Regulations for Pursuit of Master’s Degree at Department of Public
Policy & Management of I-Shou University

Article 1
The Regulations are enacted in accordance with Academic Rules of I-Shou
University and Regulations for Examinations for Master’s Degree at I-Shou
University.
Article 2
Master students may at a minimum take not less than 6 credits and at a maximum
take up to 12 credits per semester for the first academic year. They may at a
minimum take not less than 2 credits and at a maximum take up to 12 credits per
semester for the second academic year. There is no limit on the exception case with
the approval of the Department Chair.
Master students should meet the following conditions to be awarded the master’s
degree:
(1)
Completing required courses and at least 15 credit hours, including Special
Topics I and Special Topics II.
(2)
Completing elective courses and at least 17 credit hours, and master’s

At least 1 journal paper.
Master students must fulfill at least 24 points of academic achievements.
Completing the master’s thesis and pass the oral defense during the
permitted study length before applying for degree defense.
Master students should decide the thesis title and submit the advisor to the
Department for selection and employment after one semester.
The advisors of master students’ thesis may hired among the fulltime and part-time
teachers of the Department. There is no limit on the exception case with the approval
of the Department Chair.
Advisors of thesis shall meet one of the following requirements in addition to the
professional research of thesis of master students:
(1)
A person who has been a professor or associate professor, or a teacher of
the subjects related to the thesis of master students, is certainly qualified.
(2)
A person who has been an academician of Academia Sinica, a research
fellow, an associate research fellow of Academia Sinica, or an expert in a
unique or special field, is certainly qualified.
(3)
Being granted Ph.D. degree, or as achievers in academic areas.
(4)
Being achievers in specialized academic or professional fields.
Advisors who are hired according to the preceding item 3 and 4 shall meet
one of the following requirements:
a.
Those who are or have been an assistant professor or above at a
university, and are granted Ph.D. degree by the university at
home or abroad related to the field of the thesis.
b.
Those who are or have been an assistant professor or above at a
university, are publishing books of the related field or publishing
3 papers of the related field on the domestic and foreign
academic journals.
The so-called academic papers, if in collaboration with others in

writing, are calculated according to the ratio of numbers of
author.
Those who fail to meet the above regulations shall not act as the
advisor of master students. However, those who are granted
Ph.D. degree, or are achievers in specialized academic or
professional fields to the thesis of master students may act as
reviewer of thesis proposal oral exam or member of oral
defense.
The academic achievements mentioned on the item 1-5, Article 3 of the Regulations
refers to the quantitative counting any and all academic activities of the Department
participated by master students after the admission to the school. The academic
achievements include the following items:
(1)
Newspaper or department journal essay, each article can be counted as 3
points.
(2)
To attend the academic speech, Brown Bag or seminar organized or
co-organized by the Department, each activity can be counted as 2 point.
(3)
To assist the promotion of the important Department affairs, each time can
be counted as 2 point.
Master students may enclose the academic credits card and the
certification documents to the department for screening and approval with

the signature or seal of the Department Chair.
Master students who complete at least 12 credit hours and complete up to 12 points
of academic credits may apply for the thesis proposal oral exam.
Thesis proposal oral exam shall be governed by the following regulations:
(1)
The schedule of the oral exam would be from the commencement date to
one month before the end of the semester each semester.
(2)
Master students shall apply for 2 weeks before the oral exam and submit
thesis proposal to reviewers for reviewing. Application for Thesis Proposal
Oral Exam shall be filled in, get the information needed and thesis
proposal ready to advisors for signing. 3 to 5 reviewers shall be invited for
review after approved by the Department Chair.

Article 9
For the results of thesis proposal review, 100 is full grade and 70 (included)
is passing grade. Those who pass the oral exam shall apply for degree
defense 2 months after the reviewed is passed.
(4)
Master students who do not pass the degree may reapply the examination
with the permission of advisor. Reexamination is limited to once.
The oral defense includes oral presentation. The oral defense shall be manage as
follows:
(1)
Students shall apply for the oral defense to the Department before the
deadline of the schedule and the item of the school.
(2)

Students shall submit the text of thesis oral defense to the reviewers 10
days before the oral defense.
(3)
The members of oral defense shall managed in accordance with Article 4
of Regulations for Examinations for Master’s Degree at I-Shou University.
Master thesis proposal inspection and oral defense shall be held in public and
announced time, venue, and title 1 week before the inspection and defense.
Any conditions not mentioned here shall be subject to the decisions of the University
or other related rules. The Regulations reviewed and approved by the Department
Affairs Council shall come into effect and promulgated. Amendments must also
undergo the same procedure.
