Meeting began at 9 a.m. Roll was called and minutes from last meeting were
approved.
Discussion – and in some cases committee recommendations – occurred for the
following agenda items:
Public Noticing of TIP Meetings
It was agreed by consensus that advance notice of Executive Committee meetings
would appear in the Florida Administrative Weekly, Lake City Reporter, Lake City
Journal (online), on partner websites, and on the county library’s calendar (local
cable).
Education and Outreach
TIP Coordinator presented an overview of proposed education and outreach
activities, and a progress report on activities already underway.
• Development has begun on TIP mascot (beaver, to be named Bellamy); TIP
logo; website, and radio PSAs. Committee agreed that creation of radio PSAs
should be a priority, with water conservation as first topic. Committee
suggested spending $1,500 for initial 3-month run of PSAs.
Dr. Arrington suggested possible use of IFAS’ Gardening-in-a-Minute
pre-recorded PSAs. TIP coordinator will check with IFAS.
•
John Wheeler proposed seeking trademark certification for use of the term
“Ichetucknee Friendly” to be used on products and services that help promote
the health of the river and springs. TIP coordinator will investigate costs and
process associated with trademarking.
Florida Yards and Neighborhoods
TIP coordinator presented a monthly FYN activity report on behalf of FYN
coordinator Carolyn Saft.

Other discussion
Members discussed the need to develop a brief, clear, and concise message that
conveys the mission and purpose of TIP. They also agreed on the need to help
develop language for a springs protection bill for placement on the Florida
Legislature’s 2008-09 calendar.

This Draft Action Plan for The Ichetucknee Partnership is the result of work
performed by the three committees created by the Executive Committee within the
framework of the TIP Memorandum of Agreement. Those committees are Research
and Monitoring, Education and Outreach, and Best Management Practices. (A list of
committee chairs and participants follows.) Due to scheduling difficulties, input from
some participants was acquired on a one-on-one basis.
The committee recommendations presented in this draft action plan were reached
by consensus, or the "collective agreement" of each group, although some opinions
may vary among individuals.
The TIP coordinator and the committee chairs were present at all of the committee
meetings and have attempted to reflect the opinions of the groups in this draft plan.
However, the plan is a living document and the committee chairs have added some
items that were not discussed at the committee meetings.
Staff has attempted to keep the format of the plan as simple as possible. Verbiage is
minimal. At a TIP meeting scheduled on July 24, committee chairs will explain each
item in the plan and respond to questions from the Executive Committee.
Although this is a draft plan, staff requests that the Executive Committee consider
authorizing expenditures for several items immediately. These are listed as “priority
items” in the plan’s expenditures summary.
The budget reflects proposed expenditures from the “TIP Fund” which is based on
the pledge of the Suwannee River Water Management District of $750,000 over a
three-year period. The District has budgeted $450,000 in support of TIP for
FY 2008-09. Potential specific funding sources from other agencies also are shown.
It is anticipated that many activities can be accomplished within existing, general
agency budgets.

• Committee Meetings – Meetings of all three committees were held and were well
attended. Committee recommendations are reflected in the Action Plan and Budget.
• Meeting Notices – Notice of the July 24 Executive Committee meeting was
published in the Florida Administrative Weekly (FAW). The meeting notice was also
submitted for publication to the Lake City Reporter, Lake City Journal and the Columbia
County Library Community Calendar (cable). Future meetings will be publicized likewise.
• Mascot – Graphic artist is completing revisions to mascot illustrations. Final drafts
should be ready for Exec. Comm. consideration at August meeting.
• Website – TIP website is being designed, produced and hosted in-house by the
SRWMD, at least for the first year, resulting in a substantial cost savings to TIP. The
only startup costs will be for purchase and registration of domain names, and for web
hosting, for a total cost of approximately $200. TIP has purchased the domain names
ichetuckneeforever and ichetuckneefriendly, with the .com, .org and .net extensions.
Work is underway on page design, navigation, written text, photo placement, links, a
resource library, and other content. Projected launch date is mid-August.
• Radio PSAs – Production of TIP’s first 30-second public service announcement is
underway and should be completed by mid-August. The first PSA will introduce the
public to TIP, creating awareness and name recognition.
TIP coordinator is negotiating purchase of air time with local stations for the initial PSA
as well as future 30-second spots. TIP coordinator has drafted additional PSAs with
messages about water conservation and proper use of fertilizer, and will pursue several
possible options for production assistance.
• Low-Impact Development Workshop for local governments, builders, realtors, and
others in Columbia County is being organized for early 2009.
• Speakers Bureau – General information PowerPoint presentation is being revised
to reflect TIP’s new Action Plan and Budget. TIP coordinator will schedule monthly
presentations to civic organizations and other groups.
• Brochures – TIP is working with Florida Yards and Neighborhoods to revise a
Florida-Friendly Landscape brochure for distribution within the Ichetucknee springshed.
