Regulations for Internship for Students of Department of Public Policy & Management of I-Shou University Approved by the Department Affairs Council meeting on March 7, 2002 Amended at the Department Affairs Council meeting on May 22, 2003 Amended at the Department Affairs Council meeting on May 26, 2005 Amended at the Department Affairs Council meeting on June 29, 2006 Amended at the Department Affairs Council meeting on September 13, 2006 Amended at the Department Affairs Council meeting on February 1, 2007 Amended at the Department Affairs Council meeting on June 6, 2007 Amended at the Department Affairs Council meeting on September 3, 2008 Article 1 Basis The Regulations for Internship for Students of Department of Public Policy & Management of I-Shou University (hereinafter referred to as the Regulations) are enacted to meet the requirement of the course of Public Management Practicum of the department. Article 2 Objectives of Internship 1. To understand the promotion and implementation of public policy. 2. To experience the practice operation and management. 3. To cultivate students to adaptation to work environment. 4. To offer the interaction with both theory and practice to enhance the teaching level and the quality of the students is also improving. Article 3 Organizations of Internship Students would be arranged to undertake an internship program in various government agencies or non-profit organizations. Article 4 Internship curriculum 1. Public Management Internship curriculum is a required course for students, which divided into Public Management Practicum (I), Public Management Practicum (Ⅱ), Public Management Practicum (Ⅲ) and Public Management Practicum (Ⅳ). 2. Public Management Practicum curriculum arrangement (1) Public Management Practicum (I) will be implemented in the last semester of the third year. The curriculum includes practical project plan proposal writing, practice job-related training courses, introduction for practice institutions and visiting. In addition to the application for and practice institutions. (2) Public Management Practicum (Ⅱ) will be implemented in the next semester of the third year. The curriculum includes practical project plan proposal writing, practice job-related training courses, and the certainty of practice institutions and visiting. (3) Public Management Practicum (Ⅲ) will be implemented during the summer vacation after the end of the third year. It will be done by students through practicing way in training institutions. The limit of practice period is as 6 weeks and total hours are not less than 240 hours. The practice period will be 3. defined by Practice Affair team, and decide it after voted by the practical students. Once the training institutions will need to adjust practical students due to some special circumstances, it shall be consulted and discussed with the teachers in this Department and the convener of Practice Affair team. (4) Public Management Practicum (Ⅳ) will be implemented in the last semester of the fourth year, and process the practice project report writing. In next semester to pay the practice project report and publish. The practice curriculum of Public Management Practicum (I), Public Management Practicum (Ⅱ), Public Management Practicum (Ⅲ) and Public Management Practicum (Ⅳ) are continuity design. Students should complete them orderly, students who will need to retake, repair, they will not be limited by above regulations related to studying at school age and semester. Article 5 Practicum Affairs Task Force 1. Internship Affairs Task Force was authorized by the Department of Public Works meeting, and to implement the related affairs about Public Management Practicum team (hereinafter referred to as the team). 2. This team will be created in each academic year before the second semester final exam. It will composed by one teacher and student representative on behalf of a class. In the next academic year, it will effect in the first day of school for one year, 3. 4. 5. and non-renewable. Teacher representatives serve as full-time teachers by the department, and elected by the Department Affairs Council meeting,and to served as an convener of this team to responsible to co-ordinate all matter of this team. Student representatives are democratically elected by each class in sophomore, who will responsible for assisting the convener of the team to deal with the related affairs. The missions of this team are as following: (1) To responsible for the preparation affairs of the academic year, which includes practice survey, prepare the annual practice manual, practice project proposal review, practice institutions application (Article 6 Item 3), the arrangement of instructors (Article 7 Item 1& 4), the practice beginning industry ceremony (Article 14 Item 2). (2) To responsible for the practice affairs during the summer vacation, which include the extension of practice application and the changing of practice arrangement (Article 10 Item 5 & 10) ,and collects entire the students’ inspection result (Article 11Item 5). (3) To deal with all the conflictions related to Public Management practice, the points will be set separately. (4) Others affairs which will be passed by the Department Affairs Council meeting or authorized by the team. Article 6 Practice project plan proposal writing and the application for the practice institution. 1. Practice project plan proposal was the basis for the practice institution applying.The proposal writing, which was according to the reasearch interest of students on personal.It will base on the property of the practice institution and define it on Public management Practice (I). 2. During the period of proposal writing, students will need to consult with the faculty. The students who would like to seek the advice of faculty, it will need to make an appointment arrangement with teachers in advance. 3. After the proposal is finished, it will submit to practice affair team for examination. The points of examination will be defined separately. After passing the examination, the proposal will be made the practice application to practice institution from the department. 4. The result of application will be announced at the end of the semester and recognized. Practical applicants who are not agreed, who will need to finish the provisions of this article again before the next semester. Article 7 Instructor select 1. Students should base on the practice project plan proposal nature and before one week of the practice project plan proposal was reviewed, and to find the suitable instructor from the department full-time teachers. Once the reasons were caused by 2. 3. 4. the full-time teachers in the department is lack or students practice cause or other related factors, it will need to apply for the practice team. After the Department Affairs Council meeting was passing, and it will acceptable to hire expert and scholars as part-time teacher. Students who will need to change practice project or the institution changing, it will need to report to practice team and apply Department Affairs Council meeting for replacing instructor. Above the regulation for the number of students who will be instructed, the details are as follows: (1) The minimum number of guiding students = all practical students/all full-time teachers, the decimal point leaves unconditionally. (2) The calculation of the remainder, was considered by the Department Affairs Council meeting and according to part-time administrative staff meeting order, grade, number of children, the staff number and then to allocate it. (3) Due to special circumstance cause, once the Department Affairs Council meetings pass, the guide students number will not limit by the minimum numbers of guide students regulation. The regulation on student numbers on each instructor for practice of Public Management guidance, which will be calculated within 4 weeks after the practice affair team was established, and accord to the above regulation. After the Department Affairs Council meeting passing, it will be announced. 5. 6. Once instructor thought it is belonged to special circumstance, the guide student number is acceptable to over the limitation for prior number, however, it is not acceptable to lower than the minimum number requirement. Instructor will serve as following jobs. (1) To guide the students on writing practice project proposal. (2) To supervise students on summer practice. (3) To guide students on writing practice project proposal report. 7. Because of cross-study, vacation, leave or other significant factors, the instructor is unable to guide students throughoutly or unable to continue guiding students. It will need to submit a remedial action for the Department Affairs Council meeting and let them to examine it. Article 8 Practice project proposal writing 1. Instructor should base on Practice project proposal writing in Public Management Practice (Ⅱ) , to guide students regularly on Practice project proposal writing, and finish it before the semester final exam. 2. During the period when students in Practice project proposal writing, it will need to visit the practice institution at one time least.The main point on this visiting, which will include the literature of Practice project proposal, the practice institution data, summer practice related affairs , all will be decided by the instructor and the students together. Article 9 Instructor supervise matters in summer 1. To guide students on data collection, research and observation during the practice period. 2. During the summer vacation practice period, instructor shall visit practice instruction one time at least, and use phone call, e-mail or interview way to supervise students more than one time on every week. To ensure the smoothly communication and realize the practice status in students, and to help students on resolving the related issue during the practice period. 3. Hold more than one time practice supervise meeting to understand the practical situation of students. 4. To read and write something on student’s practice log weekly. 5. Assess practice performance of students. Article 10 The obligations for students in summer practice 1. Students should follow this regulation on Article 4 Item 2 Number3, which 2. 3. 4. 5. 6. 7. Article 11 practice institution by themselves, comply with the regulation of practice institution on attendance, leave provisions. And accept the supervision from practice institutions. Participate the practice supervise meeting which hold by instructor. On practice period, students should fill the practice observation log and weekly report, and send electronic files to both instructor and the supervisor in practice institution for approval. During the practice period, once students who do not follow the regulation on practicing activities without any cause, and reach to over than one of ninth (include) of total practice hours, then, the practice score will be counted as zero point. During the practice period, students who fail to complete all scheduled practice time within practice period due to major issues, it will need to submit “practical extension of the application form” to the instructor and apply for the extension. After the approval was done by instructor and practice institution, it will report to practice affair team for the examination of Department Affairs Council meeting. And once it is approved, the practice period can be extended, but it shall be still finished before midterm in the first semester of senior year. Students who are able to satisfied with above provisions in this article due to special circumstances, it will need the practice affair team of the Department to apply for the practice changing on the Department of Public Works meeting.Once it is permitted to agree the modification, it will not be limited by the restrictions on this article. The supervision and assistance matter in practice institution 1. Provide the introduction about this institution and all the related information during practice. 2. Arrange the supervisor and to guide students on practice affairs, which include the operational guide on general routine administration matter, assist the practical students on project data collection and guidance. 3. 4. 5. Article 12 define the practice, should be completed within the practice period. Take responsible for the transport and accommodation costs back and forth in The communication practice matters in instructor or the department. To read and write some comments on practice weekly report. Assess the students practice hours and practice performance. Submit the above performance to the Department practice affair team within 4 weeks before the practice is finished. The duties of the Department 1. (1) (2) (3) (4) Article 13 Select the convener on serving as the practice affair team. Plan and arrange for professional course on practicing related. Continue to collect and provide related practice institution information. To consider the practical proposal for the practice affair team, and the related practice affair to this department students and faculty. (5) Other relevant practice of the various internal and external affairs. Practice Presentations 1. Students who complete the summer practice, by the guidance of the instructor on writing Public Management practice project report in the first semester, and to 2. 3. 4. Article 14 submit the full report in the first week of the second semester. The assessment on Public Management Practice project report, including two performances from the rating of the instructor and the examination of examining committee, the main points will be defined separately. All the examination of public Management Practice project reports, which will reviewed by the Department Affairs Council assigned full-time teacher on responsible for handling the Public Management Practice project report examination, and be held before the fourth week in the second semester. Students will need to do the necessary modification according to the review comments, and submit the revised version before the midterm in the next semester. 5. The instructor shall base on guidance and the examination result, and select them from all the project reports to recommend some outstanding students to participate in presentations competition. Public Management Practice beginning industry ceremony and report on a special topic achievement publication meeting 1. Public Management Practice beginning industry ceremony and report on a special topic achievement publication meeting is one part of Public Management Practice curriculum in the Department. And it also belongs to the annual event for all staff and students. Public Management Practice beginning industry 2. ceremony is a ceremony, which means for students should pass before summer practice. And the report on a special topic achievement publication meeting is the sharing for practice result. To hold these two ceremonies together, it will be with the continuity, heritage and the meaning of blessing. We should encourage all the staff and students to attend on participating in this activity. This activity should be hold in the second semester of each academic year in May, assigned by practice affairs task force and the Institute of the Department together. To define the activity plan (including activities and budget), through the Department Affairs Council meeting on adoption,the funds wihch required will 3. be viewed as the annual budget of the department. The activities of the budget presentation should include the preparation of the Department of the Institute together to provide the necessary support. Article 15 Budget on summer internship All the budget for this Public Management Practicum curriculum require, which will need be approved by the Department Affairs Council meeting and to bring into the annual budget of the Department. Article 16 Promulgation of Implementation and Amendment The Guidelines shall come into effect after being agreed by the Department Affairs Council. Amendments must also undergo the same procedure.
