Twenty-eight states had unemployment rate decreases from September, 11 states and the District of Columbia had increases, and 11 states had no change, the U.S. Bureau of Labor Statistics reported today. Thirty-eight states had unemployment rate decreases from a year earlier, 10 states and the District of Columbia had increases, and 2 states had no change. The national jobless rate was little changed from September at 7.3 percent and was 0.6 percentage point lower than in October 2012. In October 2013, nonfarm payroll employment increased in 34 states, decreased in 15 states, and was unchanged in the District of Columbia and Pennsylvania. The largest over-the-month increases in employment occurred in Florida (+44,600), California (+39,800), and North Carolina (+22,200). The largest over-the-month decrease in employment occurred in Kentucky (-12,600), followed by Washington (-8,100), New Jersey (-5,500), and Virginia (-5,400). The largest over-the-month percentage increase in employment occurred in Wyoming (+1.0 percent), followed by Delaware, Florida, and Nevada (+0.6 percent each). The largest over-the-month percentage decline in employment occurred in Kentucky (-0.7 percent), followed by South Dakota (-0.6 percent) and Washington (-0.3 percent). Over the year, nonfarm employment increased in 49 states and decreased in Alaska (-0.9 percent) and the District of Columbia (-0.1 percent). The largest over-the-year percentage increase occurred in North Dakota (+3.5 percent), followed by Florida (+2.5 percent) and Idaho and Texas (+2.4 percent each). Regional Unemployment (Seasonally Adjusted) In October, the West continued to have the highest regional unemployment rate, 7.8 percent, while the South had the lowest rate, 6.9 percent. Over the month, only the South had a statistically significant unemployment rate change (-0.1 percentage point). Significant over-the-year rate changes occurred in three regions: the West (-1.1 percentage points) and Northeast and South (-0.6 point each). (See table 1.) Among the nine geographic divisions, the Pacific had the highest jobless rate, 8.2 percent in October. The West North Central again had the lowest rate, 5.1 percent. Two divisions had statistically significant over-the-month unemployment rate changes: the West North Central (-0.3 percentage point) and South Atlantic (-0.2 point). Three divisions had significant rate changes from a year earlier: the Pacific (-1.3 percentage points), South Atlantic (-1.0 point), and Middle Atlantic (-0.7 point). State Unemployment (Seasonally Adjusted) Nevada had the highest unemployment rate among the states in October, 9.3 percent. The next highest rates were in Rhode Island, 9.2 percent, and Michigan, 9.0 percent. North Dakota continued to have the lowest jobless rate, 2.7 percent. In total, 17 states had jobless rates significantly lower than the U.S. figure of 7.3 percent, 9 states and the District of Columbia had measurably higher rates, and 24 states had rates that were not appreciably different from that of the nation. (See tables A and 3 and chart 1.) Eleven states had statistically significant over-the-month unemployment rate decreases in October, the largest of which occurred in Missouri and South Carolina (-0.4 percentage point each). The District of Columbia had the only significant unemployment rate increase over the month (+0.3 percentage point). The remaining 39 states had jobless rates that were not measurably different from those of a month earlier, though some had changes that were at least as large numerically as the significant changes. (See table B.) Thirteen states had statistically significant unemployment rate changes from October 2012, all of which were declines. The largest of these occurred in Florida (-1.5 percentage points), followed by California and North Carolina (-1.4 points each). (See table C.) Nonfarm Payroll Employment (Seasonally Adjusted) In October 2013, 18 states had statistically significant over-the-month changes in employment, 15 of which were increases. The largest statistically significant job gains occurred in Florida (+44,600), California (+39,800), and North Carolina (+22,200). The three statistically significant job decreases occurred in Kentucky (-12,600), Washington (-8,100), and South Dakota (-2,600). (See tables D and 5.) Over the year, 29 states had statistically significant changes in employment, all of which were positive. The largest over-the-year job increase occurred in Texas (+267,400), followed by California (+207,300) and Florida (+182,200). The Regional and State Employment and Unemployment news release for November is scheduled to be released on Friday, December 20, 2013, at 10:00 a.m. (EST). -2- Partial Federal Government Shutdown Bureau of Labor Statistics data collection, analysis, and dissemination activities were suspended from October 1, 2013, through October 16, 2013, due to the partial shutdown of the federal government. The Regional and State Employment and Unemployment news release for September 2013, which had been scheduled for October 22, 2013, was cancelled due to the lack of adequate processing time upon resumption of operations. Subnational employment and unemployment estimates for the latest month are generally preliminary, subject to revision the following month. With the publication of this news release highlighting preliminary data for October 2013, estimates for September 2013 are being issued for the first time. These September estimates will not be subject to further updating until early 2014, per our usual annual revision activities. A summary of the final data from September 2013 is included in the second box note in this news release. Revised data for August 2013, which would have been issued in the news release for September 2013, are included in this release. The civilian labor force and unemployment data in this news release are model-based estimates consistent with the household data from the Current Population Survey, while the nonfarm payroll employment data come from the Current Employment Statistics survey of business establishments. Information on the impact of the partial federal government shutdown on these surveys is available at www.bls.gov/bls/shutdown_2013_empsit_qa.pdf. -3- Retrospective Summary of September 2013 State Employment and Unemployment In September, 33 states and the District of Columbia had unemployment rate decreases, 4 states had increases, and 13 states had no change. Nonfarm payroll employment increased in 26 states and the District of Columbia and decreased in 24 states. State Unemployment (Seasonally Adjusted) — September Nevada had the highest unemployment rate among the states in September, 9.4 percent. North Dakota continued to have the lowest jobless rate, 2.8 percent. The largest over-themonth unemployment rate declines occurred in Georgia and North Carolina (-0.4 percentage point each). Statistically significant rate declines also occurred in Delaware, Indiana, Maryland, and Missouri (-0.3 percentage point each) and Florida and North Dakota (-0.2 point each). The remaining 42 states and the District of Columbia had jobless rates that were not measurably different from those of a month earlier, though some had changes that were at least as large numerically as the significant changes. Nonfarm Payroll Employment (Seasonally Adjusted) — September The largest over-the-month increases in employment occurred in Texas (+36,400), Florida (+21,600), and New York (+16,600). The largest over-the-month decreases in employment occurred in Alabama (-11,500) and Indiana (-9,600). The largest over-themonth percentage increases in employment occurred in Hawaii and North Dakota (+0.9 percent each), followed by the District of Columbia (+0.7 percent). The largest over-themonth percentage decline in employment occurred in Wyoming (-1.0 percent), followed by Nevada (-0.8 percent). Over the year, nonfarm employment increased in 48 states and the District of Columbia and decreased in 2 states. Also presented are nonfarm payroll employment estimates by state and i ndustry supersector from the Current Employment Statistics (CES) program (tables 5 and 6). The LAUS and CES programs are both federal-state cooperative endeavors. Labor force and unemployment—from the LAUS program Definitions. The labor force and unemployment data are based on the same concepts and definitions as those used for the official national estimates obtained from the Current Population Survey (CPS), a sample survey of households that is conducted for the Bureau of Labor Statistics (BLS) by the U.S. Census Bureau. The LAUS program measures employment and unemployment on a place-of-residence basis. The universe for each is the civilian noninstitutional population 16 years of age and over. Employed persons are those who did any work at al l for pay or profit in the reference week (the week including the 12th of the month) or worked 15 hours or more without pay in a family business or farm, plus those not working who had a job from which they were t emporarily absent, whether or not paid, for such reasons as bad weather, labor-management dispute, illness, or vacation. Unemployed persons are t hose who were not employed during the reference week (based on the d efinition above), had actively looked for a job sometime in the 4-week period ending with the reference week, and were currently available for work; persons on layoff expecting recall need not be looking for work to be c ounted as u nemployed. The labor force is th e sum of em ployed and unemployed persons. The unemployment rate is th e number of unemployed as a p ercent of th e labor force. Method of estimation. Estimates for 4 8 of the 50 states, the District of Colu mbia, the Los Ang eles-Long Beach-Glendale metropolitan division, New York City, and the balances of California and New York State are produc ed using estimating equations based on re gression techniques. This method, which underwent substantial enhancement at the beginning of 2005, utilizes data from sev eral sources, including the CPS, the CES, and state unemployment insurance (UI) programs. Estimates for the state of California are derived by summing the estimates for t he Los AngelesLong Beach-Glendale metropolitan division and the balance of California. Similarly, estimates for New York State are derived by summing the estimates for New York City and the balance of Ne w York State. Estimates for all n ine census divisions and the five additional substate areas con tained in this release (the Cleveland-Elyria-Mentor and DetroitWarren-Livonia metropolitan areas and the Ch icago-JolietNaperville, Miami-Miami Beach-Kendall, and SeattleBellevue-Everett metropolitan divisions) and their respective balances of state are base d on a similar regression approach that does not incorporate CES or UI data. Estimates for census regions are obtained by summing the model-based estimates for t he component divisions and then calculating the unemployment rate. Each month, census division estimates are controlled to national totals; state estimates are then controlled to their respective division totals. Substate and balance-of-state estimates for the five areas noted above are controlled to their respective state to tals. Estimates for Puerto Rico are deri ved from a monthly household survey similar to the CPS. A d etailed description of the estimation procedures is available from BLS upon request. Annual revisions. Labor force and unemployment data for prior years reflect ad justments made at the end of each year. The adjusted estim ates reflect updated population data from the U.S. Census Bureau, any revisions in the other data sources, and model reestimation. In most years, historical data for the most recent five years (both seasonally adjusted and not seasonally adjusted) are revised near the beginning of each calendar year, prior to the release of January estimates. Seasonal adjustment. The LAUS program introduced smoothed seasonally adjusted (SSA) estimates in January 2010. These are seasonally adjuste d data that have incorporated a long-run trend smoothing procedure, resulting in estimates that are less volatile than those previously produced. The estimates are sm oothed using a He nderson Trend Filter (H13). The H13 uses a filtering procedure, based on moving averages, to remove the irregular fluctuations from the seasonally adjusted series, leav ing the trend. The substate area data published in this release reflect th e standards and definitions established by the U.S. Office of Management and Budget on December 1, 2009. A detailed list of the geographic definitions is available online at www.bls.gov/lau/lausmsa.htm. Employment—from the CES program Definitions. Employment data refer to persons on establishment payrolls who receive pay for any part of the pay period that includes the 12th of the month. Persons are counted at the ir place of work rather than at their place of residence; those appearing on more than one payroll are counted on each payroll. Industries are classified on the basis of their principal activity in accordance with the 2012 version of the North American Industry Classification System. Method of estimation. CES State and Are a employment data are produced using several estimation procedures. Where possible these data are produced using a "weighted link relative" estimation technique in which a ratio of current-month weighted employment to that of the previous-month weighted employment is computed from a sample of est ablishments reporting for both months. The estimates of em ployment for the current month are t hen obtained by multiplying these ratios by the previous month’s employment estimates. The weighted link relative technique is utilized for data series where the sample size meets certain statistical criteria. For some employment series, relativ ely small sample sizes limit the reliability of the weighted link-relative estimates. In these cases, B LS uses t he CES sm all domain model (SDM) to generate employment estimates. The SDM combines the direct sample estimates (described above) and forecasts of historical (be nchmarked) data to decrea se the volatility of the esti mates. With the Jan uary 2013 estimates published on March 18, 2013, BLS will refine the SDM methodology to incorporate more real-time information in the model. For more detailed information about the CES sm all domain model, refer to the BLS Handbook of Methods. Annual revisions. Employment estimates are adjusted annually to a co mplete count of jobs, called benchmarks, derived principally from tax reports that are su bmitted by employers who are covered under state unemployment insurance (UI) laws. The benchmark information is used to adjust the monthly estimates between the new benchmark and the preceding one and al so to establi sh the level of employment for the new benchmark month. Thus, the benchmarking process establishes the level of employment, and the sample is used t o measure the month-to-month changes in the level for the subsequent months. Seasonal adjustment. Payroll employment data are seasonally adjusted at the statewide supersector level. In some states, the seasonally adjusted payroll employment total is computed by aggregating the independently adjusted supersector series. In othe r states, the seasonally adjusted payroll employment total is ind ependently adjusted. Revisions of historical data for the m ost recent 5 years are m ade once a year, coincident with annual benchmark adjustments. Caution on aggregating state data. State estimation procedures are designed to produce accurate data for each individual state. B LS independently develops a national employment series; state estim ates are not forced t o sum to national totals. Because each state series is subject to larger sampling and nonsampling errors than the national series, summing them cumulates individual state level errors and can cause significant distortions at an aggre gate level. Due to these statistical limitations, BLS does not compile a "sum-ofstates" employment series, and cautions users that such a series is su bject to a relat ively large and volatile error structure. Reliability of the estimates The estimates presented in this release are base d on sample surveys, administrative data, and modeling and, thus, are subject to sampling and other types of errors. Sampling error is a m easure of sampling variability—that is, variation that occurs by chance because a sample rather than the entire population is su rveyed. Survey data also are s ubject to nonsampling errors, such as those which can be i ntroduced into the data collection and processing operations. Estimates not directly derived from sample surveys are su bject to additional errors resulting from the specific estimation processes used. The sums of individual items may not always equal the tot als shown in the sa me tables because of rounding. Unemployment rates are com puted from unrounded data and t hus may differ slightly from rates computed using the rounded data displayed in the tables. Use of error measures. In 2005, the LAUS program introduced several improvements to its methodology. Among these were the development of model-based error measures for the monthly estimates and t he estimates of over-themonth changes. The introductory section of this release preserves the long-time practice of highlighting the direction of the movements in regional and state unemployment rates and state nonfarm payroll employment regardless of their statistical significance. T he remainder of the analysis in t he release takes statistical significance into consideration. Labor force and unemployment estimates. Modelbased error measures for seasonally adjuste d and not seasonally adjusted data an d for over-the-month and overthe-year changes are available online at www.bls.gov/lau/lastderr.htm. BLS uses a 90- percent confidence level in determining whether changes in LAUS unemployment rates are statistically significant. T he average magnitude of the current year over-the-month change in a state unemployment rate th at is requ ired for statistical significance at the 90-percent confidence level is just over 0.2 percentage point; the average amount of the current over-theyear change in a state rate for significance is about 0.9 point. More details can be found on the website. Measures of nonsampling error are not available. Employment estimates. Measures of sampling error for state CES data at the total nonfarm and supersector levels are available online at www.bls.gov/sae/790stderr.htm. BLS uses a 90-percent confidence level in determining whether changes in CES employment levels are statistically significant.
