The United States Postal Service hereby gives notice that tt has today filed
the library references identified on the attached master list These library references
are tiled in conjunction with the request for postal rate and fee changes filed today.
It is requested that intervenors read the extensive documentation provided in these
documents prior to directing discovery requests to the Postal Service.
In compliance with the Commission’s new rules on library references, the
master lists indicates the relevant category for each library reference submitted. By
separate pleadings, waivers have been requested for Category 1, Category 2,
Category 3, and Category 5 library references. As no waivers have been filed for
Category 6 references, notices am attached to this pleading for the two Category 6
references on the list, LR-I-152 and LR-I-153. For all Category 2 references, the list
also indicates, by witness name or number, the testimony wlth which the library
reference is associated.

This library reference contains documentation for the calculation of rural carrier
variabilii ratios, average weekly pieces, and total rural mail count pieces for letter
and flats. It is an update to USPSLR-H-169, and parts of USPS-LR-H-192 and
USPS-LR-H-193 from Docket No. R97-1. Filing it in this case as a successor library
reference facilitates use of this material. Because it is not directly associated with
the testimony of any witness, this library reference Is Ned as a Category 6 library
reference. It uses as input data from LR-I-153. Material from this library reference is
used in the base year workpapers of Witness Meehan (USPS-T-l 1, WP B). Foster
Associates, Inc prepared the material in this library reference. There is currently no
identified need or intention to introduce any of the contents of this library reference
into evidence, but if such a need were subsequently identified, Nancy Kay of Foster
Associates, Inc. would be the witness.

This library reference contains the Rural Carrier Mail Count Data for FY1996. It is
an update to USPS-LR-H-192 from Docket No. R97-1. Filing it in this case as a
successor library reference facilitates use of this material. Because it is not directly

Category 6 library reference. This library reference provides direct input to LR-I-152.
