APPLICATION FOR BORDER COUNTY
WAIVER NONRESIDENT STUDENTS
This waiver is applicable to students residing in Beaufort and Jasper counties of South Carolina only. No other counties within
South Carolina will be considered. As of the first day of classes for the term, a nonresident student can be considered for this waiver if
he/she has been accepted at Savannah State University and meets the following conditions:
Students Under 24
Their parent or United States court-appointed legal guardian has maintained domicile in South Carolina in either Beaufort or Jasper
counties for at least twelve (12) consecutive months and the student can provide clear and legal evidence showing the relationship to
the parent or United States court-appointed legal guardian has existed for at least twelve (12) consecutive months immediately
preceding the first day of classes for the term. Under South Carolina regulations, legal guardianship must be established prior to the
student’s 18th birthday; or
The student can provide clear and legal evidence showing a familial relationship to their spouse and the spouse has maintained
domicile in South Carolina for at least twelve (12) consecutive months immediately preceding the first day of classes for the term.
Married Students 24 and Older
The student can provide clear and legal evidence showing a familial relationship to the spouse and the spouse has maintained domicile
in South Carolina for at least twelve (12) consecutive months immediately preceding the first day of classes for the term.
NOTE: This waiver will be valid for one year only. You will need to provide verification of your South Carolina residency on
an annual basis.

Section II –Documentation Requirements
ALL APPLICANTS (all of the following)
Documentation showing parent, U.S. court-appointed legal guardian or spouse has been established in South Carolina
for the required duration. This must include all of the following:
o Copy of lease agreement or warranty deed
o Copy of South Carolina driver’s license or state-issued ID
o Copy of vehicle registration
o Copy of South Carolina tax return filed for the most recent tax year
Documentation of applicant’s lawful presence in the United States, such as:
o A certified U.S. birth certificate
o A current U.S. passport
o A U.S. Certificate of Naturalization or Citizenship
o A current GA driver’s license or state-issued ID issued after January 1, 2008
o A current military ID
STUDENTS APPLYING BASED ON PARENT OR US COURT-APPOINTED LEGAL GUARDIAN (one of the
following)
Copy of state or federal income tax returns for the South Carolina-domiciled parent or U.S. court-appointed legal
guardian listing the applicant as a dependent.
Copy of birth certificate for the applicant listing the South Carolina-domiciled individual as the parent.
Copy of U.S. court documentation listing the South Carolina-domiciled individual as the guardian of the applicant.
Copy of passport/visa showing dependency of the applicant to the individual with qualifying employment.

Section III – Oath and Affirmation
I understand that any material false statement made knowingly and willingly by me on this application, or any documents
attached hereto may, in accordance with O.C.G.A. 16-10-71, which provides that upon conviction, a person who knowingly
commits the offense of false swearing shall be punished by a fine of not more than $1,000 or by imprisonment for not less than
one nor more than five years, or both, subject me to prosecution in a court of law. Additionally, I further understand that any
such false statement may subject me to immediate dismissal from the institution.
