Those committees are Research and Monitoring, Education and Outreach, and Best Management Practices. (A list of committee chairs and participants follows.) Due to scheduling difficulties, input from some participants was acquired on a one-on-one basis. The committee recommendations presented in this draft action plan were reached by consensus, or the "collective agreement" of each group, although some opinions may vary among individuals. The TIP coordinator and the committee chairs were present at all of the committee meetings and have attempted to reflect the opinions of the groups in this draft plan. However, the plan is a living document and the committee chairs have added some items that were not discussed at the committee meetings. Staff has attempted to keep the format of the plan as simple as possible. Verbiage is minimal. At a TIP meeting scheduled on July 24, committee chairs will explain each item in the plan and respond to questions from the Executive Committee. Although this is a draft plan, staff requests that the Executive Committee consider authorizing expenditures for several items immediately. These are listed as “priority items” in the plan’s expenditures summary. The budget reflects proposed expenditures from the “TIP Fund” which is based on the pledge of the Suwannee River Water Management District of $750,000 over a three-year period. The District has budgeted $450,000 in support of TIP for FY 2008-09. Potential specific funding sources from other agencies also are shown. It is anticipated that many activities can be accomplished within existing, general agency budgets. 2 ICHETUCKNEE PARTNERSHIP RESEARCH & MONITORING ACTION PLAN Activity Year of Completion Complete Floridan Aquifer Vulnerability Assessment (FAVA) for Columbia County 2009 Update Nutrient Sources and Loading Assessment 2009 Initiate a cooperative project for developing springs friendly fertilizers 2009 Update springshed land use maps for use in Nutrient Loading Assessment 2009 Update fertilizer application data for use in nutrient loading assessment Update Ichetucknee Springshed Map 2009 Complete Minimum Flows and Levels Technical Report for the Ichetucknee River Complete Population and Water Use Projections for use in water supply planning Complete annotated Bibliography of Research and data collection projects in the springshed Continue ground water and surface water Quality Monitoring in the springshed, springs and river Continue Discharge Monitoring of springs and the river Continue Biological Monitoring of flora and fauna in the springs and river Complete Annual Report on the Environmental Status of Ichetucknee Springshed Evaluate Status of Nitrogen Soil Storage characteristics 2010 Agency/ Organization Funding Sources SRWMD DEP CC LC SRWMD USGS DACS $45,000 $35,000 (DEP) SRWMD IFAS DACS FFAA SRWMD DACS IFAS CC LC DACS $30,000 $35,000 $10,000 (USGS) Agency Budgets Agency Budget 2009 SRWMD DEP SRWMD Agency Budget 2009 SRWMD Agency Budget 2009 SRWMD Agency Budget Ongoing DEP SRWMD Agency Budget Ongoing DEP SRWMD DEP SRWMD WMD DEP Agency Budget Ongoing 2009-2011 2010 * Red highlight indicates TIP funding. 3 USGS $10,000 Agency Budget Agency Budgets $30,000 $12,000 (USGS) ICHETUCKNEE PARTNERSHIP RESEARCH & MONITORING ACTION PLAN Activity Year of Completion Complete Annual Report on Water Use in the Springshed Monitor Agricultural Water Use to encourage water conservation Compile information on methods and strategies for improving on-site sewage disposal systems 2009-2011 2009-2011 2009 * Red highlight indicates TIP funding. 4 Agency/ Organization Funding Sources SRWMD DEP SRWMD SRP/DACS DOH Agency Budgets Agency Budget Agency Budget TIP Budget Non-TIP Budget TOTAL $150,000 $ 57,000 $207,000 ICHETUCKNEE PARTNERSHIP BEST MANAGEMENT PRACTICES – AGRICULTURE ACTION PLAN Activity Year of Completion Mapping: Create map showing current Suwannee River Partnership (SRP) participants within the Ichetucknee springshed. 2008-09 SRP/SRWMD Agency Budgets 2008-09 SRP/SRWMD Agency Budgets 2008-09 DACS SRP SRWMD $150,000 2009-10 SRP/IFAS $10,000 2009-10 SRP/IFAS $2,000 2009-10 SRP Agency Budgets TIP Budget Non-TIP Budget TOTAL $160,000 $ 2,000 $162,000 Include crop, forage, irrigation, cattle and poultry producers, including the following information: – Notice of Intent parcel acres – Retrofitted pivots – Crop tools participants Outreach: Identify and contact nonparticipating agricultural operations* within the springshed and encourage them to implement SRP/TIP best management practices (BMPs). *Crop, beef cattle, nurseries, horses, goats, etc. Program Development: Develop a cost-share program to encourage use of karst-specific BMPs in the Ichetucknee springshed. – Determine BMPs available – Determine cost share available – Provide/disburse the funding Education: Establish a progressive demonstration farm in the springshed Education: Conduct a crop management workshop in the springshed Recognition: Institute a recognition program for participating agricultural operations through the CARES (County Alliance for Responsible Environmental Stewardship) program. * Red highlight indicates TIP funding. 5 Agency/ Organization Funding Sources ICHETUCKNEE PARTNERSHIP BEST MANAGEMENT PRACTICES NON-AGRICULTURAL/URBAN ACTION PLAN Activity Year of Completion Land Use Planning: – Evaluate plans, codes and ordinances for potential revisions to include low-impact development standards – Offer incentives to encourage use of low-impact, conservation standards and practices BMP Development: Develop karstspecific module for Low-impact Development principles & practices BMP Development: Develop and implement fertilizer and irrigation BMPs for golf courses 2009-10 County City SRWMD Agency Budgets 2008-09 SRWMD IFAS $15,000 2008-09 Agency Budgets Education: Host a Low-impact Development workshop in Columbia County for: – Local governments – Developers – Realtors Education & Outreach: Develop a cooperative program with Florida Yards & Neighborhoods (FYN) to host educational workshops; Committee recommendations are reflected in the Action Plan and Budget. • Meeting Notices – Notice of the July 24 Executive Committee meeting was published in the Florida Administrative Weekly (FAW). The meeting notice was also submitted for publication to the Lake City Reporter, Lake City Journal and the Columbia County Library Community Calendar (cable). Future meetings will be publicized likewise. • Mascot – Graphic artist is completing revisions to mascot illustrations. Final drafts should be ready for Exec. Comm. consideration at August meeting. • Website – TIP website is being designed, produced and hosted in-house by the SRWMD, at least for the first year, resulting in a substantial cost savings to TIP. The only startup costs will be for purchase and registration of domain names, and for web hosting, for a total cost of approximately $200. TIP has purchased the domain names ichetuckneeforever and ichetuckneefriendly, with the .com, .org and .net extensions. Work is underway on page design, navigation, written text, photo placement, links, a resource library, and other content. Projected launch date is mid-August. • Radio PSAs – Production of TIP’s first 30-second public service announcement is underway and should be completed by mid-August. The first PSA will introduce the public to TIP, creating awareness and name recognition. TIP coordinator is negotiating purchase of air time with local stations for the initial PSA as well as future 30-second spots. TIP coordinator has drafted additional PSAs with messages about water conservation and proper use of fertilizer, and will pursue several possible options for production assistance. • Low-Impact Development Workshop for local governments, builders, realtors, and others in Columbia County is being organized for early 2009. • Speakers Bureau – General information PowerPoint presentation is being revised to reflect TIP’s new Action Plan and Budget. TIP coordinator will schedule monthly presentations to civic organizations and other groups. • Brochures – TIP is working with Florida Yards and Neighborhoods to revise a Florida-Friendly Landscape brochure for distribution within the Ichetucknee springshed. 11
