Process: Terry Nicolai will have 25 minutes for presentation, 5 minutes for clarification or
comment.
o Objective: To understand the evolution of state transmission planning over time

Wisconsin’s CA/CPCN process and the roles of state agencies in the permitting of transmission
construction - Featured presenter: Diane Ramthun, Public Service Commission of Wisconsin.

Process: Diane Ramthun will have 25 minutes for her presentation, 5 minutes for any
clarifications.
o Objective: This is an organizational overview to provide clarity in the roles of different
market players in planning and regulation of transmission

9:45 - 10:30
The status of smart grid in Wisconsin - Opening remarks from Scott Adams, American Transmission
Company.

Process: Scott Adams will have 30 minutes for presentation and 15 minutes for open discussion.
o Objective: In this session Scott will address the readiness of Wisconsin in being able to
take advantage of new efficiency options that are available to the grid as a result of
efforts over the past 12 years to update our system to be more responsive to events
such as outages and the introduction of renewable resources. We will also ask about
how Wisconsin stands in relationship to other nearby States for modernizing the Grid.

Challenges to transmission expansion - The public's role



Process: Sarah Justus, American Transmission Company will have 30 minutes
Objective: A general overview of public involvement. This talk will focus on things to consider
regarding public involvement and how it is changing.
Process: Discussion featuring Charlie Higley, Citizens Utility Board; Todd Stuart, Wisconsin
Industrial Energy Group and participants for 30 min
o Objective: To obtain perspectives on this process from Mr. Higley who represents the
citizens of Wisconsin and Mr. Stuart who represents industrial perspectives—what do
the like, what is not working.

Briefing on FERC Orders 890 and 1000 regarding transmission planning - History and regional trends 


Process: Robert Camfield, Christensen Associates Energy Consulting will act as moderator for
this session
Process: Jeremiah Doner, Midwest ISO will have 30 minutes
o Objective: To specifically discuss the regions response to these orders
Process: Open discussion for 45 minutes: What do these FERC orders mean for the Midwest?
o Provide a sense of what to expect for the Midwest in these areas
