In 63 Fed. Reg. 12,874 (1998) the Postal Service proposed an
amendment to DMM § D042.1.7, which provides regulations on delivery of mail to which
a Form 3811, Domestic Return Receipt, is attached. Please provide all documents that
(1) explain the reasons for the decision not to amend DMM 5 D042.1.7 or (2) reveal the
influence of the Commission’s opinion in Docket No. R97-1 at pages 575-577, and in
particular at 7 5951, on the decision not to amend DMM 5 D042.1.7.
