These contracts support more than $1 billion in regional economic activity and about 9,000 jobs paying $358 million in wages and salaries (see Table ES1). State and local taxes associated with this activity exceeds $32 million. • Limiting the secondary (multiplier) impacts of this construction and development spending to only those which are likely to occur through other M/WBEs, we estimate that DFW International Airport’s development and construction expenditures have generated over $631 million in economic activity in minorityand women-owned enterprises. These activities support more than 5,000 jobs with minority and women employers and boost local income by $204 million. • On-going purchasing and procurement activities also support the region’s M/WBEs. Each year, about $31.6 million in spending is awarded to M/WBEs creating almost $53 million in annual economic activity, increasing local income by $33.6 million, supporting 1,211 jobs, and generating almost $2 million per year in state local taxes. • The Airport’s recurring spending generates $33.1 million in annual economic activity and supports 665 jobs, which in turn provides in excess of $12.6 million in wages and salaries for the region’s minority- and women-owned businesses. • The overall impacts of construction and procurement opportunities secured by the M/WBE community are most likely not divided equally across the Metroplex. We estimate that total economic activity related to construction spending at DFW International Airport has increased the economy of Dallas County by over $416 million, and on-going procurement spending boosts the county’s economic activity by $21.9 million per year (see Table ES2). Similarly, Tarrant County businesses have enjoyed almost $281 million in construction related economic activities and about $14.8 million gain from recurring procurement spending (see Table ES3). • By ensuring its suppliers reflect the cultural and ethnic diversity of the Metroplex, DFW International Airport strengthens the region’s capacity to achieve iii sustainable growth and meet the challenges of an ever-expanding global marketplace. In addition, DFW’s strong market performance has created sufficient demand for several infrastructure enhancements and expansions that are currently underway. Officials at DFW report that these capital improvement programs will create an additional $34 billion in regional economic activity over the next 15 years. What is more, DFW International Airport is setting the standard for actively engaging Minority- and Women-Owned Business Enterprises (M/WBE) in procurement, professional services, and construction contracting. This analysis focuses on the economic activity generated through the Airport’s commitment to ensuring its suppliers reflect the cultural and ethnic diversity of the Metroplex. In recent years, DFW International Airport has awarded more than $150 million annually to M/WBE contractors for a wide range of construction, maintenance, service, and procurement contracts. Recent capital development programs at the airport have achieved an average of 30 percent M/WBE participation. Through the end of our study period, spending on capital development programs has included $87.5 million for the Terminal D project, $101 million for Skylink, and $123 million to build the Consolidated Rental Car Facility in addition to other projects. However, this only tells part of the story. Just like any other business, M/WBE firms themselves support a wide range of businesses through the purchase of raw materials, supplies, and services. To quantify the full economic impact of the M/WBE Program at DFW International Airport, we have 2 estimated not only the direct impacts of contracts awarded to M/WBEs but also their indirect and induced impacts. Our estimates of the economic activity associated with the Airport’s minority and women-owned business contracting is based on the IMPLAN1 input-output model developed by the Minnesota IMPLAN Group. The IMPLAN model measures how a given change in output at a firm supports economic activity across many firms and households within a study area. The direct impacts represent operations at the given firm. Indirect effects generally measure the secondary economic activity that is created when the firm purchases goods and services from their suppliers. Induced impacts are a result of the firm paying salaries and wages to its employees, who then spend a portion of their earnings in the local economy for goods and services. When added together, the direct, indirect, and induced impacts create a “multiplier” effect such that the total impacts are greater than the initial value of output of the firm. The IMPLAN model is widely used in academic and professional studies and is judged to offer reasonable, conservative estimates of the impacts of firm activities. DFW International Airport tracks expenditures on contracts, purchase orders, and other procurement issued to M/WBEs. Moreover, reporting rules require contractors to document subcontracts awarded to M/WBEs as well as actual payments to these firms. These data have enabled the Small and Emerging Business Department at DFW International Airport to implement comprehensive and coherent efforts to increase participation by women- and minority-owned firms in DFW’s contracts. These detailed 1 IMPLAN (IMpact Analysis for PLANning) was originally developed by the USDA Forest Service in cooperation with the Federal Emergency Management Agency and the USDI Bureau of Land Management to assist the Forest Service in land and resource management planning. 3 data also allow us to track the total economic activity that is associated with minority and women contracting with a high degree of confidence. In presenting our findings, we offer two estimates of the impacts of Airport spending. In the first, we calculate the full economic activity associated with indirect and induced impacts of M/WBE activities funded through airport contracts and procurement. This captures all spending by M/WBEs, including spending at other M/WBE and noncertified vendors, suppliers, and retailers. The second estimate considers only the proportion of the indirect and induced effects that will be realized at qualifying M/WBEs. We have allocated these secondary impacts to M/WBEs based on our estimates and data from the U.S. Department of Commerce. Our analysis is broadly segregated into two types of activities. The first is development and construction contracting. These expenditures increase and/or augment the physical infrastructure at the airport. The construction of the new Skylink people mover system and the Consolidated Rental Car Facility falls into this category. These expenditures are typically large compared to on going spending for operations, maintenance, and repair. However, they are one-time expenditures. Once a project is completed, the impacts cease until a new project is started. Conversely, operations, maintenance, and repair expenditures are on going and thus our estimates reflect a recurring annual impact. SECTION 2: IMPACTS OF CONSTRUCTION AND DEVELOPMENT SPENDING Over the last several years minority- and women-owned businesses working in airport construction, development, and improvements have enjoyed exceptional business 4 opportunities. More than $603 million has been awarded to M/WBE firms working on one or more projects during the past seven years. This activity generated over $1 billion in area economic activity across all firms (M/WBE and non-M/WBE) and supported over 9,100 person-years of employment2 paying more than $358 million in salaries and wages (see Table 1). In addition, these activities generated an estimated $32.9 million in state and local tax revenues. Appendix A provides detailed data on the estimated economic impacts. Adjusting the secondary impacts to only include M/WBE firms, the economic impacts remain very impressive with the sum of all area economic activity at M/WBE firms totaling an estimated $631 million over the seven-year period that supported 5,100 person years of employment, paying $204 million in salary and wage income. We estimate that the Dallas County economy has seen over $416 million in total economic activity from DFW International Airport construction spending over the past seven years boosting local incomes by over $148 million and adding almost 3,800 person-years of employment. Similarly, Tarrant County has enjoyed about $281 million in economic activity supporting over 2,500 jobs paying in excess of $100 million in salaries and wages (see Table 1). 2 Person-years of employment means the number of full-time equivalent positions in one year. SECTION 3: IMPACTS OF ONGOING PROCUREMENT SPENDING Recurring spending for goods and services to support airport operations also provides significant business opportunities for the region’s M/WBEs. On-going procurement spending with minority contractors and firms averages $31.6 million per year for a wide range of goods and services. This spending generates $52.8 million in regional economic activity, with an estimated $33 million per year staying within minority- and women-owned enterprises. Overall, procurement spending by DFW International Airport with M/WBEs supports an estimated 1,211 permanent jobs paying $33.6 million in wages and salaries. Of these impacts, about 665 jobs and $12.6 million in income stay with M/WB enterprises (see Table 2 and Appendix B). On-going spending to M/WBEs creates $1.9 million per year for state and local taxing jurisdictions. With traffic at DFW International Airport growing again after the recession and terrorist 6 attacks of 2001, we anticipate that procurement spending will have even greater annual economic impacts in the future. As with construction spending impacts, the effects of on-going procurement spending by DFW International Airport are not likely distributed equally across the Metroplex. Based on their relative shares of total area employment, we estimate that Dallas and Tarrant Counties see $21.9 million, and $14.8 million, respectively, in annual economic activity as a result of airport procurement spending, respectively. These activities add 502 permanent jobs in Dallas County and 338 jobs in Tarrant County (see Table 2). SECTION 4: CONCLUSIONS Dallas/Fort Worth International Airport is one of the largest and most consistent generators of economic opportunity for minority- and women-owned enterprises in the 7 DFW Metroplex. The Airport prides itself as being the economic engine of the region and is undoubtedly one of the top contributors to M/WBE as well as small- and mediumsized enterprise development. As shown above, the Airport’s contracts and procurement with M/WBEs generate hundreds of millions of dollars in economic activity each year. More importantly, DFW International Airport often serves as the first and/or most reliable customer providing M/WBEs the financial capacity to grow, presenting equal opportunities for committed, enthusiastic and dedicated entrepreneurs of all races and ethnicities.
