REGIONAL AND STATE EMPLOYMENT AND UNEMPLOYMENT: JULY 2005
Regional and state unemployment rates were generally little changed in July. Overall, 32 states registered
over-the-month unemployment rate increases, 10 states and the District of Columbia had decreases, and 8
states had no change, the Bureau of Labor Statistics of the U.S. Department of Labor reported today. Two
of the increases and four of the decreases exceeded 0.4 percentage point. Over the year, jobless rates were
lower in 31 states and the District of Columbia, higher in 16 states, and unchanged in 3 states. In July, the
national unemployment rate was unchanged from June at 5.0 percent, but down 0.5 percentage point over
the year.
Nonfarm payroll employment increased in 34 states over the month, decreased in 14 states and the
District of Columbia, and was unchanged in 2 states. Florida experienced the largest employment gain
(+42,400), followed by California (+29,900), Georgia (+18,600), Arizona (+14,900), Washington
(+12,800), and Texas (+12,600). The largest over-the-month percentage increases in employment were
reported in Arizona, Hawaii, Nevada, and Oregon (+0.6 percent each) and in Florida, Georgia, Utah, and
Washington (+0.5 percent each). The largest employment decreases occurred in Michigan (-16,600), North
Carolina (-7,200), Kansas (-5,000), and Kentucky and South Carolina (-4,500 each). The largest over-themonth percentage losses were reported in Kansas, Michigan, and West Virginia (-0.4 percent each), followed by the District of Columbia, Kentucky, North Carolina, and South Carolina (-0.2 percent each).
Regional Unemployment (Seasonally Adjusted)
The Northeast and South recorded the lowest unemployment rates in July, 4.9 percent each, while the
Midwest again had the highest rate, 5.5 percent. The jobless rate in the West was 5.2 percent. No region
Hurricane Dennis
Hurricane Dennis struck near the beginning of the July reference period, affecting parts of
Alabama, Florida, and Mississippi. BLS examined survey data from the counties in the path of the
storm to ensure that payroll survey responses were at normal levels. Examination of the survey data
suggests that there were no discernable weather-related effects on payroll employment as measured
by the establishment survey. For the storm to have affected payroll employment, people would
have had to have been off work for the entire pay period and not paid for the time missed. (In the
household survey, people who miss work for weather-related events are counted as employed
whether or not they are paid for the time off.)

reported a statistically significant rate change from June. Over the year, all four regions registered significant
unemployment rates decreases: the West (-0.6 percentage point), Northeast (-0.4 point), and Midwest and
South (-0.3 point each). (See table 1.)
Among the nine geographic divisions, the lowest unemployment rates in July were reported in the West
North Central, 4.5 percent, and South Atlantic, 4.6 percent. The highest jobless rates were posted in the
East North Central, 5.9 percent, East South Central, 5.4 percent, and Pacific, 5.3 percent. No division
registered a statistically significant unemployment rate change from June. The Pacific division experienced
the largest rate decline from July 2004 (-0.9 percentage point), followed closely by the West South Central
(-0.8 point). Two other divisions also reported significant over-the-year rate decreases—the Middle Atlantic
(-0.6 percentage point) and West North Central (-0.5 point). No division had a jobless rate increase over
the year.
State Unemployment (Seasonally Adjusted)
In July, Hawaii again reported the lowest state unemployment rate, 2.7 percent. Hawaii has had the
lowest or second lowest jobless rate among the states every month since the beginning of 2004. The next
lowest rates in July were recorded in North Dakota and Virginia, 3.5 percent each, and Minnesota, New
Hampshire, and Vermont, 3.6 percent each. Michigan reported the highest state unemployment rate, 7.0
percent, followed by Alaska and Oregon, 6.6 percent each, and Mississippi, 6.5 percent. The District of
Columbia recorded a jobless rate of 6.7 percent. Overall, 16 states had unemployment rates that were
significantly below the U.S. rate in July, 8 states and the District of Columbia reported measurably higher
rates, and 26 states had rates that were statistically little different from that of the nation. (See tables A
and 3 and chart 1.)
Six states registered over-the-month jobless rate increases that were statistically significant in July—
West Virginia (+0.8 percentage point), Arizona (+0.5 point), North Carolina (+0.4 point), Rhode Island
(+0.3 point), and Nebraska and Nevada (+0.2 point each). Three states had significant unemployment rate
decreases from June—Ohio and Tennessee (-0.5 percentage point each) and California (-0.3 point). The
District of Columbia also had a measurable over-the-month rate decrease (-0.8 percentage point). Fortyone states reported unemployment rates in July that were not appreciably different from those of a month
earlier.
Alabama experienced the largest over-the-year state jobless rate decrease in July (-1.5 percentage
points), followed by California and Texas (-1.1 points each) and Minnesota (-1.0 point). Fifteen additional states recorded statistically significant unemployment rate declines. The District of Columbia also reported a measurable jobless rate decrease from a year ago (-1.6 percentage points). The largest rate increases
from last July were posted by Georgia (+0.7 percentage point), Kentucky (+0.6 point), and Maine and
South Dakota (+0.5 point each). Two additional states reported significant over-the-year rate increases.
(See table B.) Twenty-five states recorded jobless rates that were not appreciably different from those of
July 2004.
Nonfarm Payroll Employment (Seasonally Adjusted)
Between June and July, the measured changes in employment were statistically significant in 10 states.
All registered gains in employment except for Michigan, which reported a loss of 16,600 jobs. States
reporting statistically significant over-the-month increases ranged from Florida, with an increase of 42,400
jobs, to Hawaii, with an increase of 3,800 jobs. (See tables C and 5.)
Over the year, the measured changes in employment were statistically significant in 29 states and the
District of Columbia, with all reporting gains. The largest gains were registered in Florida (+242,700),

California (+189,700), Arizona (+101,300), and Texas (+100,000). Four states and the District of
Columbia experienced statistically significant employment gains that were less than 15,000; New Mexico
(+13,900), the District of Columbia (+11,400), Montana (+8,700), Delaware (+8,500), and Wyoming
(+6,600). (See table D.)

August 31. The Regional and State Employment and Unemployment release for August is scheduled to be
issued on September 16.
Correction of Nonfarm Payroll Employment Data for South Dakota
The total nonfarm and government employment data for South Dakota have been corrected for July 2004. The corrections, generally small, were introduced to reflect more
accurately the employment patterns of teachers in local government education during the
summer months. The July 2004 data shown in tables 5 and 6 of this release incorporate
the corrections.
Use of Error Measures in the Regional and State News Release
With the release of data for January 2005, the Local Area Unemployment Statistics
(LAUS) program introduced several improvements to its methodology. Among these was
the development of model-based error measures for the monthly estimates and the estimates
of over-the-month changes. These error measures allow data users and the Bureau of
Labor Statistics to consider statistical significance when analyzing and describing the LAUS
data. Error measures for the nonfarm payroll employment data had been available prior to
January 2005, although they were not used in the analysis of those data in this release.
The introductory section of this release preserves the long-time practice of highlighting
the direction of the movements in state unemployment rates and state nonfarm payroll
employment regardless of their statistical significance. The remainder of the analysis in the
release takes the statistical significance of monthly and annual changes into consideration.

Technical Note
This release presents labor force and unemployment data for
census regions and divisions, states, and selected substate
areas from the Local Area Unemployment Statistics (LAUS)
program (tables 1-4). Also presented are nonfarm payroll
employment estimates by state and major industry from the
Current Employment Statistics (CES) program (tables 5 and 6).
The LAUS and CES programs are both federal-state cooperative
endeavors.
Labor force and unemployment—from the LAUS
program
Definitions. The labor force and unemployment data are
based on the same concepts and definitions as those used for
the official national estimates obtained from the Current
Population Survey (CPS), a sample survey of households that
is conducted for the Bureau of Labor Statistics (BLS) by the
U.S. Census Bureau. The labor force includes both the
employed and the unemployed. Employed persons are those
who did any work at all for pay or profit in the reference week
(the week including the 12th of the month) or worked 15 hours
or more without pay in a family business or farm, plus those not
working who have a job from which they were temporarily
absent, whether or not paid, for such reasons as labormanagement dispute, illness, or vacation. Unemployed persons
are those who did not work at all (in the reference week), have
actively looked for a job (sometime in the 4-week period ending
with the reference week), and are currently available for work;
persons on layoff expecting recall need not be looking for work
to be counted as unemployed.
Method of estimation. Estimates for all census divisions,
states, the District of Columbia, the Los Angeles-Long BeachGlendale metropolitan division, and New York City are produced
using estimating equations based on regression techniques.
This method, which underwent substantial enhancement at the
beginning of 2005, utilizes data from several sources, including
the CPS, the CES, and state unemployment insurance (UI) data.
Estimates for the six other areas contained in this release use a
different regression approach. A detailed description of the
estimation procedures is available from BLS upon request.
Estimates for census regions are obtained by summing the
model-based estimates for the component divisions and then
calculating the unemployment rate.
Annual revisions. Labor force and unemployment data
shown for the prior year reflect adjustments made at the end of
each year, usually implemented with January estimates. The
adjusted estimates reflect updated population data from the U.S.
Census Bureau, any revisions in the other data sources, and
model reestimation.
Seasonal adjustment. Seasonal adjustment of census
division, state, and substate area model employment and
unemployment levels is performed within the modeling
procedure. The model estimation is based on the classical
approach to seasonal adjustment, in which the series is
decomposed into trend, seasonal, irregular, and survey error.
This directly yields seasonally adjusted estimates for
employment and unemployment levels with reliability measures.
Labor force levels and unemployment rates are calculated from
these two estimates. Additionally, measures for the state of
California are derived by summing the seasonally adjusted
estimates for the Los Angeles-Long Beach-Glendale
metropolitan division and the balance of California, and the
estimates for the State of New York are the sum of the estimates
for New York City and the balance of New York. Labor force
estimates for census regions are calculated as the sum of the
levels of the component divisions, and the unemployment rate
is then calculated. In most years, historical data for the most
recent 5 years are revised near the beginning of each calendar
year, usually coincident with the release of January estimates.
Area definitions. The substate area data published in this
release reflect the standards and definitions established by the
U.S. Office of Management and Budget on February 18, 2004.

Employment—from the CES program
Definitions. Employment data refer to persons on
establishment payrolls who receive pay for any part of the pay
period which includes the 12th of the month. Persons are
counted at their place of work rather than at their place of
residence; those appearing on more than one payroll are
counted on each payroll. Industries are classified on the basis
of their principal activity in accordance with the 2002 version of
the North American Industry Classification System.
Method of estimation. The employment data are estimated
using a “link relative” technique in which a ratio (link relative)
of current-month employment to that of the previous month is
computed from a sample of establishments reporting for both
months. The estimates of employment for the current month are
obtained by multiplying the estimates for the previous month
by these ratios.
Annual revisions. Employment estimates are adjusted
annually to a complete count of jobs, called benchmarks,
derived principally from tax reports which are submitted by
employers who are covered under state unemployment
insurance (UI) laws. The benchmark information is used to adjust the monthly estimates between the new benchmark and the
preceding one and also to establish the level of employment for
the new benchmark month. Thus, the benchmarking process
establishes the level of employment, and the sample is used to
measure the month-to-month changes in the level for the
subsequent months.
Seasonal adjustment. Payroll employment data are
seasonally adjusted at the statewide supersector level. In some
states, the seasonally adjusted payroll employment total is
computed by aggregating the independently adjusted supersector
series. In other states, the seasonally adjusted payroll
employment total is independently adjusted. Revisions of
historical data for the most recent 5 years are made once a year,
coincident with annual benchmark adjustments.
Caution on aggregating state data. State estimation
procedures are designed to produce accurate data for each
individual state. BLS independently develops a national
employment series; state estimates are not forced to sum to
national totals. Because each state series is subject to larger
sampling and nonsampling errors than the national series,
summing them cumulates individual state level errors and can
cause significant distortions at an aggregate level. Due to these
statistical limitations, BLS does not compile a “sum-of-states”
employment series, and cautions users that such a series is
subject to a relatively large and volatile error structure.
Reliability of the estimates
The estimates presented in this release are based on sample
survey, administrative data, and modeling and, thus, are subject
to sampling and other types of errors. Sampling error is a
measure of sampling variability—that is, variation that occurs
by chance because a sample rather than the entire population
is surveyed. Survey data also are subject to nonsampling errors,
such as those which can be introduced into the data collection
and processing operations. Estimates not directly derived from
sample surveys are subject to additional errors resulting from
the specific estimation processes used. The sums of individual
items may not always equal the totals shown in the same tables
because of rounding. With respect to the LAUS program,
unemployment rates are computed from unrounded data rather
than from data that may be displayed in the tables; differences,
however, are generally insignificant.
Labor force and unemployment estimates. Model-based
error measures for both seasonally adjusted and not seasonally
adjusted data, and for over-the-month change, are available on
the BLS Web site at http://www.bls.gov/lau/lastderr.htm. BLS
uses a 90-percent confidence level in determining whether
changes in LAUS unemployment rates are statistically
significant. The average magnitude of the over-the-month
change in a state unemployment rate that is required in order to
be statistically significant at the 90-percent confidence level is
slightly more than +/- 0.3 percentage point. More details can be
found on the Web site. Measures of nonsampling error are not
available, but additional information on the subject is provided in
the BLS monthly periodical, Employment and Earnings.
Employment estimates. Measures of sampling error for state
CES data at the total nonfarm and supersector level and for
metropolitan area CES data at the total nonfarm level are
available on the BLS Web site at http://www.bls.gov/sae/
790stderr.htm. BLS uses a 90-percent confidence level in
determining whether changes in CES employment levels are
statistically significant. Information on recent benchmark
