The McGraw-Hill Companies (McGraw-Hill) hereby gives notice of its
intervention as a full participant in the above captioned proceeding in accordance
with Section 20 of the Commission’s rules of practice (39 C.F.R. 3001.20).

McGraw-Hill is a major user of the United States postal system, and thus
has a direct and substantial interest in the requested changes in postal rates and
fees at issue in this proceeding. McGraw-Hill publishes numerous business,
professional, and technical publications that are distributed almost exclusively
through Periodicals mail, and is a user of all other classes of mail in conduct of its
business operations.
McGraw-Hill’s intervention as a full participant in this proceeding is
necessary to ensure that its interests are adequately represented. McGraw-Hill
also supports the Postal Service’s request for expedition and does not seek a
hearing. McGraw-Hill intends to participate fully and actively in this proceeding,
including settlement negotiations and any hearings that might be called.
