage of the selection process.
6.2.2. The candidates’ absence of academic links to the university to which they are applying shall be
considered a preferential merit, in accordance with the criteria passed by the Board of the Interuniversity
Council of Catalonia: for the fulfilment of said absence of academic links to the university to which they are
applying set forth in articles 47 and 49 of the LUC, for the purposes of accrediting the entirety or part of

the two years provided for, periods of longer than three months shall be taken into consideration, carried
out by the candidate after their initial training (bachelor’s degree and master’s degree or equivalent) at an
institution other than the university announcing the vacancy, to take doctoral studies, perform academic
tasks, R&D&I and/or professional tasks related with the profile of the contract on offer. This criterion shall
also be considered fulfilled if the doctoral studies were taken fully at another university, which issued the
PhD qualification.
6.2.3. According to the assessments of its members, the Committee shall establish the number of
finalists selected to go on to the second stage, considering the overall number of candidates and
their academic merits. Should the Committee consider no candidate as having the adequate merits, it
shall propose to the rector that the call be declared unsuccessful and the position remain unfilled.
6.2.4. Once this first stage is complete, the corresponding decision on the short-listed candidates
shall be posted and the second and final stage of the selection process shall begin.
Second Stage:
6.2.4. Within 10 days of posting the results of the first stage, the Committee shall post the timetable
for the second stage at least 3 weeks in advance of its onset. At the same time, it shall also
determine the place, date and time for carrying out the examination for each of the short-listed
candidates. Before the onset of the examination, the Committee may require aspirants to provide
documents accrediting the merits indicated in their curriculum vitae, which should preferably be
submitted in electronic format.
6.2.5. Candidates not arriving at the indicated time shall be allowed a second opportunity 15 minutes
later. Should they not appear by then, they shall be considered a no-show and therefore excluded
from further participation in the selection process.
6.2.6. The examination shall be open to the public and shall consist of candidates’ making a brief
personal presentation and then conducting a seminar on a subject of their choosing, all of this lasting
at most an hour and a half. The Committee shall ask the candidate the questions it deems
appropriate, on both the merits indicated on their curriculum vitae and the seminar they have
delivered, or on any other aspect relating to the position to be filled and the activities it entails. Given
the nature of the Serra Húnter Programme, this part of the selection process can be carried out in
English.
6.2.7. Candidates having their regular place of residence over 100 km from Barcelona and who are
participating in the second stage of the competition will be entitled to compensation for certain travel
and accommodation expenses, if duly accounted for, as per the instructions in Annex 4.

7. Provisional Short List and Award of Contract Proposal
7.1. Once the examinations have been completed, the Committee shall draw up a list of finalists
ranked in order of excellence and make a proposal to contract the top candidate.

Should no candidate have been deemed appropriate for the position, the competitive call shall be
declared unsuccessful and the position shall remain unfilled.
7.2. Candidates may lodge appeals against the Committee’s proposal within 10 business days of the
date the proposal is posted. The Selection Committee will have to make a ruling on any appeals
before the competition results become final.
8. Final Selection
The Selection Committee shall submit the provisional short list and award of contract proposal
indicated in Point 7 to the Rector, who shall issue the corresponding Award of Contract Resolution to
the suitable candidate, who in turn will have to conclude the corresponding contract in accordance
with the stipulations of Point 9 of these Rules and Regulations.
The Rector’s Resolution, which ends the selection process, also exhausts administrative remedies.
Thus, interested parties wishing to appeal the Resolution must lodge an administrative appeal with
the Administrative Court of Barcelona within two months of the day after the Resolution is published.
By the same token, interested parties may also optionally file a motion for reconsideration with the
Rector within a month of the day after the stated Resolution is published. In this case, an
administrative appeal cannot be lodged until the motion for reconsideration has been expressly
resolved or implicitly dismissed.
9. Conclusion of Contract
9.1. In order to conclude the corresponding contract within the maximum term of 6 months as of the
date the Award of Contract Resolution is posted, the candidate selected for the position in question
must submit the following documents to the UPF Registry:
a) Sworn statement indicating compliance with the requirement specified in Section b) of Point 2.1
above.
b) Official medical certificate accrediting that the candidate does not have any illnesses nor any
physical and/or psychological limitations that would be incompatible with carrying out academic
activities as per Section a) of Point 2.1 above.
c) Statement that the candidate does not fall under any of the cases of incompatibility stipulated in
current legislation and that, before taking up their duties, they shall not exercise the option in
Article 10 of Law 53/1984 of 26 December on Incompatibility of Personnel Serving in Public
Administration.

d) Originals of the specific requirements indicated in Point 2.2, i.e. PhD diploma and research or
advanced research accreditation.
e)
Accreditation of compliance with the requirement established in Point 2.3:
e.1. The means of accrediting a candidate’s Catalan language level, as established in Article 5
of Decree 128/2010 of 14 September, are as follows:
e.1.1. Certificate of Catalan Proficiency (Level C) issued by the Government of
Catalonia (Generalitat de Catalunya), as per current legislation on evaluation and
certification of Catalan language level.
e.1.2. Any of the diplomas or certificates considered equivalent to the Generalitat
Government’s Catalan Proficiency Level, as per current legislation.
e.1.3. The Catalan Proficiency Certificates issued by Pompeu Fabra University, which
are considered an equivalent or higher level than the Government of Catalonia’s
Catalan Proficiency Certificate.
e.1.4. The linguistic teaching proficiency certificate issued by the University, which can
be obtained:
 By receiving specific training organised by the University and completing it
successfully; or
 Through an evaluation by the University
e.2. Those having become accredited through their time in compulsory schooling must
submit any of the non-university formal education diplomas considered equivalent to the
Catalan Proficiency Level as per current legislation.
e.3. Those having participated and obtained a position in pervious selective processes for
faculty at a university requiring a Catalan language test of the same or higher level must
submit a certificate accrediting this.
e.4. Should candidates be unable to accredit their Catalan level as indicated above, they
must commit to accredit compliance with this requirement, established in Point 2.3 of the
present document, within two years of signing the contract. Any of the means of
accreditation established in Point 9.1.e.1 will suffice.
9.2. Should the selected candidates fail to submit the necessary documentation within the terms
established in Point 9.1 —except in cases of force majeure, which shall be duly verified by the organ
making the call for applications— or should they fail to comply with any of the necessary
prerequisites for being contracted, the award will be revoked, without prejudice to any liability they
may have incurred in cases of false information. In such cases, the contract shall be awarded to the
candidate ranked next in the list of finalists in the Selection Committee proposal.
9.3. Working conditions shall be established in the contracts in accordance with the terms indicated
in this call for applications and the pertinent legislation, as well as the following additional clauses,
with which the faculty contracted through the Serra Húnter Programme must comply:

Contracted individuals shall be specifically evaluated in accordance with their academic merits,
in the terms established in the Jaume Serra Húnter Programme.

Contracted individuals must keep an annually updated summary of at most two pages of the
most relevant aspects of their curriculum vitae, which they shall authorise to be published on
the Serra Húnter Programme website.

Contracted individuals must sign all of their academic and scientific production as “Professor
Serra Húnter” “Serra Húnter Fellow” “Profesor Serra Húnter”, as the case may warrant.
10. Recovering Documentation
Within three months of the Award of Contract Resolutions, applicants may recover the original
documents they submitted. Once this three-month period has transpired, applicants will be
understood to have waived their right to recover said documents.

ANNEX 1: Travel and Accommodation Allowances for Candidates
Candidates residing more than 100 km from Barcelona can request reimbursement for travel
expenses.
Candidates may only be reimbursed for travel via regular, collective, public transportation in tourist
class. Amounts must be backed up by official receipts and / or tickets.
If there is no public transport available, allowances for travel via private vehicle shall be:

Reimbursement for accommodation expenses: Receipts must be submitted. Candidates shall only be
reimbursed for a maximum of two nights, with a limit of 60 euros per night.
