Kira Loehr, Foley & Lardner
Kira E. Loehr is an energy and environmental
lawyer with Foley & Lardner LLP. She
represents transmission and generation
utilities and consumer groups before federal
and state regulatory agencies and courts. Kira
is a member of the Environmental Regulation
Practice and the Energy Industry Team.
Prior to joining Foley, Kira served as executive
director and general counsel of the Citizens
Utility Board of Wisconsin, Inc. where she
advocated on behalf of residential and small
business electric, natural gas, water, and telecommunications utility customers before the
Public Service Commission of Wisconsin, Midcontinent Independent System Operator (MISO),
Federal Energy Regulatory Commission, Wisconsin State Legislature, and federal and state
courts. She handled proceedings on electric and natural gas rate and fuel cases for each of
Wisconsin’s five major investor-owned utilities; construction cases involving new high-voltage
transmission lines, fossil fuel-fired power plants and renewable generation projects;
environmental retrofit cases; and generic policy investigations. Kira served on the Board of the
State Bar of Wisconsin’s Public Utility Law Section from 2007 to 2014 and was the Chair of that
Section Board from 2013-2014. Kira graduated cum laude from the University of Wisconsin Law
School and received undergraduate degrees in Psychology and Philosophy magna cum laude
from Saint Louis University.
