Legal Basis The Rules of English Proficiency Requirements for Undergraduate Students by Department 1 of Public Policy and Management at I-Shou University (hereinafter referred to as the “Rules”) are formulated by the Department of Public Policy and Management (hereinafter referred to as the “Department”) in accordance with the Regulations for Assessment of Basic Competence for Graduation Eligibility for Students of I-Shou University. II. Purpose The purpose of formulating the Rules is to enhance students’ English proficiency and to help students draw up plans for further education and future employment. III. Scope of Application The Rules shall apply to daytime undergraduate students (transfer students included) admitted to the Department in and after the academic year 2009. Meanwhile, daytime undergraduate students (transfer students included) admitted in the academic year 2010 and thereafter shall meet the assessment criteria of English Proficiency and Information Competency to be eligible for graduation. IV. English proficiency tests and criteria are as follows: No. 1 English Proficiency Test General English Proficiency Test (GEPT) Test of English as a Foreign 2 Language Passing Criteria/Score for All Students First Stage of Intermediate Level PBT/ITP 460 IBT 57 (TOEFL) Test of English for International 3 Communication 550 (TOEIC) International English Language 4 Testing System 4 (IELTS) National English Test in 5 Proficiency for All on the Web (NETPAW) Intermediate Level (Listening and Reading) College Student English 6 Proficiency Test Level 1: 230 (CSEPT) 7 8 Foreign Language Proficiency Test (FLPT) Cambridge Main Suite 2 195 Preliminary English Test (PET) 9 Business Language Testing Service 10 V. (BULATS) Global English Test ALTE Level 2 B1 (GET) Implementation 1. In addition to earning required credits prescribed by the Department, students are eligible to graduate only after they meet the graduation requirements of English proficiency within the prescribed duration of study as well as take and complete a course offered by the Department, which is taught in English before graduation. 2. Students who fulfill the criteria on English proficiency specified above shall submit an application and the test report to the Department for approval two weeks prior to the end of every semester. After the application is approved, the non-credit bearing course on English Proficiency will be registered as “Passed.” Students who pass this course by submitting valid test reports are not required to register such course. VI. Remedial measures for failure to fulfill the criteria Students who have failed to pass any of the English Proficiency tests are required to take the course “English Proficiency” exclusively offered to junior and senior students either by the Department or the Center for General Education during summer or winter vacations. The fees for such courses shall be the same as those for summer courses. Once students pass the evaluation test after completing the course, their test score for “English Proficiency” will be marked as “Passed.” If any student has taken any of the aforementioned English Proficiency tests once every academic year, and the total number of attendance is three or more, the University will subsidize half of the course fees, but for once only. VII. By submitting the test report or relevant documents, students who have failed the assessment which is recognized by off-campus accredited organizations for “Information Competency” or the Office of Library and Information Services of the University for two times or more may apply for volunteering in computer labs or managing the website of the Department for 120 hours or more per semester and for at least two consecutive semesters. In addition, an applicant shall also submit documents for concrete contribution and achievement along with the volunteering record to the Department. Applicants’ test score for “Information Competency” will be marked as “Passed” once the applications and documents submitted are verified and approved. VIII. The Rules become effective after reviewed and adopted by the Departmental Affair Council and the College Affairs Council and ratified by the President. The same procedure applies to any amendment to the Guidelines. 3 Note:In the event of any disputes or misunderstanding as to the interpretation of the language or terms of these Rules, the Chinese language version shall prevail. 4
