Regulations for Pursuit of Master’s Degree at Department of Public
Policy & Management of I-Shou University

Article 1
The Regulations for Pursuit of Master’s Degree at Department of Public Policy and
Management (hereinafter referred to as the “Regulations”) are enacted by the
Department of Public Policy and Management (hereinafter referred to as the
“Department”) in accordance with the Academic Rules of I-Shou University and the
Regulations for Examinations for Master’s Degree at I-Shou University.
Article 2
Master students shall earn at least 6 credits and up to 12 credits per semester for the
first academic year; for the second academic year, they shall earn at least 2 credits
and up to 12 credits per semester. The mentioned rules may not be applicable when a
master’s student has obtained a prior approval from the Chair of the Department.
Article 3
A master’s student shall meet the following criteria to be eligible for a master’s
degree:
1.
Having earned 15 credits or more by completing required courses as well as the
course Seminar I and Seminar II.
2.
Having earned 17 credits or more by completing elective courses. Master’s
students may take master’s courses offered by other departments for up to 6
credits as the credits for elective courses.
3.
Having the thesis proposal approved.

4.
Having presented at least one paper.
5.
Having collected 24 academic points or more.
6.
Having completed his or her master’s thesis and pass the oral defense during the
duration of study.
Article 4
A master’s student shall decide his or her thesis topic after studying for one semester,
and submit a list of supervisor(s) selected by him or her for the Department’s
approval and appointment.
Master’s students shall select thesis supervisors among full-time and part-time
faculty members within the Department. The mentioned rules may not be applicable
when a master’s student has obtained a prior approval from the Chair of the
Department.
Article 5
Supervisors shall meet one of the following requirements in addition to be
specialized in the same research field with the master students supervised by them:
1.
Having been at the level of professor or associate professor, and been an
instructor of courses related to the research topic of the master’s student;
2.
Having been an academician, a research fellow, or an associate research fellow
of Academic Sinica and being specialized in the same research field with the
thesis topic that the master’s student proposes;
3.
Having a doctoral degree and distinguished academic achievements;
4.
Having distinguished achievements in scare or specific academic fields.
Faculty members who are selected as supervisors by the master’s students via
meeting requirements in Subparagraphs 3 and 4 shall also meet the criteria listed
below:
a. Having been at the level of assistant professor or above at a university, and
having been conferred with a doctoral degree related to the field of the
supervised thesis by an university at home or abroad.
b.
Having been at the level of assistant professor or above at a university, and
having published monographs or at least three journal papers about related
fields in domestic and overseas academic journals.
The number of journal papers mentioned above shall be calculated
according to the ratio of numbers of authors if the supervisor is a co-author
to a journal paper.
Those who fail to meet the above requirements shall not be a supervisor of a
master’s student. However, those who have a doctoral degree, or are
specialized in the academic or professional fields related to the thesis
written by the master student may be a member of Thesis Proposal Review

Committee, or that of the Thesis Oral Defense Committee.
Article 6
The academic points mentioned in Subparagraph 5, Paragraph 1, Article 3 refer to the
quantitative calculation for academic activities of the Department participated by
master’s students after enrollment. The academic achievements include the following
items:
1.
Publishing articles or essays on newspapers or the departmental periodicals: 3
points per article/essay.
2.
Attending academic speeches, Brown Bag seminars or other seminars organized
or co-organized by the Department: 2 points per activity/seminar.
3.
Assisting important departmental affairs: 2 points each time.
Master’s students may enclose their academic point cards and relevant
documents to the Department for verification, and then to be approved and
signed by the Chair of the Department.
Article 7
Master’s students who have earned at least 12 credits and collected at least 12
academic points may apply for the thesis proposal oral defense.
Article 8
Thesis proposal oral defenses shall be subject to the following rules:
1.
The period for holding the thesis proposal oral defense shall be from the
commencement date of a semester to one month prior to the end of the semester.
2.
Master’s students shall apply for the thesis proposal oral defense two weeks
prior to the oral defense, and submit their thesis proposals to the members of the
Thesis Proposal Committee for reviewing. An applicant shall prepare an
application form signed by his or her supervisor(s), relevant documents and the
thesis proposal to apply for the thesis proposal oral defense. After the Chair of
the Department approves the application, three to five members of the Thesis
Proposal Committee shall be appointed.
3.
For the results of thesis proposal oral defense, the highest possible score is 100,
and master’s students are considered passing the thesis proposal oral defense
only when they achieve a score of 70 or more. Those who pass the oral defense
shall apply for oral defense for master’s degree two months after the thesis
proposal oral defense is passed.
4.
If a master’s student fails the thesis oral defense, he/she may apply for re-taking
the oral defense with the approval by his/her supervisor for the thesis proposal
oral defense and for once only.
Article 9
The oral defense for master’s degree shall be conducted through oral presentation.
The oral defense shall be conducted as follows:
1.
Students shall apply for taking the oral defense to the Department before the

deadline scheduled by the University.
2.
Master’s students applying for oral defense for master’s degree shall submit a
thesis ten days prior to the oral defense to the members of the Thesis Oral
Defense Committee.
3.
The composition of the Thesis Oral Defense Committee shall be pursuant to
Article 4 of the Regulations for Master’s Degree Qualifying Examinations at
I-Shou University.
Article 10
Master’s thesis proposal review and the thesis oral defense shall be held in public.
The time, the venue, and the thesis topic shall be announced one week prior to the
oral defense.
Article 11
Any issues not mentioned herein shall be subject to relevant rules and regulations of
the University. The Regulations become effective after being adopted by the
Departmental Affairs Council. The same procedure applies to any amendment to the
Regulations.
Note: In the event of any disputes or misunderstanding as to the interpretation of the language or
terms of these Regulations, the Chinese language version shall prevail.
