METROPOLITAN AREA EMPLOYMENT AND UNEMPLOYMENT: JANUARY 2006
Unemployment rates were lower in January than a year earlier in 336 of the 367 metropolitan areas,
higher in 26 areas, and unchanged in 5 areas, the Bureau of Labor Statistics of the U.S. Department of
Labor reported today. Ten metropolitan areas registered jobless rates below 3.0 percent, and nine areas
recorded rates of more than 10.0 percent. The national unemployment rate was 5.1 percent, not seasonally
adjusted, down from 5.7 percent a year earlier.
Metropolitan Area Unemployment (Not Seasonally Adjusted)
In January, 72 metropolitan areas posted unemployment rates below 4.0 percent, up from 27 areas a
year earlier, while 42 areas reported unemployment rates of at least 7.0 percent, down from 74 areas in
January 2005. Honolulu, Hawaii, registered the lowest jobless rate, 2.2 percent, closely followed by Cape
Coral-Fort Myers, Fla., and Naples-Marco Island, Fla., 2.3 and 2.4 percent, respectively. Gulfport-Biloxi,
Miss., again recorded the highest unemployment rate in January, 17.9 percent. The next highest rates were
reported in Pascagoula, Miss., 13.8 percent, and El Centro, Calif., 13.3 percent. Overall, 199 areas had
unemployment rates below the U.S. rate of 5.1 percent, 156 areas registered higher rates, and 12 areas had
the same rate. (See table 1 and the map.)
The largest over-the-year jobless rate decrease for January was posted in Janesville, Wis. (-4.2 percentage points). The next largest rate declines were reported in El Centro, Calif. (-2.5 percentage points), and
Sebastian-Vero Beach, Fla. (-2.4 points). Seven other areas recorded over-the-year unemployment rate
decreases of 2.0 percentage points or more, and 93 additional areas had rate decreases of at least 1.0 percentage point from January 2005. Two Mississippi areas that were impacted by Hurricane Katrina registered the largest rate increases from January 2005—Gulfport-Biloxi (+11.6 percentage points) and Pascagoula (+6.4 points). The only other area to report an over-the-year rate increase of 1.0 percentage point
or more was New Orleans-Metairie-Kenner, La. (+1.9 points). In January, 215 areas recorded rate declines over the year that were greater than or equal to that of the nation (-0.6 percentage point).
Of the 49 metropolitan areas with a Census 2000 population of 1 million or more, Orlando-Kissimmee,
Fla., and Washington-Arlington-Alexandria, D.C.-Va.-Md.-W.Va., posted the lowest unemployment rates
in January, 3.0 and 3.1 percent, respectively. The next lowest rates were recorded in Jacksonville, Fla.,
and Tampa-St. Petersburg-Clearwater, Fla., 3.2 percent each, Miami-Fort Lauderdale-Miami Beach, Fla.,
3.3 percent, and Richmond, Va., 3.4 percent. The highest jobless rates among the large areas again were
reported in New Orleans-Metairie-Kenner, La., 7.8 percent, and Detroit-Warren-Livonia, Mich., 7.6 percent. The next highest rates were recorded in Louisville-Jefferson County, Ky.-Ind., 6.5 percent, and

Memphis, Tenn.-Miss.-Ark., and Providence-Fall River-Warwick, R.I.-Mass., 6.1 percent each. Forty-six
large areas had lower unemployment rates than a year earlier, and three registered higher rates. The largest
over-the-year jobless rate decreases were posted in Jacksonville, Fla. (-1.3 percentage points), and MiamiFort Lauder-dale-Miami Beach, Fla., Orlando-Kissimmee, Fla., Portland-Vancouver-Beaverton, Ore.-Wash.,
and Tam-pa-St. Petersburg-Clearwater, Fla. (-1.2 points each). Five additional large areas experienced
over-the-year rate declines of at least 1.0 percentage point. The largest rate increase from January 2005
was reported by New Orleans-Metairie-Kenner, La. (+1.9 percentage points). No other large area had a
jobless rate in-crease greater than 0.3 percentage point.
Metropolitan Division Unemployment (Not Seasonally Adjusted)
Eleven of the most populous metropolitan areas are composed of 34 metropolitan divisions, which are
essentially separately identifiable employment centers. Bethesda-Gaithersburg-Frederick, Md., posted the
lowest unemployment rate in January, 3.0 percent, followed closely by Fort Lauderdale-Pompano BeachDeerfield Beach, Fla., and Washington-Arlington-Alexandria, D.C.-Va.- Md.-W.Va., 3.1 percent each.
West Palm Beach-Boca Raton-Boynton Beach, Fla., recorded the next lowest rate, 3.2 percent. The highest unemployment rate among divisions continued to be reported in Detroit-Livonia-Dearborn, Mich., 8.9 percent, and Lawrence-Methuen-Salem, Mass.-N.H., 8.2 percent. (See table 2.)
Over the year, January jobless rates were lower in 30 of the 34 metropolitan divisions, higher in 3 divisions, and unchanged in 1. Unemployment rates were down by 1.0 percentage point or more in five of the
metropolitan divisions. The largest rate decreases were posted in Tacoma, Wash., and West Palm BeachBoca Raton-Boynton Beach, Fla. (-1.4 percentage points each). The other two divisions in the Miami-Fort
Lauderdale-Miami Beach, Fla. metropolitan area—Fort Lauderdale-Pompano Beach-Deerfield Beach and
Miami-Miami Beach-Kendall—had the next largest rate decreases from January 2005 (-1.2 percentage
points each). Gary, Ind., was the only other division to record a rate decrease of at least 1.0 percentage
point. None of the divisions reported a rate increase from a year earlier greater than 0.3 percentage point.
For 5 of the 11 metropolitan areas that contain divisions, the ranges between the highest and lowest division unemployment rates were 1.0 percentage point or more. The metropolitan areas that had the widest
rate ranges among their divisions were Boston-Cambridge-Quincy, Mass.-N.H. (Lawrence-Methuen-Salem,
Mass.-N.H., 8.2 percent, compared with Nashua, N.H., 4.0 percent), and Detroit-Warren-Livonia, Mich.
(Detroit-Livonia-Dearborn, 8.9 percent, compared with Warren-Troy-Farmington Hills, 6.7 percent).
Metropolitan Area Nonfarm Employment (Not Seasonally Adjusted)
In January 2006, 331 metropolitan areas recorded over-the-year increases in nonfarm payroll employment, 30 reported decreases, and 6 had no change. The largest over-the-year employment gains were
posted in Phoenix-Mesa-Scottsdale, Ariz. (+111,800), Dallas-Fort Worth-Arlington, Texas (+97,000),
New York-Northern New Jersey-Long Island, N.Y.-N.J.-Pa. (+91,100), and Los Angeles-Long BeachSanta Ana, Calif. (+79,900). The largest percentage increase in employment was reported in St. George,
Utah (+10.2 percent), followed by Yuba City, Calif. (+7.6 percent), and Las Vegas-Paradise, Nev., and
Prescott, Ariz. (+7.2 percent each). (See table 3.)
Large over-the-year decreases in employment in New Orleans-Metairie-Kenner, La. (-197,500), and
Gulfport-Biloxi, Miss. (-22,900), reflect the impact of Hurricane Katrina, which struck the Gulf Coast in
late August. The largest over-the-year percentage declines in employment were reported in New OrleansMetairie-Kenner, La. (-32.6 percent), Gulfport-Biloxi, Miss. (-20.3 percent), Spartanburg, S.C. (-4.6 percent), and Anderson, S.C. (-4.1 percent).

Over the year, nonfarm employment rose in 34 of the 36 metropolitan areas with annual average employment levels above 750,000 in 2005. The largest over-the-year percentage increases in employment in these
large metropolitan areas occurred in Las Vegas-Paradise, Nev. (+7.2 percent), Phoenix-Mesa-Scottsdale,
Ariz. (+6.5 percent), Orlando-Kissimmee, Fla. (+4.7 percent), and Seattle-Tacoma-Bellevue, Wash. (+4.2
percent). Among the largest areas, the only over-the-year percentage decreases in employment were recorded in Milwaukee-Waukesha-West Allis, Wis. (-0.9 percent), and Detroit-Warren-Livonia, Mich. (-0.5
percent).
Metropolitan Division Nonfarm Employment (Not Seasonally Adjusted)
Nonfarm payroll employment data were available in January 2006 for 32 metropolitan divisions, which
are essentially separately identifiable employment centers within a metropolitan area. Twenty-nine of the 32
metropolitan divisions reported over-the-year employment increases, while 3 reported decreases. The largest
over-the-year increase in the metropolitan divisions occurred in Dallas-Plano-Irving, Texas (+75,600), followed by New York-White Plains-Wayne, N.Y.-N.J. (+57,600), Washington-Arlington-Alexandria, D.C.Va.-Md.-W.Va. (+56,000), and Seattle-Bellevue-Everett, Wash. (+55,900). Over-the-year employment
losses were recorded in Detroit-Livonia-Dearborn, Mich. (-9,800), Warren-Troy-Farmington Hills, Mich.
(-900), and Brockton-Bridgewater-Easton, Mass. (-100). (See table 4.)
The largest over-the-year percentage increases in employment among the metropolitan divisions were reported in Fort Lauderdale-Pompano Beach-Deerfield Beach, Fla. (+4.5 percent), Seattle-Bellevue-Everett,
Wash. (+4.2 percent), Dallas-Plano-Irving, Texas (+4.0 percent), and Tacoma, Wash. (+3.9 percent). Overthe-year percentage decreases in employment among the divisions were reported for Detroit-Livonia-Dearborn, Mich. (-1.2 percent), and Brockton-Bridgewater-Easton, Mass., and Warren-Troy-Farmington Hills,
Mich. (-0.1 percent each).

on March 30. The Metropolitan Area Employment and Unemployment release for February is scheduled to
be issued on April 5.
Revisions to Metropolitan Area Employment and Unemployment Data Series
The metropolitan area labor force and unemployment estimates presented in tables 1 and 2
of this release have been revised for 2005 to incorporate updated inputs and to reflect new
state totals. Estimates on the BLS Web site have not been revised and do not match the estimates for January or December 2005 in this release. Those data will be released according to
the annual processing schedule provided at http://www.bls.gov/lau/launews1.htm.
In addition, all nonfarm payroll employment estimates for states, metropolitan areas, and metropolitan divisions presented in tables 3 and 4 of this release have been revised to reflect 2005
benchmark levels. For most states, areas, and divisions, data back to April 2004 were subject to

Effective with this release, the titles of several metropolitan areas and divisions have been
changed to reflect updates in Office of Management and Budget Bulletin Nos. 05-02, issued

Elimination of Monthly Revisions to Local Area Unemployment Statistics Data
Beginning with the release of February 2006 data, the Local Area Unemployment Statistics
(LAUS) program will discontinue regular revisions to monthly estimates. Instead of producing
“preliminary” and “revised” estimates (tables 1 and 2) for each month, LAUS will produce a
single monthly estimate that is subject to revision at the beginning of the following calendar year.
This change, which results from reduced funding as part of the rescission in the BLS fiscal year
2006 appropriation, applies to all of the more than 7,200 LAUS geographic areas. This change
does not affect nonfarm payroll employment estimates, which will continue to be presented on a
preliminary and revised basis (tables 3 and 4) each month.
Hurricane Katrina and Revisions to January 2006
Metropolitan Area Labor Force Estimates
In January, BLS and its state partners again made modifications to the usual estimation
procedures for the LAUS program to reflect the impact of Hurrican Katrina on the labor
force statistics in affected areas. These modifications included: (1) allowing the state labor
force estimates for Louisiana and Mississippi to reflect the effects of Katrina by overriding
the built-in feature of the methodology that smoothes over large shifts in key inputs unemployment insurance claims and nonfarm wage and salary employment; (2) modifying the state
population controls to account for displacement due to Katrina; (3) developing labor force
estimates for the New Orleans-Metairie-Kenner metropolitan area using an alternative to the
model-based method; and (4) not publishing labor force estimates for the parishes within the
New Orleans-Metairie-Kenner metropolitan area or cities within those parishes where the
quality of input data was severely compromised by the hurricane.
Estimates in this release may differ from those already published by some states because
of an adjustment made by BLS. On February 24, BLS released January 2006 labor force
estimates for states and modeled areas to its cooperating state partners as part of regular
monthly production. These original estimates included model adjustments to account for the
impact of Hurricane Katrina on the Louisiana and West South Central division unemployment
estimates. Based on a subsequent review of the estimates, however, BLS determined that the
adjustment for Louisiana’s unemployment was not warranted and performed reestimation
without that adjustment. This change had a fairly large impact on the other three states in the
West South Central division and, due to real-time benchmarking, small impacts on the other
states across the nation. Some states—which independently set their publication schedules—
released estimates at both the statewide and substate levels, prior to the BLS corrections.

Technical Note
This release presents labor force and unemployment data from the
Local Area Unemployment Statistics (LAUS) program (tables 1
and 2) for 375 metropolitan statistical areas and metropolitan New
England City and Town Areas (NECTAs), including those in Puerto
Rico. Estimates for over 30 metropolitan and NECTA divisions also
are presented. Nonfarm payroll employment estimates from the
Current Employment Statistics (CES) program (tables 3 and 4) are
provided for the same areas. State estimates were previously published
in the news release, Regional and State Employment and Unemployment,
and are republished in this release for ease of reference. The LAUS
and CES programs are both federal-state cooperative endeavors.
Labor force and unemployment—from the LAUS
program
Definitions. The labor force and unemployment data are based
on the same concepts and definitions as those used for the official
national estimates obtained from the Current Population Survey
(CPS), a sample survey of households that is conducted for the Bureau
of Labor Statistics (BLS) by the U.S. Census Bureau. The labor force
includes both the employed and the unemployed. Employed persons
are those who did any work at all for pay or profit in the survey
reference week (the week including the 12th of the month) or worked
15 hours or more without pay in a family business or farm, plus those
not working who had a job from which they were temporarily absent,
whether or not paid, for such reasons as labor-management dispute,
illness, or vacation. Unemployed persons are those who did not work
at all (in the reference week), had actively looked for a job (sometime
in the 4-week period ending with the survey reference week), and
were currently available for work; persons on layoff expecting recall
need not be looking for work to be counted as unemployed.
Method of estimation. Effective January 2005, estimates for all
census divisions, states, the District of Columbia, the Los AngelesLong-Beach-Glendale metropolitan division, and New York City were
produced using updated time-series models with real-time benchmarking. Model-based estimation was extended to the following areas and
respective balances-of-state: Chicago-Naperville-Joliet,IL Metropolitan
Division; Cleveland-Elyria-Mentor, OH Metropolitan Statistical Area;
Detroit-Warren-Livonia, MI Metropolitan Statistical Area; MiamiMiami-Beach-Kendall, FL Metropolitan Division; New OrleansMetaire-Kenner, LA Metropolitan Statistical Area; and SeattleBellevue-Everett, WA Metropolitan Division. This will improve the
statistical basis of the estimation for these areas and provide important
tools for anlysis, such as measures of errors and seasonally adjusted
series. For all other substate areas, estimates are prepared through
indirect estimation procedures. Employment estimates, which are
based largely on ‘‘place of work’’ estimates from the CES program,
are adjusted to refer to place of residence as used in the CPS.
Unemployment estimates are aggregates of persons previously
employed in industries covered by state unemployment (UI) laws
and entrants to the labor force data from the CPS. The substate
estimates of employment and unemployment, which geographically
exhaust the entire state, are adjusted proportionally to ensure that
they add to the independently estimated state or balance-of-state
totals. A detailed description of the estimation procedures is available
from BLS upon request.
Annual revisions. Labor force and unemployment data shown
for the prior year reflect adjustments made at the end of each year,
usually implemented with January estimates. The adjusted estimates
reflect updated population data from the U.S. Census Bureau, any
revisions in the other data sources, and model reestimation at the state
and selected area level. All substate estimates are adjusted to add
to the revised model-based estimates.
Employment—from the CES program
Definitions. Employment data refer to persons on establishment
payrolls who receive pay for any part of the pay period that includes the 12th of the month. Persons are counted at their place
of work rather than at their place of residence; those appearing on
more than one payroll are counted on each payroll. Industries are
classified on the basis of their principal activity in accordance with the
2002 version of the North American Industry Classification System.
Method of estimation. The employment data are estimated using
a “link relative” technique in which a ratio (link relative) of currentmonth employment to that of the previous month is computed from
a sample of establishments reporting for both months. The estimates
of employment for the current month are obtained by multiplying
the estimates for the previous month by these ratios. Small-domain
models are used as the official estimators for the approximately
10 percent of CES published series which have insufficient sample
for direct sample-based estimates.
Annual revisions. Employment estimates are adjusted annually
to a complete count of jobs, called benchmarks, derived principally from
tax reports that are submitted by employers who are covered under
state unemployment insurance (UI) laws. The benchmark information
is used to adjust the monthly estimates between the new benchmark
and the preceding one and also to establish the level of employment
for the new benchmark month. Thus, the benchmarking process
establishes the level of employment, and the sample is used to measure
the month-to-month changes in the level for the subsequent months.
Reliability of the estimates
The estimates presented in this release are based on sample survey
and administrative data and thus are subject to sampling and other
types of errors. Sampling error is a measure of sampling variability—
that is, variation that occurs by chance because a sample rather than
the entire population is surveyed. Survey data are also subject to
nonsampling errors, such as those which can be introduced into the
data collection and processing operations. Estimates not directly
derived from sample surveys are subject to additional errors resulting
from the special estimation processes used. The sums of individual
items may not always equal the totals shown in the same tables
because of rounding. With respect to the LAUS program,
unemployment rates are computed from unrounded data rather than
from data that may be displayed in the tables; differences, however,
are generally insignificant.
Labor force and unemployment estimates. Model-based error
measures, including for over-the-month change, are available for states
on the BLS Web site at http://www.bls.gov/lau/lastderr.htm. Measures
of nonsampling error are not available, but additional information on
the subject is provided in the BLS monthly periodical, Employment
and Earnings.
Employment estimates. Measures of sampling error for state
CES data at the supersector level and for metropolitan area CES data
at the total nonfarm level are available on the BLS Web site at

The substate area data published in this release reflect the standards
and definitions established by the U.S. Office of Management and
