Guidelines on Credit Transfer by Students of Department of Public
Policy and Management at I-Shou University

Article 1
Purpose
The Department of Public Policy and Management (hereinafter referred to as the
“Department”) stipulates the Guidelines on Credit Transfer by Students of
Department of Public Policy and Management at I-Shou University (hereinafter
referred to as the “Guidelines”) to handle affairs related to credit transfer by students.
Article 2
Students who meet the following requirements are eligible to apply for credit
transfer:
1.
having transferred from other universities;
2.
having transferred from other departments of the University;
3.
having a resumption of schooling;
4.
having been admitted into the University after quitting or graduation from a
junior college or a university (as a new student);
5.
having applied for credit transfer pursuant to relevant regulations of the
University.
Article 3
Competent Organization
The Curriculum Committee of the Department (hereinafter referred to as the
“Committee”) shall be responsible for reviewing credit transfer applications except
for credit transfer of military education and PE courses.
After the application has been accepted, the application shall be reviewed by the
Chair of the Department and registered by the Registration Section.
Article 4
Criteria on credit transfer and enrollment
1.
Transfer undergraduates may start their studies from the sophomore year when
they have successfully transferred 45 credits or more;
2.
Transfer undergraduates may start their studies from the junior year when they
have successfully transferred 90 credits or more;
3.
Transfer undergraduates may start their studies from the senior year when they

have successfully transferred 110 credits or more. Such students shall study at
the Department for at least one year, and earn enough credits by completing
courses offered in the academic year of enrollment to be eligible for graduation.
Students are only allowed to apply for advancing their grade once only. The
application shall be submitted and approved before the period of adding/dropping
courses ends in the semester of enrollment.
Article 5
Principles for credit transfer
Credits from the elective courses shall not be transferred.
Credits earned by taking courses offered from the first to the third grades at a
five-year junior college shall not be transferred.
Credits from courses with the same titles and content may be transferred. (Applicable
to both required and elective courses)
Credits from courses with different titles but the same content may be transferred.
(Applicable to both required and elective courses)
Credits from courses with different titles and content but the same nature shall be
transferred. (Applicable to elective courses only)
The Committee may determine the credit recognition case by case. When necessary,
applicants may be required to take an exam, an oral interview, or a screening test for
credit transfer; their applications shall be approved only when they pass the
aforementioned exams.
Article 6
The principles for handling credit transfer of courses with different number of credits:
Courses with different numbers of credits shall be registered under the following
principles after an application for credit transfer is approved.
Transfer from more to fewer credits: registered with fewer credits after the transfer.
Transfer from fewer to more credits: students who intend to exempt a course with
fewer credits to a course with more credits shall make up the credits with that of
other relevant courses earned in their previous university/institution. The credit
transfer shall not be accepted if the aforesaid requirement is not fulfilled. If a course
is taught for a whole academic year, in principle the total credits earned in one
academic year at the previous institution/university shall be transferred to the credits
of a course offered in the first semester at the University.
Article 7
Any issue not mentioned herein shall be subject to the Regulations for Credit
Transfer for Students at I-Shou University and relevant regulations and rules of
the University.
Article 8
The Guidelines become effective after being adopted by the Departmental Affairs

Council. The same procedure applies to any amendment to the Guidelines.
Note:In the event of any disputes or misunderstanding as to the interpretation of the language or
terms of these Guidelines, the Chinese language version shall prevail.
