METROPOLITAN AREA EMPLOYMENT AND UNEMPLOYMENT: MAY 2005
Unemployment rates were lower in May than a year earlier in 252 metropolitan areas, higher in 85 areas,
and unchanged in 19 areas, the Bureau of Labor Statistics of the U.S. Department of Labor reported today.
Ten areas registered jobless rates below 3.0 percent, while two areas recorded unemployment rates over
10.0 percent. The May unemployment rate for the U.S. was 4.9 percent, not seasonally adjusted. Nonfarm
payroll employment increased in 306 metropolitan areas over the year.
Corrections to Metropolitan Area Local Area Unemployment Statistics
With this release, the Bureau of Labor Statistics (BLS) resumes the publication of labor
force, unemployment, and unemployment rate estimates for metropolitan areas and divisions
from the Local Area Unemployment Statistics (LAUS) program. Data for April and May
2005 appear in tables 1 and 2 of this release, and corrected data for January through March
2005 are available on the LAUS Web site at http://www.bls.gov/lau/. As previously
announced, BLS had found errors in some of the employment inputs used in the substate
estimates published earlier this year and decided to conduct a thorough review of all inputs.
That review is now complete. The corrections to the data for January, February, and March
2005 had small to moderate impacts on employment and labor force levels and little impact on
unemployment rates in most areas.
The metropolitan area labor force, unemployment, and unemployment rate data for 2004
presented in this release also reflect the corrections to the inputs. Estimates for 2004 for the
11 metropolitan areas in Massachusetts, New Hampshire, and Vermont have not yet been
completed and therefore are not published in tables 1 and 2 of this release. Also, the 2004
metropolitan area monthly data will be updated on the LAUS Web site on July 22, when BLS
will release 2004 annual revisions for all 7,200 LAUS areas.

Metropolitan Area Unemployment (Not Seasonally Adjusted)
In May, 86 of the 367 metropolitan areas posted unemployment rates below 4.0 percent, while 26 areas
reported unemployment rates of at least 7.0 percent. Honolulu, Hawaii, registered the lowest jobless rate,
2.4 percent, followed closely by Burlington-South Burlington, Vt., and Fargo, N.D.-Minn., 2.6 percent each.
The highest rates in May were recorded in two western agricultural areas with extreme climates: Yuma,
Ariz., 18.2 percent, and El Centro, Calif., 13.1 percent. Overall, 195 areas reported unemployment rates
below the U.S. rate, 156 areas had higher rates, and 16 areas had the same rate. (See table 1 and the
map.)
Danville, Ill., and Florence-Muscle Shoals, Ala., registered the largest over-the-year jobless rate
decreases in May (-2.0 percentage points each), with Monroe, La. (-1.9 points), and El Centro, Calif., and
Mobile, Ala. (-1.8 points each), reporting the next largest rate declines. Thirty-eight additional areas posted
rate decreases of at least 1.0 percentage point from last May. Gulfport-Biloxi, Miss., experienced the largest
unemployment rate increase (+1.4 percentage points) from May 2004, followed by Cleveland, Tenn., Jackson, Miss., Memphis, Tenn.-Miss.-Ark., and Rome, Ga. (+1.1 points each). Warner Robins, Ga., was the
only other metropolitan area that had an over-the-year rate increase of at least 1.0 percentage point.
Of the 49 metropolitan areas with a Census 2000 population of 1 million or more, three areas recorded
the lowest May 2005 unemployment rates—Birmingham-Hoover, Ala., Orlando, Fla., and WashingtonArlington-Alexandria, D.C.-Va.-Md.-W.Va., 3.6 percent each. Six other large areas registered jobless rates
below 4.0 percent in May. The highest unemployment rates among the large areas were reported in
Detroit-Warren-Livonia, Mich., 7.2 percent, and Memphis, Tenn.-Miss.-Ark., 6.4 percent. No other area in
this group had a rate as high as 6.0 percent. Among the 48 large areas for which May 2004 data are
available, 36 posted over-the-year declines in jobless rates, 11 recorded higher rates, and 1 had no change.
San Jose-Sunnyvale-Santa Clara, Calif., had the largest over-the-year jobless rate decrease (-1.5 percentage
points). Six other large areas posted the next largest rate declines (-1.0 percentage point each). Memphis,
Tenn.-Miss.-Ark., recorded the largest unemployment rate increase from a year ago (+1.1 percentage
points). Nashville-Davidson—Murfreesboro, Tenn., had the next largest rate increase (+0.8 percentage
point).
Metropolitan Division Unemployment (Not Seasonally Adjusted)
Eleven of the most populous metropolitan areas are composed of 34 metropolitan divisions, which are
essentially separately identifiable employment centers. The Bethesda-Frederick-Gaithersburg, Md., and Santa
Ana-Anaheim-Irvine, Calif., divisions posted the lowest unemployment rates among all the divisions, 3.1 and
3.3 percent, respectively. The highest unemployment rates among the divisions were reported in DetroitLivonia-Dearborn, Mich., 8.5 percent, and Lawrence-Methuen-Salem, Mass.-N.H., 7.2 percent. (See
table 2.)
At present, May 2004 data are available for 25 of the 34 metropolitan divisions. Of these areas,
21 recorded over-the-year unemployment rate declines between May 2004 and May 2005, 2 had rate
increases, and 2 reported no change. Jobless rates were down over the year by 1.0 percentage point or
more in six metropolitan divisions. The largest rate decreases occurred in Miami-Miami Beach-Kendall,
Fla. (-1.2 percentage points), and Camden, N.J., New York-Wayne-White Plains, N.Y.-N.J., OaklandFremont-Hayward, Calif., and San Francisco-San Mateo-Redwood City, Calif. (-1.1 points each). The
two divisions making up the Detroit-Warren-Livonia, Mich., metropolitan area—Detroit-Livonia-Dearborn

and Warren-Farmington Hills-Troy—experienced the only rate increases from May 2004 (+0.5 percentage point each).
In 7 of the 11 metropolitan areas that contain divisions, the ranges between the highest and lowest
division jobless rates were 1.0 percentage point or more. The metropolitan areas that had the largest rate
differences between their divisions in May were Boston-Cambridge-Quincy, Mass.-N.H. (LawrenceMethuen-Salem, Mass.-N.H., 7.2 percent, compared with Framingham, Mass., 3.7 percent); DetroitWarren-Livonia, Mich. (Detroit-Livonia-Dearborn, 8.5 percent, compared with Warren-Farmington
Hills-Troy, 6.2 percent); and Los Angeles-Long Beach-Santa Ana, Calif. (Los Angeles-Long BeachGlendale, 5.5 percent, compared with Santa Ana-Anaheim-Irvine, 3.3 percent).
Metropolitan Area Nonfarm Employment (Not Seasonally Adjusted)
In May 2005, 306 metropolitan areas reported over-the-year increases in nonfarm payroll employment,
50 recorded decreases, and 11 had no change. The largest over-the-year employment increases were
posted in Washington-Arlington-Alexandria, D.C.-Va.-Md.-W.Va. (+79,100), Phoenix-Mesa-Scottsdale,
Ariz. (+64,100), New York-Northern New Jersey-Long Island, N.Y.-N.J.-Pa. (+62,600), Las VegasParadise, Nev. (+61,100), and Miami-Fort Lauderdale-Miami Beach, Fla. (+52,200). The largest over-theyear percentage increases in employment were reported in Yuma, Ariz. (+10.5 percent), St. George, Utah
(+8.1 percent), Las Vegas-Paradise, Nev. (+7.6 percent), and El Centro, Calif. (+7.1 percent). (See
table 3.)
The largest over-the-year employment declines were reported in Detroit-Warren-Livonia, Mich.
(-11,700), Ocean City, N.J. (-3,700), Rochester, N.Y. (-3,500), and Lansing-East Lansing, Mich.
(-2,400). The largest over-the-year percentage declines in employment were reported in Ocean City,
N.J. (-8.3 percent), Bay City, Mich. (-2.2 percent), Sandusky, Ohio (-2.1 percent), Elmira, N.Y.
(-2.0 percent), and Dalton, Ga. (-1.7 percent).
Over the year, nonfarm employment increased in 32 of the 35 metropolitan areas with annual average
employment levels above 750,000 in 2004. The largest over-the-year percentage increases in employment
in these large metropolitan areas were posted in Las Vegas-Paradise, Nev. (+7.6 percent), Phoenix-MesaScottsdale, Ariz. (+3.8 percent), Orlando, Fla. (+3.7 percent), Charlotte-Gastonia-Concord, N.C.-S.C.
(+3.6 percent), and Washington-Arlington-Alexandria, D.C.-Va.-Md.-W.Va. (+2.8 percent). Among the
largest areas, the only over-the-year percentage decreases in employment were for Detroit-Warren-Livonia,
Mich. (-0.6 percent), and San Jose-Sunnyvale-Santa Clara, Calif. (-0.2 percent).
Metropolitan Division Nonfarm Employment (Not Seasonally Adjusted)
Nonfarm payroll employment data were available in May 2005 for 32 metropolitan divisions, which are
essentially separately identifiable employment centers within a metropolitan area. Twenty-eight of the 32
metropolitan divisions recorded over-the-year employment increases, 3 recorded decreases, and 1 had no
change. The largest increases over the year in the metropolitan divisions were in Washington-ArlingtonAlexandria, D.C.-Va.-Md.-W.Va. (+68,600), New York-Wayne-White Plains, N.Y.-N.J. (+49,600),
Seattle-Bellevue-Everett, Wash. (+33,800), and Dallas-Plano-Irving, Texas (+28,300). Over-the-year
employment decreases were recorded in Newark-Union, N.J.-Pa. (-10,400), Warren-Farmington HillsTroy, Mich. (-7,900), and Detroit-Livonia-Dearborn, Mich. (-3,800). (See table 4.)

The largest over-the-year percentage increases in employment among the metropolitan divisions were
reported in Washington-Arlington-Alexandria, D.C.-Va.-Md.-W.Va., and West Palm Beach-Boca RatonBoynton Beach, Fla. (+3.0 percent each), Fort Lauderdale-Pompano Beach-Deerfield Beach, Fla. (+2.7
percent), and Camden, N.J., and Seattle-Bellevue-Everett, Wash. (+2.5 percent each). Over-the-year
percentage decreases in employment among the divisions were reported in Newark-Union, N.J.-Pa. (-1.0
percent), Warren-Farmington Hills-Troy, Mich. (-0.6 percent), and Detroit-Livonia-Dearborn, Mich. (-0.4
percent).

Technical Note
This release presents labor force and unemployment data from the
Local Area Unemployment Statistics (LAUS) program (tables 1
and 2) for 375 metropolitan statistical areas and metropolitan New
England and Town Area (NECTAs), including those in Puerto Rico.
Estimates for over 30 metropolitan and NECTA divisions also are
presented. Nonfarm payroll employment estimates from the Current
Employment Statistics (CES) program (tables 3 and 4) are provided
for the same areas. State estimates were previously published in the
news release, Regional and State Employment and Unemployment, and
are republished in this release for ease of reference. The LAUS and
CES programs are both federal-state cooperative endeavors.
Labor force and unemployment—from the LAUS
program
Definitions. The labor force and unemployment data are based
on the same concepts and definitions as those used for the official
national estimates obtained from the Current Population Survey
(CPS), a sample survey of households that is conducted for the Bureau
of Labor Statistics (BLS) by the U.S. Census Bureau. The labor force
includes both the employed and the unemployed. Employed persons
are those who did any work at all for pay or profit in the survey
reference week (the week including the 12th of the month) or worked
15 hours or more without pay in a family business or farm, plus those
not working who have a job from which they were temporarily absent,
whether or not paid, for such reasons as labor-management dispute,
illness, or vacation. Unemployed persons are those who did not work
at all (in the reference week), have actively looked for a job (sometime
in the 4-week period ending with the survey reference week), and
are currently available for work; persons on layoff expecting recall
need not be looking for work to be counted as unemployed.
Method of estimation. Effective January 2005, estimates for all
census divisions, states, the District of Columbia, the Los AngelesLong-Beach-Glendale metropolitan division, and New York City are
produced using updated time-series models with real-time benchmarking.
Model-based estimation has been extended to the following areas and
respective balances-of-state: Chicago-Naperville-Joliet,IL Metropolitan
Division; Cleveland-Elyria-Mentor, OH Metropolitan Statistical Area;
Detroit-Warren-Livonia, MI Metropolitan Statistical Area; MiamiMiami-Beach-Kendall, FL Metropolitan Division; New OrleansMetaire-Kenner, LA Metropolitan Statistical Area; and SeattleBellevue-Everett, WA Metropolitan Division. This will improve the
statistical basis of the estimation for these areas and provide important
tools for anlysis, such as measures of errors and seasonally adjusted
series. For all other substate areas, estimates are prepared through
indirect estimation procedures. Employment estimates, which are
based largely on ‘‘place of work’’ estimates from the CES program,
are adjusted to refer to place of residence as used in the CPS.
Unemployment estimates are aggregates of persons previously
employed in industries covered by state unemployment (UI) laws
and entrants to the labor force data from the CPS. The substate
estimates of employment and unemployment, which geographically
exhaust the entire state, are adjusted proportionally to ensure that
they add to the independently estimated state or balance-of-state
totals. A detailed description of the estimation procedures is available
from BLS upon request.
Annual revisions. Labor force and unemployment data shown
for the prior year reflect adjustments made at the end of each year,
usually implemented with January estimates. The adjusted estimates
reflect updated population data from the U.S. Census Bureau, any
revisions in the other data sources, and model reestimation at the state
and selected area level. All substate estimates are adjusted to add
to the revised model-based estimates.
Employment—from the CES program
Definitions. Employment data refer to persons on establishment
payrolls who receive pay for any part of the pay period which includes the 12th of the month. Persons are counted at their place
of work rather than at their place of residence; those appearing on
more than one payroll are counted on each payroll. Industries are
classified on the basis of their principal activity in accordance with the
2002 version of the North American Industry Classification System.
Method of estimation. The employment data are estimated using
a “link relative” technique in which a ratio (link relative) of currentmonth employment to that of the previous month is computed from
a sample of establishments reporting for both months. The estimates
of employment for the current month are obtained by multiplying
the estimates for the previous month by these ratios. Small-domain
models are used as the official estimators for the approximately
10 percent of CES published series which have insufficient sample
for direct sample-based estimates.
Annual revisions. Employment estimates are adjusted annually
to a complete count of jobs, called benchmarks, derived principally from
tax reports which are submitted by employers who are covered under
state unemployment insurance (UI) laws. The benchmark information
is used to adjust the monthly estimates between the new benchmark
and the preceding one and also to establish the level of employment
for the new benchmark month. Thus, the benchmarking process
establishes the level of employment, and the sample is used to measure
the month-to-month changes in the level for the subsequent months.
Reliability of the estimates
The estimates presented in this release are based on sample survey
and administrative data and thus are subject to sampling and other
types of errors. Sampling error is a measure of sampling variability—
that is, variation that occurs by chance because a sample rather than
the entire population is surveyed. Survey data are also subject to
nonsampling errors, such as those which can be introduced into the
data collection and processing operations. Estimates not directly
derived from sample surveys are subject to additional errors resulting
from the special estimation processes used. The sums of individual
items may not always equal the totals shown in the same tables
because of rounding. With respect to the LAUS program,
unemployment rates are computed, in most instances, from unrounded
data rather than from data that may be displayed in the tables; differences, however, are generally insignificant.

measures, including for over-the-month change, are available on the

nonsampling error are not available, but additional information on the
subject is provided in the BLS monthly periodical, Employment and
Earnings.
Employment estimates. Measures of sampling error for state
CES data at the supersector level and for metropolitan area CES data
at the total nonfarm level are available on the BLS Web site at

The substate area data published in this release reflect the standards
and definitions established by the U.S. Office of Management and
