Rules of Selection of Pre-Master’s Students of Department of Public
Policy and Management at I-Shou University
Adopted on May 16, 2013 at the third meeting of the
Departmental Affairs Council in the second semester of the
academic year 2013
Article 1
The Department of Public Policy and Management (hereinafter referred to as the
“Department”) prescribes the Rules of Selection of Pre-Master’s Students of
Department of Public Policy and Management at I-Shou University (hereinafter
referred to as the “Rules”) pursuant to the Regulations for Five-Year Combined
Bachelor's/Master's Programs to encourage outstanding daytime undergraduate
students to continue their studies at the master’s program at the Department and
shorten their duration of study.
Article 2
Application Criteria:
1.
Any undergraduate student in the daytime program may submit an application as
long as he or she meets the following requirements:
a. The average score for every semester is 80 points or higher; or
b. Being ranked among the top 30% in his/her class.

An applicant shall also receive 80 points or higher for moral conduct in every
semester.
Article 3
The application review shall be conducted through paper-based review and interview:
40% of the total score is for paper-based review, and 60% for interview. Documents
required are as follows:
1.
official academic transcripts for every semester
2. an autobiography/personal statement
3. a research proposal or study plan
4. other supplementary documents and/or certificates
The applications shall be reviewed by the Selection Committee of the Department.
Article 4
Application Time
An applicant shall submit an application within 4 weeks after sessions begins in the
first semester of the fourth academic year after initial enrollment.
Article 5
The number of pre-master’s students of the Department shall be decided by the
Selection Committee. Upon approval, the applicant will be a candidate of bachelor as
well as a pre-master’s student.
Article 6
Four to five faculty members shall be recommended and selected by the Departmental

Affairs Council to be in charge of paper-based review, and another four shall be in
charge of interview.
Article 7
Applicants who are approved to be pre-master’s students are required to obtain a
bachelor’s degree in or before the senior year and take the entrance examination of
master’s programs of the University. After passing the aforesaid examination,
applicants shall be master’s students officially. The vacancy occupied by the
applicants shall be included as the total number of admission for master’s programs
for the current academic year.
Article 8
The credits of master’s courses earned by pre-master’s students may be transferred
after they have officially been admitted into the master’s program pursuant to the
Regulations of Credit Transfer for Students at I-Shou University. Any credit earned
from master’s courses which has been recognized as that for graduation from
undergraduate programs shall not be transferred.
Article 9
The Rules become effective after being adopted by the Departmental Affairs Council,
the College Affairs Council and the University Academic Council. The same
procedure applies to any amendment to the Rules.
Note: In the event of any disputes or misunderstanding as to the interpretation of the language or
terms of these Rules, the Chinese language version shall prevail.
