Rate of renewal of Professor positions is too slow in a small
department (one every 2 years)
Poor flexibility of a structure where Departments and
Sections are parallel entities
Risks of overlaps between departments
Scientific orientations inside a department may diverge,
while synergy between close domains located in different
departments is poor
