REGIONAL AND STATE EMPLOYMENT AND UNEMPLOYMENT: JUNE 2008
Regional and state unemployment rates were generally little changed in June. Overall, 24 states
recorded over-the- month unemployment rate increases, 16 states and the District of Columbia registered
decreases, and 10 states had no change, the Bureau of Labor Statistics of the U.S. Department of Labor
reported today. Over the year, jobless rates were up in 45 states and the District of Columbia, down in 4
states, and unchanged in 1 state. The national unemployment rate was unchanged in June at 5.5 percent
but was up from 4.6 percent a year earlier.
From May to June, nonfarm payroll employment increased in 30 states and the District of Columbia
and decreased in 20 states. The largest over-the- month increases in the level of employment occurred in
Texas (+47,700), Michigan (+16,700), Wisconsin (+8,200), Ohio (+7,900), Oklahoma (+7,700), and
New York (+7,300). Montana recorded the largest over-the- month percentage increase in employment
(+0.6 percent), followed by Oklahoma and Texas (+0.5 percent each), Alaska and Michigan (+0.4
percent each), and Delaware, the District of Columbia, Louisiana, and Wisconsin (+0.3 percent each).
The largest over-the- month employment decreases occurred in Florida (-22,300), Georgia (-14,400),
California (-12,800), Arizona (-7,600), and Illinois (-6,100). Kansas and Mississippi (-0.4 percent each)
experienced the largest over-the- month percentage decreases in employment, followed by Arizona,
Florida, Georgia, and Utah (-0.3 percent each) and Iowa, Kentucky, Nevada, and North Dakota (-0.2
percent each). Over the year, nonfarm employment increased in 33 states and the District of Columbia,
decreased in 16 states, and was unchanged in 1 state. The largest over-the- year percentage increases in
employment occurred in Wyoming (+2.7 percent), Texas (+2.4 percent), Montana (+2.2 percent), the
District of Columbia (+1.8 percent), Louisiana (+1.7 percent), New Hampshire (+1.5 percent), and
Colorado and Oklahoma (+1.4 percent each). Rhode Island recorded the largest over-the-year
percentage decrease in employment (-2.4 percent), followed by Michigan (-1.1 percent), Florida (-1.0
percent), Arizona (-0.9 percent), Nevada and Tennessee (-0.5 percent each), and New Jersey and
Wisconsin (-0.4 percent each).
Regional Unemployment (Seasonally Adjusted)
In June, the Midwest and West regions again registered the highest jobless rates, 6.1 and 5.9
percent, respectively. The South and Northeast continued to report the lowest rates, 5.1 and 5.3 percent,
respectively. No region had a statistically significant rate change from May. All four regions registered
significant unemployment rate increases from June 2007: the West (+1.3 percentage points), Midwest
and Northeast (+0.9 point each), and South (+0.8 point). (See table 1.)

Among the nine geographic divisions, the East North Central registered the highest jobless rate in
June 2008, 6.7 percent, followed by the Pacific at 6.5 percent, and the East South Central at 6.1 percent.
The West South Central recorded the lowest rate, 4.3 percent. The Mountain was the only division that
posted a statistically significant over-the- month rate change (+0.3 percentage point). The East South
Central and Pacific recorded the largest over-the- year unemployment rate increases (+1.4 percentage
points each), followed by the Mountain and South Atlantic (+1.2 points each) and the East North Central
(+1.1 points). Three of the remaining 4 divisions also registered statistically significant rate increases
from a year earlier. Only the West South Central did not have a statistically significant rate change from
June 2007.
State Unemployment (Seasonally Adjusted)
In June 2008, Michigan continued to report the highest jobless rate, 8.5 percent. Rhode Island, at
7.5 percent, was the only other state to register a rate of 7.0 percent or higher. South Dakota recorded
the lowest unemployment rate, 2.8 percent, followed by North Dakota, Utah, and Wyoming at 3.2
percent each, and Nebraska at 3.3 percent. Overall, 9 states recorded significantly higher jobless rates
than the U.S., 20 states registered measurably lower rates, and 21 states and the District of Columbia had
rates little different from that of the nation. (See tables A and 3 and chart 1.)
Six states reported statistically significant over-the- month jobless rate increases in June: Indiana
(+0.5 percentage point), Arizona and Illinois (+0.4 point each), Massachusetts (+0.3 point), and Idaho
and Nevada (+0.2 point each). Kansas registered the only significant rate decrease from the prior month
(-0.3 percentage point). The remaining 43 states and the District of Columbia recorded June
unemployment rates that were not appreciably different from those of May, though some had changes
that were at least as large numerically as the statistically significant changes.
Rhode Island registered the largest jobless rate increase from June 2007 (+2.5 percentage points).
Nineteen other states reported rate increases of 1.0 percentage point or more. Seventeen additional
states and the District of Columbia had smaller, but also statistically significant, rate increases.
Oklahoma again recorded the largest over-the-year unemployment rate decrease (-0.5 percentage point).
The only other state to post a significant rate decrease was Arkansas (-0.4 percentage point). The
remaining 11 states recorded June 2008 jobless rates that were not appreciably different from those of a
year earlier. (See table B.)
Nonfarm Payroll Employment (Seasonally Adjusted)
Between May and June 2008, four states recorded statistically significant changes in employment.
The statistically significant job gains occurred in Texas (+47,700), Michigan (+16,700), and Oklahoma
(+7,700), while Georgia had a statistically significant decrease in employment (-14,400). (See tables C
and 5.)
Over the year, seven states experienced statistically significant changes in employment. The
statistically significant job gains occurred in Texas (+245,000), Washington (+35,500), Colorado

(+32,200), and Wyoming (+7,800). The statistically significant over-the- year decreases occurred in
Florida (-78,100), Michigan (-48,600), and Rhode Island (-11,900). (See table D.)

The Metropolitan Area Employment and Unemployment release for June is scheduled to be issued
on Wednesday, July 30. The Regional and State Employment and Unemployment release for July is
scheduled to be issued on Friday, August 15.
Hurricane Katrina
For June, BLS and its state partners continued to make modifications to the usual
estimation procedures for the LAUS program to reflect the impact of Hurricane Katrina
on the labor force statistics in affected areas. These modifications included: (1) modifying the state population controls to account for displacement due to Katrina; (2) developing labor force estimates for the New Orleans-Metairie-Kenner metropolitan area
using an alternative to the model-based method; and (3) not publishing labor force estimates for the months immediately following the hurricane for the parishes within the
New Orleans-Metairie-Kenner metropolitan area and cities within those parishes, where
the quality of input data was severely compromised by the hurricane.

Corrections to Current Population Survey Input Data
The estimates for May 2008 in tables 1 through 4 of this release reflect minor
corrections to input data from the Current Population Survey (CPS). The impact of the
CPS input data corrections on estimates for census regions and divisions, which are not
subject to monthly revisions, was so small that the changes to the estimates previously
published in tables 1 and 2 of the May 2008 release only affected rounding of the last
digit displayed for three estimates of levels; no published rates were impacted. The
affected estimates appear in tables 1 and 2 of this release and are designated by a “c.”
The CPS input data corrections did not affect the analysis in this release nor any of
the establishment survey data shown in table s 5 and 6 of this release. In addition, the
analysis in the May 2008 release would not have been different in the absence of the
errors.
Midwest Floods
The Midwest floods and the resulting evacuations that occurred in June had no
discernable impact on the statewide employment and unemployment estimates for the
month.

Technical Note
This release presents labor force and unemployment data for
census regions and divisions, states, and selected substate
areas from the Local Area Unemployment Statistics (LAUS)
program (tables 1-4). Also presented are nonfarm payroll
employment estimates by state and major industry from the
Current Employment Statistics (CES) program (tables 5 and 6).
The LAUS and CES programs are both federal-state cooperative
endeavors.
Labor force and unemployment—from the LAUS
program
Definitions. The labor force and unemployment data are
based on the same concepts and definitions as those used for
the official national estimates obtained from the Current
Population Survey (CPS), a sample survey of households that
is conducted for the Bureau of Labor Statistics (BLS) by the
U.S. Census Bureau. The labor force includes both the
employed and the unemployed. Employed persons are those
who did any work at all for pay or profit in the reference week
(the week including the 12th of the month) or worked 15 hours
or more without pay in a family business or farm, plus those not
working who had a job from which they were temporarily absent,
whether or not paid, for such reasons as labor-management
dispute, illness, or vacation. Unemployed persons are those
who did not work at all (in the reference week), had actively
looked for a job (sometime in the 4-week period ending with the
reference week), and were currently available for work; persons
on layoff expecting recall need not be looking for work to be
counted as unemployed.
Method of estimation. Estimates for all census divisions,
states, the District of Columbia, the Los Angeles-Long BeachGlendale metropolitan division, and New York City are produced
using estimating equations based on regression techniques.
This method, which underwent substantial enhancement at the
beginning of 2005, utilizes data from several sources, including
the CPS, the CES, and state unemployment insurance (UI) data.
Estimates for the six other areas contained in this release use a
different regression approach. A detailed description of the
estimation procedures is available from BLS upon request.
Estimates for census regions are obtained by summing the
model-based estimates for the component divisions and then
calculating the unemployment rate.
Annual revisions. Labor force and unemployment data
shown for the prior year reflect adjustments made at the end of
each year, usually implemented with January estimates. The
adjusted estimates reflect updated population data from the U.S.
Census Bureau, any revisions in the other data sources, and
model reestimation.
Seasonal adjustment. Seasonal adjustment of census
division, state, and substate area model employment and
unemployment levels is performed within the modeling
procedure. The model estimation is based on the classical
approach to seasonal adjustment, in which the series is
decomposed into trend, seasonal, irregular, and survey error.
This directly yields seasonally adjusted estimates for
employment and unemployment levels with reliability measures.
Labor force levels and unemployment rates are calculated from
these two estimates. Additionally, measures for the state of
California are derived by summing the seasonally adjusted
estimates for the Los Angeles-Long Beach-Glendale
metropolitan division and the balance of California, and the
estimates for the state of New York are the sum of the estimates
for New York City and the balance of New York. Labor force
estimates for census regions are calculated as the sum of the
levels of the component divisions, and the unemployment rate
is then calculated. In most years, historical data for the most
recent 5 years are revised near the beginning of each calendar
year, usually coincident with the release of January estimates.
Area definitions. The substate area data published in this
release reflect the standards and definitions established by the
U.S. Office of Management and Budget on November 20, 2007.

Employment—from the CES program
Definitions. Employment data refer to persons on
establishment payrolls who receive pay for any part of the
pay period that includes the 12th of the month. Persons
are counted at their place of work rather than at their
place of residence; those appearing on more than one payroll are counted on each payroll. Industries are classified on the
basis of their principal activity in accordance with the 2007
version of the North American Industry Classification
System.
Method of estimation. The employment data are estimated
using a “link relative” technique in which a ratio (link relative)
of current-month employment to that of the previous month is
computed from a sample of establishments reporting for both
months. The estimates of employment for the current month are
obtained by multiplying the estimates for the previous month
by these ratios. Small-domain models are used as the official
estimators for the approximately 39 percent of CES published
series which have insufficient sample for direct sample-based
estimates.
Annual revisions. Employment estimates are adjusted
annually to a complete count of jobs, called benchmarks,
derived principally from tax reports that are submitted by
employers who are covered under state unemployment
insurance (UI) laws. The benchmark information is used to ad-
just the monthly estimates between the new benchmark and the
preceding one and also to establish the level of employment for
the new benchmark month. Thus, the benchmarking process
establishes the level of employment, and the sample is used to
measure the month-to-month changes in the level for the
subsequent months.
Seasonal adjustment. Payroll employment data are
seasonally adjusted at the statewide supersector level. In some
states, the seasonally adjusted payroll employment total is
computed by aggregating the independently adjusted supersector
series. In other states, the seasonally adjusted payroll
employment total is independently adjusted. Revisions of
historical data for the most recent 5 years are made once a year,
coincident with annual benchmark adjustments.
Caution on aggregating state data. State estimation
procedures are designed to produce accurate data for each
individual state. BLS independently develops a national
employment series; state estimates are not forced to sum to
national totals. Because each state series is subject to larger
sampling and nonsampling errors than the national series,
summing them cumulates individual state level errors and
can cause significant distortions at an aggregate level. Due
to these statistical limitations, BLS does not compile a “sumof-states” employment series, and cautions users that such a
series is subject to a relatively large and volatile error structure.
Reliability of the estimates
The estimates presented in this release are based on sample
survey, administrative data, and modeling and, thus, are subject
to sampling and other types of errors. Sampling error is a
measure of sampling variability—that is, variation that occurs
by chance because a sample rather than the entire population
is surveyed. Survey data also are subject to nonsampling errors,
such as those which can be introduced into the data collection
and processing operations. Estimates not directly derived from
sample surveys are subject to additional errors resulting from
the specific estimation processes used. The sums of individual
items may not always equal the totals shown in the same tables
because of rounding. With respect to the LAUS program,
unemployment rates are computed from unrounded data rather
than from data that may be displayed in the tables; differences,
however, are generally insignificant.
Use of error measures. In 2005, the Local Area Unemployment Statistics (LAUS) program introduced several
improvements to its methodology. Among these was the
development of model-based error measures for the monthly
estimates and the estimates of over-the-month changes. The
introductory section of this release preserves the long-time
practice of highlighting the direction of the movements in
regional and state unemployment rates and state nonfarm
payroll employment regardless of their statistical significance.
The remainder of the analysis in the release takes the statistical
significance of monthly and annual changes into consideration.
Labor force and unemployment estimates. Model-based
error measures for both seasonally adjusted and not seasonally
adjusted data, and for over-the-month change, are available on
the BLS Web site at http://www.bls.gov/lau/lastderr.htm. BLS
uses a 90-percent confidence level in determining whether
changes in LAUS unemployment rates are statistically
significant. The average magnitude of the over-the-month
change in a state unemployment rate that is required in order to
be statistically significant at the 90-percent confidence level is
between 0.3 and 0.4 percentage point. More details can be found
on the Web site. Measures of nonsampling error are not available,
but additional information on the subject is provided in
Employment and Earnings Online at http://www.bls.gov/opub/

Employment estimates. Measures of sampling error for state
CES data at the total nonfarm and supersector level and for
metropolitan area CES data at the total nonfarm level are
available on the BLS Web site at http://www.bls.gov/sae/
790stderr.htm. BLS uses a 90-percent confidence level in
determining whether changes in CES employment levels are
statistically significant. Information on recent benchmark
