Regulations for Department-level Review of Faculty Promotion Applications by
Department International Tourism and Hospitality at I-Shou University
Ratified and promulgated by the President on January 4,
2013
Amendments to Articles 2, 4, 5, 8, 11, 14, 16~18, and
21~24 ratified and promulgated by the President on July 11,
2014
Article 1
The Regulations for Department-level Review of Faculty Promotion Applications by
Department of International Tourism and Hospitality at I-Shou University
(hereinafter referred to as the “Regulations”) are established by the Department of
International Tourism and Hospitality (hereinafter referred to as the “Department”)
pursuant to the Regulations for Faculty Promotion System at I-Shou University.
Article 2
Any application, recommendation and review concerning faculty promotion at the
Department shall be carried out according to relevant regulations of the University,
the Regulations itself, and relevant regulations and decrees of the Ministry of
Education.
Article 3
When a faculty member applies for promotion, his/her qualifications, years of service,
specialized publications as well as teaching and counseling & service performance
shall meet the requirements as referred to in the Regulations.
Article 4
After the current academic rank of a full-time faculty member has been accredited by
the Ministry of Education and he/she meets one of the following requirements,
he/she may file a promotion application:
1. Promotion from the level of lecturer to assistant professor:
a.
holding a PhD degree or an academic credential at the equivalent
educational level, and having remarkable achievements and specialized
publications;
b.
holding a master’s degree or an academic credential at the equivalent
educational level, having worked in research, professional field or sector in
relation to his/her major(s) for four years or more, and having remarkable
achievements and specialized publications;
c. having worked as a lecturer for three years or more, and having remarkable
achievements and specialized publications.
2. Promotion from the level of assistant professor to associate professor:

a.
holding a PhD degree or an academic credential at the equivalent
educational level, having worked in research, professional field or sector in
relation to his/her major(s) for four years or more, and having specialized
publications;
b. having worked as an assistant professor for three years or more, and having
remarkable achievements and specialized publications.
3. Promotion from the level of associate professor to professor:
a.
holding a PhD degree or an academic credential at the equivalent
educational level, having worked in research, professional field or sector in
relation to his/her major(s) for eight years or more, and having creations or
inventions, great contributions to the academia or important specialized
publications;
b. having worked as an associate professor for three years or more, and having
remarkable achievements and important specialized publications.
An applicant for promotion to the level of assistant professor with a PhD degree as per
Item 1, Subparagraph 1 of the preceding paragraph shall be subject to the same
screening procedure as that applicable to newly-appointed faculty members
(college-level and university-level external review). Meanwhile, such an applicant can
apply for promotion only when his or her result of faculty evaluation on teaching and
counseling & service performance meets the requirements specified in relevant rules
and regulations for faculty promotion of the University.
For full-time faculty members from another academic institution applying for a
teaching post at the University, their previous experience in teaching shall be
recognized by the University. However, such faculty members are permitted to file a
promotion application only after one full year of teaching at the University; meanwhile,
their results of faculty evaluation on teaching and counseling & service performance
shall meet the requirements specified in relevant rules and regulations for faculty
promotion of the University.
Faculty members shall have taught at the University for at least one full year before
they are eligible for promotion on the basis of the length of service as working in
research, professional field(s) or sector as referred to in Paragraph 1. Meanwhile, such
faculty members can apply for promotion only when their results of faculty evaluation
on teaching and counseling & service performance meet the requirements specified in
relevant rules and regulations for faculty promotion of the University.
Article 5
When a faculty member has acquired the Certificate of Lecturer or the Certificate of

Associate Lecturer before the enforcement of the amendments to the Act of
Governing the Appointment of Educators (March 21, 1997), and continues teaching
without suspension and holds a PhD degree, such a faculty member may directly file
an application for promotion to the level of associate professor without abiding by
Article 29 of the University Act.
In case of failure in promotion to the level of associate professor with a PhD degree,
the applicant may file another promotion application for the level of assistant
professor. When a faculty member who has been promoted to the level of assistant
professor according to the preceding paragraph wishes to apply for promotion to the
level of associate professor, he/she is not allowed to apply for promotion by
submitting all or part of his/her PhD dissertation. Instead, such a faculty member
shall submit publications or works presented after reaching the academic rank of
assistant professor for qualifications accreditation, and shall not be abided by the
minimum length of teaching period referred to in Subparagraph 2, Paragraph 1 of the
Article 6
preceding article.
The length of service and teaching period referred to in Article 4 shall be determined
on the basis of the following:
1.
Working in research, professional field or sector: the effective date of assuming
duty and leaving office stated on the Certificate of Service issued by the
organization(s) or institution(s) an applicant has served;
2.
Length of teaching: the beginning date of teaching stated on the Teacher
Certificate, along with Letters of Appointment accepted by the applicant over the
past years, to calculate the length of teaching period as of the end of the semester
(July 31 or January 31) in which an applicant applies for promotion. The length of
teaching period as a part-time teacher shall be reduced by half.
3. The length of teaching service shall not include the period in which an applicant
has retained the position without pay. However, the length of teaching service
before and after the above-mentioned period may be considered continuous
regardless of suspension in between, and is used to calculate the total length of
teaching based on the effective date stated on the Teacher Certificate, along with
Letters of Appointment accepted by the applicant over the past years.
4.
For a faculty member who has been temporarily transferred to another academic
institution with prior consent of the University and returned to teach courses of
two credits or more at the University without hourly pay every semester during
the period of temporary transfer, a maximum of two years of temporary transfer

will be recognized by the University. However, when he or she has been
temporarily transferred to another academic institution for three years or more, he
or she may apply for promotion qualifications accreditation to the academic
institution to which he or she is temporarily transferred with prior consent of the
Teacher Review Committee of the University (hereinafter referred to as the
“university-level Teacher Review Committee”).
5.
When faculty members who are allowed to pursue further studies or conduct
research on a full-time basis apply for faculty promotion, the period of full-time
studies/research will be counted and a maximum of one year of full-time
studies/research will be recognized by the University.
Article 7
Faculty members shall teach at the University during the semester in which they file
a promotion application. Should an applicant ask for leave or resign for some reason
during the review period, his/her application for promotion shall be suspended until
he/she returns to the University to teach. When the suspension period exceeds one

year, the application shall be considered closed.
To assess an applicant’s performance on teaching and counseling & service, the
faculty evaluation results shall be recognized. An applicant shall provide the results
of three (including the most recent faculty evaluation) out of the four faculty
evaluations (including basic and advanced performance), and the aforementioned
results shall be received by an applicant before the submittal of application for
promotion. Only after satisfactorily meeting the following requirements for the
performance on teaching and counseling & service can a faculty member apply for
promotion:
1.
An applicant shall receive a score of 70 or higher on teaching and counseling &
service, respectively, if the results submitted are those of the fourth faculty
evaluation and subsequent faculty evaluations; he or she shall also be ranked
among the top 80% in the sub-category/group he or she belongs to. (those with
the same scores shall be included in the ranking, and the same rules shall be
applied to the following subparagraphs.)
2.
An applicant shall receive a score of 70 or higher on teaching and counseling &
service, respectively, if the results submitted are those of the seventh faculty
evaluation and subsequent faculty evaluations; he or she shall also be ranked
among the top 80% in the sub-category/group he or she belongs to.
Requirements for faculty members from each sub-category are as below:
a. Teaching -oriented group:

(1)
Teaching performance: being ranked among the top 80% in the
teaching-oriented group
(2) Counseling & service performance: being ranked among the top 80%
at the college (or the Center for General Education) an applicant
belongs to.
b. Teaching-and-research-oriented group: both performance on teaching, and
counseling & services are ranked among the top 80% at the college (or the
Center for General Education) an applicant belongs to.
As for the criteria referred to in Subparagraph 2 of this article, a faculty
member serving concurrently as an administrative head are allowed to be
ranked among the top 90% in terms of teaching performance.
In terms of assessment of results on teaching and counseling & service from
the first to the sixth faculty evaluations, if the number of faculty members in
the sub-category of Humanities is less than fifteen, these faculty members will
be relocated to the sub-category of Social Sciences for ranking; when the
number of faculty members in the sub-category of Nature & Life Science is
less than fifteen, these faculty members will be relocated to the sub-category of
Engineering for ranking.
3.
After a faculty member’s performance on teaching and counseling & service for
at least two faculty evaluations (including the most recent faculty evaluation)
meets the requirements referred to in Subparagraph 2 of this article, such a
faculty member shall not be subject to the requirements referred to in
Subparagraph 1 of this article when satisfying any of the following
requirements.
a.
having been employed by the University for less than four years;
b.
having been temporarily transferred to another university, state-owned or
private business entity, or institution;
Article 9
c. being exempted from the evaluation.
The scoring standards of specialized publications and research achievements
submitted for faculty promotion shall be governed by the Guidelines on Evaluation
of Research Performance for Faculty Promotion by Department of International
Tourism and Hospitality at I-Shou University.
Article 10
To apply for faculty promotion, faculty members are required to prepare and submit
documents as specified in the Attachment 1 for the purpose of qualifications
accreditation.

Article 11
Applicants for faculty promotion shall submit specialized publications, such as
published monographs, papers published in domestic or international academic or
professional journals (including electronic journals which have formal peer-review
procedures, are open to the public, and can be accessed via electronic transmission),
papers which are certified to be accepted by any of the above-mentioned journals and
will be published in the near future, or papers presented at domestic or international
conferences with formal peer-review procedures and published and publicly issued in
the form of proceedings (including a CD or DVD). The institution affiliation
specified in a representative publication must be I-Shou University, and the applicant
shall be the first author of one journal paper at the least.
An applicant who submits more than two kinds of publications for screening shall
determine representative and reference publications by himself or herself.
Publications closely correlated with one another may be compiled into a package of
representative publications, and the applicant shall submit an explanatory statement
on their correlations. The representative publications submitted before for
accreditation shall not be submitted as a representative publication for the promotion
again.
In case of any similarity between the representative publication submitted for the
previous promotion and that for the current promotion application, the applicant shall
also submit a comparison table to elaborate on similarities and differences between
these two representative publications. Other issues in respect of publications shall be
governed by the Accreditation Regulations Regarding Teacher Qualifications at
Institutions of Higher Education promulgated by the Ministry of Education.
When art teachers wish to apply for promotion, they may submit works of arts or
proof of achievements in arts in lieu of specialized publication for review.
Specialized publications, works and proofs of achievements submitted for screening
shall be governed by the Guidelines for the Screening of Qualification on Teachers of
Junior Colleges and Higher Levels as well as relevant regulations.
Article 12
When a faculty member applies for promotion with a journal paper which is certified
to be accepted by a journal and will be published in the near future, his or her
representative publication shall be published within one year of the acceptance date
stated on the Certificate of Acceptance issued by the journal. The representative
publication shall be submitted to the Office of Human Resources for examination
and safekeeping within two months of the date of official publication on the journal.
In case of failure to have the paper published within one year and nothing the

applicant concerned shall be to blame for, he or she shall apply for an extension to
the university-level Teacher Review Committee by submitting a certificate issued by
the journal which clearly states the reason of failure to have the paper published as
well as the exact date of publication, and the paper shall be published within three
years of the acceptance date stated on the Certificate of Acceptance. The paper shall
be submitted to the Office of Human Resources for future reference before the end of
the one-year extension of publication.
The paper referred to in the preceding paragraph, once accredited, shall not be
submitted as a publication for next promotion.
If an applicant fails to have the representative publication published or submitted to
the Office of Human Resources by the prescribed deadline, his or her
newly-accredited academic rank shall be revoked by the Ministry of Education and
the certificate of the newly-accredited academic rank shall be returned or annulled.
Article 13
In principle, the maximum number of candidates for promotion at each academic
rank recommended by the Department every year is two-fifths of the full-time
faculty at each academic rank (prior to promotion) at the Department (the result shall
be rounded up to the nearest integer). However, the aforesaid restriction is not
applicable to the number of promotion applications submitted by lecturers and
assistant professors.
Article 14
In any of the following circumstances, faculty members are not allowed to apply for
promotion:
1.
failing to fulfill the required weekly teaching hours during the semester in which
the application for promotion is reviewed through three review processes at three
levels;
2.
leaving office with the position retained and no pay; or
3.
failing to meet relevant provisions in the Guidelines on Evaluation of Teaching
and Counseling & Service Performance for Faculty Promotion at I-Shou
University.
Article 15
In principle, the qualifications accreditation for faculty promotion shall go through
three review processes at three levels. The department-level reviews are carried out
by the Teacher Review Committee of the Department (hereinafter referred to as the
“department-level Teacher Review Committee”).
Article 16
Department-level review procedures:
1.
After confirming the maximum number of applications and reviewing applicants’
overall qualifications, the department-level Teacher Review Committee shall

then review the performance on teaching, counseling & service, and research of
each applicant after he/she has been promoted to his/her current academic rank.
The department-level Teacher Review Committee shall evaluate an applicant’s
performance on teaching and counseling & service in accordance with the
Guidelines on Evaluation of Teaching & Service Performance for Faculty
Promotion at I-Shou University; the scoring standards of research achievements
shall be governed by the Guidelines on Evaluation of Research Performance for
Faculty Promotion by Department of International Tourism and Hospitality at
I-Shou University.
2.
Members to the department-level Teacher Review Committee first evaluate and
score an applicant’s performance on teaching and counseling & service within
the most recent three years in each and every aspect. An applicant shall receive
an average score of 70 or more for teaching and counseling & service,
respectively, by all of the members. The results of the Teaching & Service
Performance accounts for 80%, and the department-level review score accounts
for 20%; the final score shall be 70 or higher.
3. After an applicant a) receives a score of 70 or more for the performance on
teaching, counseling & service, and research, respectively, from the
department-level Teacher Review Committee (the results shall be rounded off to
the nearest integer), b) the overall score meets the standards of respective
academic ranks, and c) has been approved to be recommended by the
department-level Teacher Review Committee, the applicant is considered
passing the department-level review.
a. Promotion to the level of professor: 60% for research, 25% for teaching, and
15% for counseling & service; the sum of these three scores is the final
grade for department-level review. An applicant for promotion to the level
of professor is considered passing the department-level review only when he
or she receives a final grade of 70 or higher.
b. Promotion to the level of associate professor: 60% for research, 25% for
teaching, and 15% for counseling & service; the sum of these three scores is
the final grade for department-level review. An applicant for promotion to
the level of associate professor is considered passing the department-level
review only when he or she receives a final grade of 70 or higher.
c. Promotion to the level of assistant professor: 50% for research, 35% for
teaching and 15% for counseling & service; the sum of these three scores is

the final grade for department-level review. An applicant for promotion to
the level of assistant professor is considered passing the department-level
review only when he or she receives a final grade of 70 or higher.
d. The final grades of the department-level review of applicants for promotion
to the same academic rank shall be ranked in order. When two applicants or
more have the same grade, their scores of the three items will be compared
in the sequence of research, teaching, and counseling & service.
The Chairperson of the department-level Teacher Review Committee shall submit
his/her remarks on the applications which have passed the department-level review
to the college-level Teacher Review Committee along with the applicants’ scores,
documents and publications for promotion.
Article 17
Prior to a meeting convened by the department-level Teacher Review Committee,
committee members may scrutinize the documentation submitted by applicants for
promotion in a specific location.
Article 18
During the department-level review, members to the department-level Teacher
Review Committee are required to be present in the course of qualifications
accreditation, or they are disqualified to score applications for promotion. If any
committee member doubts any application, a deferral of qualifications accreditation
may be achieved as decided by the department-level Teacher Review Committee.
Upon resumption of screening, the department-level Teacher Review Committee
may resume the screening after inviting the applicant concerned to attend the
meeting or requesting an explanatory statement from the applicant concerned.
Article 19
Applications for faculty promotion are accepted and reviewed once every semester.
The procedure for faculty promotion is specified in the University’s regulations for
faculty promotion. Late applications or incomplete applications without all required
information will not be considered.
Article 20
For applications not passing the qualifications accreditation, the department-level
Teacher Review Committee shall have the Department to provide review results
and an explanatory statement to the applicants concerned in an official letter in the
name of the University. At the same time, the applicants concerned shall be
informed of how to seek administrative relief.
Article 21
If an applicant doubts the department-level review results and has solid evidence,
he or she may refer an application for reconsideration to the Teacher Review
Committee determining the application result, or an appeal to the Faculty Plea and
Arbitration Committee within thirty days of the receipt of the notice of final results.

If an applicant raises any objection against the reconsideration results, he or she
may refer an appeal to the Faculty Plea and Arbitration Committee within thirty
days from the next day that the notice of reconsideration results is received. When
an applicant doubts review results offered by the university-level Teacher Review
Committee and has solid evidence, he or she may refer an appeal to the Faculty
Plea and Arbitration Committee within thirty days of the receipt of the notice of

final results.
Part-time faculty members are not allowed to apply for promotion unless they meet
the requirements specified in Article 12 in the Regulations for Appointment of
Part-time Teachers at I-Shou University. Qualified part-time faculty members shall
apply for promotion in accordance with relevant regulations and rules for faculty
promotion.
Article 23
When a part-time faculty member getting promoted at another academic institution
and receiving the Teacher Certificate for a higher academic rank applies for change
in his or her status to the new academic rank after promotion, the University may
change his or her status to the new academic rank in the beginning of the semester in
which he or she files such an application provided that the application is approved by
the university-level Teacher Review Committee before the commencement of the
semester, or the University may change his or her status to the new academic rank in
the following semester provided that the application is approved by the
university-level Teacher Review Committee after the commencement of a semester.
When a part-time faculty member meeting the requirements of elevation to a higher
academic rank applies for change in his or her status to a higher academic rank, he or
she shall file an application in accordance with Article 11 of the Regulations for
Article 24
Faculty Appointment at I-Shou University.
The Regulations become effective on the third day of promulgation after being
adopted by the department-, college- and university-level Teacher Review
Committees and ratified by the President.
Note: In the event of any dispute or misunderstanding as to the interpretation of the language or
terms of these Regulations, the Chinese language version shall prevail.

Attachment 1
Documents to Be Submitted for Qualifications Accreditation by
Department of International Tourism and Hospitality at I-Shou University
I.
One faculty promotion application package: Please do not bind the following documents.
1. the résumé for teacher qualifications accreditation (including an electronic copy):
please visit the website of the Council of Academic Reviewal & Evaluation, Ministry of
Education at www.schprs.edu.tw to fill in the résumé;
2. an application form for faculty promotion;
3. a sheet of publications for faculty promotion (one page only);
4. a list of off-campus examiners to be excused (a maximum of three persons with an
explanatory statement).
II.
Documents to be submitted for department-level review by Department of International
Tourism and Hospitality: Please do bind the following documents in triplicate.
1. a photocopy of the Teacher Certificate for the current academic rank issued by the
Ministry of Education;
2. a photocopy of the Letter of Appointment for the current academic rank;
3. a Certificate of Full-time Teaching (only for part-time faculty members with a full-time
teaching job) and a Certificate of Course Instruction during the term of part-time
appointment submitted by part-time faculty members;
4. data on teaching performance within the most recent three to five years (a maximum of
three pages);
5. data on counseling & service performance within the most recent three to five years (a
maximum of three pages);
6. a table of contents on research achievements;
7. a summary of representative and reference publications (a maximum of three pages);
8. the original of the Certificate of Co-authorship in triplicate (only for applicants with a
representative publication completed collaboratively with others);
9. the abstract of the Ph.D. dissertation (one page only);
10.
the representative publication submitted for the previous promotion application
[including the title, abstract and keywords in Chinese and English, the name(s) of the
author(s), and the publisher], as well as a list of reference publications.
III.
Representative and reference publications (The publications shall be published within the
most recent five years prior to the effective date of promotion), as well as abstracts in Chinese

(500 to 1,000 words): Please submit them in triplicate.
IV. Concrete achievements of teaching, counseling & service, and research : Please submit the
documents in triplicate.
* As to documents listed under items II, III and IV, there is no limitation on the amount of
volumes to be bound provided that there is a large number of documents for the review of
faculty promotion.
Note: In the event of any dispute or misunderstanding as to the interpretation of the language or
terms of this list of documentations, the Chinese language version shall prevail.
