BACKGROUND: This project constructs a 6,500 GSF, four-story
addition on the east side of Campbell Hall, the School of
Architecture, and renovates approximately 2,500 GSF. The
addition is the second phase of the Campbell Hall project, and
will provide jury and exhibition rooms. It also creates a new
entrance to the building. The budget for both phases is
$5,000,000 with funding provided by gifts. The School of
Architecture has adopted a unique approach to this project with
the faculty serving as the design architects and a private firm
as the architect of record. The selection of SMBW Architects of
Richmond as architect of record was approved on June 16, 2001.
The architectural guidelines were approved on May 9, 2002. The
design of the south addition, the project’s first phase, was
approved on July 12, 2002.
DISCUSSION: W.G. Clark, Professor of Architecture, and SMBW
Architects, in conjunction with Facilities Management and the
Architect for the University, have developed the schematic and
preliminary design, which Mr. Anderson and Mr. Clark will review
with the Committee.
ACTION REQUIRED: Approval by the Buildings and Grounds

APPROVAL OF SCHEMATIC AND PRELIMINARY DESIGN FOR THE CAMPBELL
HALL EAST ADDITION
RESOLVED that the schematic and preliminary design, dated
February 24, 2003, and prepared by SMBW Architects of Richmond,
for the Campbell Hall East Addition Project, is approved for
further development and construction.

Architectural Design Guidelines

Inherent in these Guidelines is the intent and scope of the Vision Statement for the Buildings and
Grounds of the University of Virginia, adopted by the Board of Visitors on May 21, 1991. The
Vision Statement shall be the primary reference for the overall design and planning of the
Project.
As proposed in the 2001 School of Architecture Strategic Master Plan, the proposed Campbell
Hall Addition Project will provide for a series of additions and renovations to Campbell Hall. A
Phase I 8,400 GSF South Addition will provide new faculty and staff offices for Campbell Hall.
A Phase II 6,500 GSF East Addition will provide a new major public entrance for the School of
Architecture and an important entrance also to the developing Arts Precinct opening out to the
north of Campbell Hall.
The South Addition site hugs the long south wall of Campbell Hall. This addition will front on
the service drive to the small upper Campbell Hall parking lot. The addition will be a simple
shallow linear structure parallel to the building. It will house faculty offices and support space
on the exterior wall on three levels. A lower level will provide expansion of workshop space,
and a small exterior courtyard. Vehicle access to the parking lot, Campbell Hall, and Leake
cottage will be unchanged by the addition.
The East Addition site faces an existing Plaza, currently defined by the side and back walls of
three-story brick buildings along Rugby Road. It is planned that this Plaza will be expanded to
form a north-south link in the new Groundswalk, which traverses the eastern edge of the Arts
Precinct. Consideration must be given to the nature and function of this new boundary to the
Plaza. Vehicular access and service will be unchanged by the addition.
Additions to Campbell Hall and its surrounding landscape must conform to fundamental
Jeffersonian design principles. The design will respect the massing, scale, exterior cladding
materials, and fenestration of existing surrounding buildings, Campbell Hall, and new buildings
of the Arts Precinct.

Project Title / Location / Approved Budget:
Campbell Hall East Addition. The site is on the east side of the School of Architecture, which is
located on Carr’s Hill. The budget for all phases of the Campbell Hall project is $5,000,000.
Current Project Status and Schedule:
The Architect/Engineer (A/E), SMBW Architects, of Richmond, Virginia, has completed the
schematic design. While construction is anticipated to begin in the spring of 2004, initiation of
construction will be determined by the project’s fund raising schedule.
Project Description:
The small 6,500 GSF, four-story addition will be located at the east end of Campbell Hall
adjacent to the Fiske Kimball Library and Bayly Drive. It will provide teaching galleries and
improved circulation space, and will reshape the entrance sequence into and through Campbell
Hall. The project includes associated planting and hardscape at four levels. It will also include
limited renovations to the interior of Campbell Hall.
Program Description:
The addition will house a new major stair and accessible elevator, gallery / teaching space, and a
small reception space outside of Campbell Hall’s Auditorium. It will correct significant teaching
and circulation deficiencies in Campbell Hall.
Relationship to Approved Master Plan:
The additions to Campbell Hall support the Arts Precinct Master Plan and are part of the Master
Plan of the University.
Contextual Issues and Design Intent:
The site is located at the east end of Campbell Hall. The addition will face a small courtyard
located between Campbell Hall and the Fiske Kimball Fine Arts Library. Its side elevation will
face an existing plaza, currently defined by the side and back walls of the three-story brick
buildings on Rugby Road. It is planned that the plaza will be expanded to form a north-south
link in the new Groundswalk, which traverses the eastern edge of the Arts Grounds. The
addition will be a simple shallow rectangular structure parallel to Campbell Hall. The addition
and its associated landscape will promote a sense of coherence in the complex campus fabric of
the new Arts Grounds. The design respects the massing, and scale of the existing infrastructure
while providing a more coherent and public entrance, in keeping with the academic mission of
the School of Architecture. Vehicle access to the Bayly parking lot and to Campbell Hall will be
unchanged by the addition.

$8,500,000 Bonds
BACKGROUND: This project constructs an addition to the South
Parking Garage in the Health Sciences Center. While the
project’s state authorization allows for the construction of a
facility that can accommodate up to 600 cars provided the cost
does not exceed $13,050,000, the present design is for a 419 +/car addition with a budget of $8,500,000 funded by bonds. Debt
service will be supported by parking revenues and a subsidy from
the Health Sciences Center. The project will require the
closing of a section of 15th Street and the demolition of six
residential structures on 15th Street and Monroe Lane. The
segment of 15th Street that must be closed falls under the
footprint of the addition and is approximately 124 feet long.
Crispell Drive, which is on the north side of the South Parking
Garage will be extended from 15th Street to Monroe Lane. This
will create a way for traffic on 15th Street to maneuver around
the garage. The buildings to be demolished are rental units
ranging in size from less than 1,000 GSF up to 2,600 GSF. None
of them are historic. Most were built in the 1930s. The most
recent structure was built in 1964. The selection of Walker
Parking Consultants of Wayne, Pennsylvania as project architect
was approved on October 18, 2001. The architectural design
guidelines were approved on September 17, 2002.
DISCUSSION: Walker Parking Consultants, in conjunction with
Facilities Management and the Architect for the University, has
developed the schematic and preliminary design, which Mr.
Anderson will review with the Committee.
ACTION REQUIRED: Approval by the Buildings and Grounds

APPROVAL OF SCHEMATIC AND PRELIMINARY DESIGN, 15TH STREET
CLOSING, AND BUILDING DEMOLITIONS FOR THE SOUTH PARKING GARAGE
ADDITION
WHEREAS, the Buildings and Grounds Committee has reviewed
the schematic and preliminary design, dated February 24, 2003,
and prepared by Walker Parking Consultants of Wayne,
Pennsylvania, for the South Parking Garage Addition; and
WHEREAS, construction of the Addition will require the
closing of a section of 15th Street; and
WHEREAS, construction of the Addition will require the
demolition of six residential buildings at 211 15th Street (FAACS
Building Number 209-4004), 430 Monroe Lane (FAACS Building
Number 209-4006), 435 Monroe Lane (FAACS Building Number 2094002), 442 Monroe Lane (FAACS Building Number 209-4003), 444
Monroe Lane (FAACS Building Number 209-4005), and 444 ½ Monroe
Lane (FAACS Building Number 209-4007); and
WHEREAS, the Governor of Virginia delegated to the Board of
Visitors, pursuant to Executive Order Number Thirty-Four (98),
dated November 10, 1998, the authority of the Governor to
approve the removal of buildings on state property, with the
advice and counsel of the Art and Architectural Review Board,
and the review of the Department of Historic Resources;
RESOLVED, that the South Parking Garage Addition is
approved for further design and development; and
RESOLVED FURTHER that the proposal to close a section of
15th Street is approved; and
RESOLVED FURTHER that the removal of the six residential
buildings on 15th Street and Monroe Lane (FAACS Building Numbers:
209-4002, 209-4003, 209-4004, 209-4005, 209-4006, and 209-4007)
is approved by the Board of Visitors pending approval by the Art
and Architectural Review Board and the Department of Historic
Resources; and
RESOLVED FURTHER that the Executive Vice President and
Chief Operating Officer is authorized to execute any and all
documents pertaining to the closing of 15th Street and to the
removal of the aforementioned buildings, and that the said
officer ensure that the required reports regarding the building
removals are sent to the Department of General Services.

FISCAL IMPACT STATEMENT
PROJECT/PROPOSED BOARD OF VISITORS ACTION: Approves the
demolition of six residential buildings between 15th Street and
Monroe Lane. These structures must be demolished to make room
for the South Parking Garage Addition.
DESCRIPTION:
The building descriptions are as follows:
1.
211 15th Street (FAACS Building Number 209-4004): a 1,345 GSF
cement block structure built in 1934 as a residence.
2.
430 Monroe Lane (FAACS Building Number 209-4006): a 2,616
GSF wood frame 4-unit apartment building built in 1964
3.
435 Monroe Lane (FAACS Building Number 209-4002): a 1,044
GSF, brick veneer structure built in 1939 as a residence
4.
442 Monroe Lane (FAACS Building Number 209-4003): a 1,125
GSF, brick veneer structure built in 1934 as a residence
5.
444 Monroe Lane (FAACS Building Number 209-4005): a 942 GSF
stone veneer structure built in 1933 as a residence
6.

FISCAL IMPACT: The cost of demolishing these structures is
estimated to be $150,000 and will be borne as a part of the
costs for constructing the South Parking Garage Addition.
CONCLUSION: The University of Virginia should proceed with the
demolition and removal of these buildings.

Health Sciences Center Parking Structure
Architectural Design Guidelines
September 17, 2002
Inherent in these Guidelines is the intent and scope of the Vision Statement for the
Buildings and Grounds of the University of Virginia, adopted by the Board of Visitors on May
21, 1991. The Vision Statement shall be the primary reference for the overall design and
planning of the project. The new parking structure shall be located in accordance with the
current Health System Master Plan, within the area to the west of the existing structure.
The proposed parking structure will provide approximately 400 parking spaces for daily
use by Health System faculty and staff. This structure will consolidate surface parking that will
be displaced by upcoming construction on patient care and medical research projects.
Additionally it will provide parking for modest growth in the Health System and the loss of a
currently leased lot.
Existing detention basin, site topography, and new landscape elements will help manage
the storm water flow across the site while also responding to the character of the surrounding
area. Site circulation design will address pedestrian movement between the garage and the
Health System Precinct, and accommodate pedestrian and vehicular traffic inherent in the
function of a parking structure.
The structure will be located so that it is visually screened from major thoroughfares by
existing buildings. General massing and scale of the building materials, and finishes shall be
compatible with the surrounding community of city and University buildings. The form,
materials and architectural treatment of the elevations will closely match the existing parking
structure and future development of the adjacent sites.

South Parking Garage Addition – Schematic and Preliminary Review

Project Title/Location/Approved Budget:
South Parking Garage Expansion. The addition will extend to the west from the existing garage.
The state authorized budget is $13.05 million. The current budget is $8.5 million.
Current Project Status and Schedule:
Walker Parking consultants, the firm selected for the original South Parking Garage, will also
design the addition. Pending design approval, Walker will complete working drawings with
construction award scheduled for spring 2003. The project will take approximately ten months
and will be completed during the spring of 2004.
Project Description:
This project involves the planning, design and construction of an addition to an existing garage
structure. The site is in the Health Sciences Center (HSC) area, conveniently located a short
distance from University Hospital and several other research facilities. The additional parking
spaces will replace leased spaces and spaces that will be lost due to construction of other HSC
projects. By extending the existing garage, the elevator, stairs and entrances are not duplicated,
and the project realizes some economies. The building is designed as an open parking structure
and, as such, does not require mechanical ventilation. Currently a through-road, 15th Street will
be re-configured to bypass the garage addition. An area traffic impact analysis will suggest
improvements for vehicular circulation. Landscaping will be an extension of the planting
scheme currently in place.
Program Description:
The new facility will add 21,000 GSF and 419 +/- parking spaces to the existing 51,000 GSF
garage. The five story building will house six levels of parking.
Relationship to Approved Master Site Plan:
The project supports the Health Sciences Center Master Plan 2000 and the East Precinct Master
Plan Update by executing the next phase of work outlined in those documents.
Contextual Issues and Design Intent:
The project will create an aesthetically pleasing exterior exactly matching the existing building
in scale, massing, materials and decorative detail. The addition will appear to be an extension of
the original.

$37,000 Budget from Gifts
BACKGROUND: At its July 13, 2001 meeting, the Executive
Committee approved the design for a new $5 million baseball
stadium, which was initiated by several donors who were
concerned about the viability of our baseball program and viewed
a new stadium as a first step in improving the competitiveness
of the team. When the project began, it was recognized that the
funding was not sufficient to complete the stadium’s ultimate
scope and that the project would be completed in phases, as
funding was made available. The entrance gate is a further
effort to enhance the appearance of the stadium.
DISCUSSION: VMDO Architects, in conjunction with Facilities
Management and the Architect for the University, has developed a
design, which Mr. Anderson will review with the Committee.
ACTION REQUIRED: Approval by the Buildings and Grounds
Committee and the Board of Visitors
APPROVAL OF THE DESIGN FOR THE BASEBALL STADIUM ENTRANCE GATE
RESOLVED the design, dated February 24, 2003, and prepared
by VMDO Architects of Charlottesville, for the Baseball Stadium

DISCUSSION: The Vice President for Management and Budget will

University’s highway historical marker, which was approved by
