Guidelines on Establishment of Faculty Evaluation Committee of
Department of Public Policy & Management of I-Shou University
Approved in the 1st Department Affairs Council on 11th October, 1990.
Approved Modification in the 6th Department Affairs Council on 24th November, 2005.
Approved Modification in the 2nd Department Teacher Evaluation Committee Meeting on 23 th April, 2009.
Confirmed by the President to announce the modified full text in 25 th July, 2010.

The Guideline was according to the establishment regulations set by Teacher
Evaluation Committee in our school.
The composition way of our Department Teacher Evaluation Committee (DTEC):
(1)
Our Department full time teachers will elect by ballot from our

persons; once the teaching number is not enough, it will take our
Department associate professors on complement.
Once the Department Teacher Evaluation Committee member is covered

of professor qualification. Once the professor number is still in shortage, it
will recommend by the Department Director to the professors in other
Department or outside the school with related category. With double
person selected for president on selecting hiring.
The tour of duty for Department Teacher Evaluation Committee members
is 1 year, it will allow to renew their term of office when elect continuous.

Department Teacher Evaluation Committee will be hold by Department
Director and be the chairman of the meeting. Once The Department
Director is not be elected as the member, the chairman of the meeting will
be elected on each other from appoints members who with professor
qualification. However, the Department Direct should still attend the
meeting.
The election result on ticket counting for Department Teacher Evaluation Committee
members, it should list the candidates for one to several members for those who is
not be selected into the members but win the second high tickets. When member
selected is in shortage, then the second priority will fill a vacant position orderly. The
tour of duty will be end up till the expired date of the original tour of duty.
Department Teacher Evaluation Committee will be hold twice for every semester,
and it will need to hold the extraordinary session if necessary.
Department Teacher Evaluation Committee members should attend the meeting
personally, it is not allowed to authorize other people on representation. Except the
official leave, any vacation research during the official period, go abroad or leave
without pay for over than half year , or do not attend the meeting for two times
continuous and without any reason. The committee member qualification should be

cancelled. And candidate will fill the vacancy position orderly.
The Department Teacher Evaluation Committee will discuss the following issues:
(1)
Evaluate the hiring issue related on full-time or part-time teachers,
research employee, professional technical employee, hire period,
promotion, dismissal, suspension, non-renew of appointment and lay-off
reasons definition .
(2)
Regarding to the hiring issues about visiting professors, visiting associate
professors and visiting specialists etc.
(3)
To set or modify the related regulations on qualification examination of
Department TEC.

The DTEC who take the hire employee duty and associate professors promote to

During the meeting of DTEC, there should be has over than 2/3 of whole members
on attendance, otherwise, it will be unable to held the meeting. And the resolution
take will only available when over than 2/3 of members who join the meeting all
agree. Once the members who are unable to participate completely on the case what
is under discussion, it will not allow to join the resolution of that case.
DTEC members should avoid the following discussion:

Once the evaluation or discussion is related to personal benefits.
(2)
The promotion cases on same degree teachers.
(3)
The hiring or promotion case to partner or the four levels relatives.
(4)
The promotion case for the representative works with common authors.
The members who should avoid will need to deduct it from the attendance
members. Only if the members who should avoid over than the 1/2 of
overall members, the discussion should be hired another member who is
qualified by DTEC chairman as the temporary member and after the
confirmation from the President, it can do further discussion then.
Once the situation is DTEC members should avoid but they do not avoid directly, or
there are real fact which will be viewed as biased when they carry out the duties, the
person involved in the examination can ask for the avoidance to TEC. Applicants
should figure out their reasons and the real situation, and do proper explain. The
member who applies for the avoidance, it will need to provide the prospectus and
have the TEC to make the resolution. DTEC members who do not avoid during

involved the examined matter, who should be asked by the resolution of TEC for the
avoidance.
If it is necessary, during the DTEC meeting, it will need to invite the related persons
to attend on reporting or explaining.
This guideline will need to be agreed by Department Affairs Council, College
Teacher Evaluation Committee and School Teacher Evaluation Committee, and go
for implement announcement after the confirmation from President.
