Introduction
How to Use This Guide
This guide offers general information on counselor licensure requirements in the United
States. This information was accurate as of August 2013, but some states update their
codes more frequently than others and it is wise to double-check. Each fact sheet
provides contact information for the agency responsible for counselor licensure, a list of
requirements for licensure, special information such as fees (if available), a breakdown
of educational requirements, and links for further information.
National Certification
Some states allow applicants with professional certification to shortcut through the
licensure process. Note that certification is not a license to practice. Organizations such
as the National Board for Certified Counselors (NBCC) offer certification for applicants
that meet certain requirements. The NBCC requires a graduate degree in counseling or
closely-related field from a regionally-accredited institution, 3,000 hours of counseling
experience and 100 hours of post-degree supervision over 2 years, and a passing score
on the National Counselor Examination (NCE).
Even if a state does not require certification prior to state licensure, most states require
that candidates for licensure take the NCE or the National Clinical Mental Health
Counseling Examination (NCMHCE). Taking the NCE or the NCMHCE requires that a
letter from the licensing agency be submitted to the NBCC. If you have not taken the
required test prior to application for licensure, a test registration form will either be
issued to you by the licensing body or included in the application, and you will need to
pay a registration fee. For more information on the NBCC, NCE, or NCMHCE, please visit

Licensure
In the United States, every state legislature has put forth its own set of requirements for
practice as a counselor in that state. Most of these requirements are extremely similar

from state to state, but it is advisable that you familiarize yourself with the codes,
statutes, and rules unique to the state to which you are applying. Applicants must
generally demonstrate proof of a qualifying graduate degree, supervised experience and
supervision, and a passing score on a national examination. Licensure in one state does
not guarantee you license to practice in another, but most states have systems of
endorsement or reciprocity in place to ease your way.
Academic Eligibility
All states require that education requirements be met under a regionally-accredited
institution. Most states accept graduate degrees bestowed by institutions that are also
accredited by the Council for Accreditation of Counseling and Related Educational
Programs (CACREP) or Council on Rehabilitation Education (CORE). Educational
equivalency for other programs must be documented in a manner approved by the
supervisory agency of the state to which you are applying. This may require
presentation of transcripts, syllabi, institutional materials such as course catalogues, or a
selected list of assignments or reading. Schools that require CACREP- or COREequivalent education generally specify a number of semester and/or quarter hours and
core content areas.
With few exceptions, each state requires education in the following areas: counseling
theory, human growth and development, social and multicultural foundations, the
helping relationship, group dynamics, lifestyle and career development, appraisal of
individuals, research and evaluation, professional orientation, practicum, and
internship. Unique requirements have been given where possible, but you will probably
wish to follow the provided links for each state’s exact language. Assume that all
education, exams, and experience must be from board-approved sources.

Qualifying degree programs in Colorado must be at least 48 semester hours (prior to August 31,
2104) or 60 semester hours (after August 31, 2014) in duration, distributed over the general
content areas. If a student enrolled in a degree program prior to August 31, 2014 and does not
satisfy the education requirements, requirements maye be completed at a board-approved
institution or at a CACREP-recognized program. Students enrolled prior to August 31, 2014 that
do not meet the required 700 hours of supervised fieldwork, may submit post-degree fieldwork
for consideration by the board. Any student enrolled after August 31, 2014, may complete no

Educational Requirements
Delaware requires that 1,600 of the required 3,200 hours of field experience be supervised.
1,500 of the 1,600 supervised hours must be direct client services. 750 of the 1,500 direct
service hours must be face-to-face client sessions. The remaining 100 of 1,600 hours supervised
experience must be direct supervision with a clinical supervision. Education requirements are

CACREP-equivalent mental health counseling degrees must include 60 semester hours total,
and at least 3 semester/4 quarter hours for each of the following twelve content areas:

psychopathology, human sexuality, group theories and practice, individual evaluation and
assessment, career and lifestyle assessment, research and program evaluation, social and
cultural foundations, counseling in community settings, substance abuse, and
legal/ethical/professional standards. In addition, applicants must provide proof of at least 1,000
hours of supervised practicum/internship/fieldwork. Applicants must additionally have at least
1,500 hours of direct client counseling experience over a period of 2 years, with 100 hours of
supervision per 1,500 hours of client contact.
In addition to a passing mark on the NCMHCE, applicants must complete 8 hours of education
in laws and rules, 2 hours of education in prevention of medical hours, 3 hours of education on

3. A graduate degree in counseling or related field

must be direct supervision
5. A passing mark on the NCE or NCMHCE
