Regulations for Preliminary Examination of Faculty Promotion
Applications by Department of Public Policy & Management of

Article 1
The Regulations are enacted according to Article 26 of Regulations for Faculty
Promotion of our school.
Article 2
Application, recommendation, and review of teachers of the Department will be
managed according to the Regulations, the relevant regulations and act stipulated by
the college, university, and Ministry of Education.
The teachers in our Department who will allow applying for promotion, only if their

qualification, service years, specialized publications and teaching service
performance are all satisfied with the related rules in this regulations.
The full-time teachers in our Department once their current position was qualified
per the Ministry of Education examination, it will need to follow the regulations of
various degrees on promotion, and apply for the promotion examination:

Instructor who will promote into assistant professors:
a.

With Doctoral degree or their diploma equivalent, who perform
excellent and has specialized publications.
b.
With Master degree or their diploma equivalent, who ever work
for the research job, professional job or position, which is
related to the learning subject for more than 4 years, who
perform excellent and has specialized publications.
c.
Served as Instructor for more than 3 years, who perform
excellent and has specialized publications.
Assistant professors promote into associate professors:
a.
With Doctoral degree or their diploma equivalent, who ever
work for the research job, professional job or position, which is
related to the learning subject for more than 4 years, and has
specialized publications.
b.
Ever served as assistant professor more than 3 years, who
perform excellent and has specialized publications.
Associate professors promote into professors:
a.
With Doctoral degree or their diploma equivalent, who ever
work for the research job, professional job or position, which is
related to the learning subject for more than 8 years. Has
creation or development, has important contribution in academic
or has important specialized publications.
b.

Ever served as associate professor for more than 3 years, who
perform excellent and has important specialized publications.
For the above paragraph in the first subparagraph first item, with
Doctoral degree on promoting into assistant professors, the
examination process should be as the regulation for new hiring
teachers.
For our school teachers who transfer from other school full-time
teachers, the previous service seniority should be recognized,
but it will be allowed to apply for the promotion only if they
teach in our school one year at least.
For the applicants who apply for promotion is according to the
first paragraph about the related job, professional job or position
service seniority, it will be allowed for application only if
they’ve taught in our school more than one year.
Before the implementation of the modified regulations on educational person hiring,
once the teachers who got the certification on Instructor, assistant professors and
never interrupt on teaching, also got the Doctoral degree, it will able to select the
qualification as associate professor on processing on examination. However, once the
examination fail, it will use the assistant professor on applying for examination.
On previous paragraph, applicants who use Doctoral degree on promotion to
assistant professor, once they would like to apply as associate professor, it’s not
allowed to use graduation dissertation or part of dissertation on application. It will
need to get the qualification on assistant professor and then submit the publications
or works, and these will according to the regulations on educational person hiring in
Article 30-1 on examination. The service seniority is no limitation, and others will
follow normal promotion cases on processing.
On the service seniority defined on the article 4 various subparagraph in this
regulations, it will be counted as following way:

The service seniority in research job, professional job or position, it will
according to the certification what formally issued by service institution.
The service seniority what ever served as teacher, the seniority will be
counted from the year and month what teacher certification listed, and to
co-operate with the contracts what is real accept over the years, and to
figure out till to the end of semester what belonged to the promotion
application raised. (31th July or 31th January). The part-time teacher will
be counted half of the seniority.
The calculation of the seniority on teaching, it will not include the period
of leave of absence. However, before and after of LOA, the seniority will
be viewed as continuous. And it will use the contracts what accept over the
years, and to co-operate with the effect date of teacher certification on

figure out it.
For the teachers who after getting the confirmation and during the period
of temporarily transfer, teachers will have duty to back to school on
teaching for more than 2 credit points. When apply for the promotion, the
seniority during the temporarily transfer period, the most adoption will be
2 years. Only when teachers who temporarily transfer to other schools and
up to 3 years, per the agreement from the Teacher Evaluation Committee
in our school, it will need do the examination on teacher qualification in
temporarily transfer school.

For the teachers who after getting the confirmation on full time pursuing
further education, study, when they apply for the promotion, the seniority
during the full time pursuing further education and study, the most
adoption will be one year.
For the teachers who apply for the promotion, the real teaching should be in school at
that semester. During the examination period, due to the cause on asking for leave
school or leave their job, the promotion case should be stop examination, and
continue it when they back to school on teaching. Once the examination stop was
over than one year, it will be viewed as case closed.
The teaching service performance for promotion will adopt the teacher’s
performance evaluation scores in recent 3 years (incl. basic result and advanced
result). The teaching service performance should satisfy with the following standard,
and it will allow to arise the application.

The result of teaching performance should up to 70 scores on each, and the
yearly teaching evaluation as well as the service result, it should be
included in top 80% of the group selected (same scores is included) so that
it is allowed to arise the application.(The total amount is over 100 points,
which will view 100 points at most).
For above humanities group selected, once the join members are less than
15 persons, it will be counted into social science group on order. Once the
join member in natural group is under 15 persons, it will be counted into
engineer group on order.
For the evaluation on adopting the specialized publications and the research result of
teacher promotion, it will according to the regulations on evaluating the research
performance for promotion in our Department.
When teachers apply for the promotion, it will need to offer the related documents
about promotion examination. Please find the Appendix 1.
Teachers who plan for promotion will need to submit the specialized publications for
examination. The standard on recognizing the specialized publications is as below.

It will need to get the teacher qualification for previous degree, and public
publish the specialized books within 5 years which is for promotion
purpose, or to publish in international or domestic famous academic or
professional journal (incl. formal examination process and public publish
and use on electric journal). Or to provide the certification about the
journal will publish regularly or there will seminar hold in international or
domestic which is with formal examination process and will collect as
work on public publish (incl. disc publish).
The representative works should be with the title “I-Shou University” on
publish, and there will require at one paper at least must be the first author.
Submit for examination with more than two publications, it will need to
select the representive work and reference work by themselves.
Submit for examination with more than two publications, the research is
belonged to whole series, it will need to combine as representive work, and
attached the related description.
The representive work should be related to the subject what the applicant
will teach.
The representive work should be not a part of academic dissertation, but
who never submit this academic dissertation for examination or belonged
to this dissertation with continuity, after submitting for examination and do
the explanation directly, with the professional examination to define the
representive work is with certain level on creation, which will not limit as
this requirement.
The representive work which ever submit for examination is not allowed
to take as representive work again.
Once the content is similar in this time representive work for examation
and previous time on examination, when teacher submit, it will need to
enclose the difference description on presentive work on last time
submitting and this time do.
Other regulation related to the publications, it will be processed according
to “The requirements of teachers’ qualification examination for junior
college and above”.
For above paragraph, teachers who apply promotion with in previous 5
years, which is according to the confirmation from the examination of
Ministry of Education on promotion degree, the seniority counting will be
started from the teacher certification issued.
For this applicants, before one year of getting the teacher qualification and
submitting for examination, and before submission for 5 years ago who
ever become pregnant or has childbirth, it will be allowed to select the
previous degree teacher qualification, and submit the publications which

within 7 years.
Teachers who use the certification as publications or the works which will be
published regularly on applying for promotion, the certification of this representive
works was accepted on publishing within one year should be provided. And start
from the publish date, within 2 months, this specialized publications should be
submitted to Human Resources Office for examination and save the files then. Others
excuse which is unable to investigate the responsibility on the applicants, however,
it’s still unable to publish within one year, it will enclose the journal and provide the
evidence to explain why it can not be published and the exactly publish time. And
then ask for the extension for School Teacher Evaluation Committee, the limitation
will be within 2 years when the publication was accepted for publishing. After the
confirmation of the examination, it should be submit to the Office of Personnel for
examining before one year is expired.

For above paragraph, after the publications were examined, it is not allowed
submitting for next time examination.
The applicants who is not obey the regulation on regularly publish and submit the
representive works, the teacher qualification in this time promotion should be
rejected or cancelled.
It is allowed to recommend the teachers for promotion yearly in our Department, and
the top limitation will be the 2/5 (the decimal progressive into integer) number of the
full time teachers in that degree,
It is not allowed for applying the promotion once the teachers involved one of the
following situations.

During the promotion process, the teaching hours are not satisfied with the
regulations.

During the leave on office.
(3)
On available semester or previous semester, the teachers examination or
the teacher test is not pass.
The examination principle of teacher promotion will be as 3 degrees and 3
examinations, the primary examination will be processed by the Department
Teachers Evaulation Committee.
The Primary Examination process of promotion

Department Teacher Evaulation Committee will examine the promotion
quota, applicant qualification first, and it should do the examinations on
the applicants on getting current position at teaching, research and study
way. And according to guidelines of teaching service and examining
performance of our school on evaluation. According to the regulations of
Department examining performance on evaluating performance.
Department Teacher Evaulation Committee members will evaluate the
scores base on the comprehensive evaluation in these 3 years for the
applicants, and to equalize the scores between every members. Only the
Department Teacher Evaluation Committee teaching service average

scores should be more than 70 points. And the teachers’ teaching service
performance will occupied 80%, the scores of Department Teacher
Evaluation Committee will occupy 20 %, with total amount should be up
to 70 points.
After the evaluation of the Department Teacher Evaluation Committee, the
teaching, service and research scores all should more than 70 points (the
decimal progressive into integer), it will also satisfy the primary
examination as that degree on calculation standard. And with the
confirmation of the Department Teacher Evaluation Committee
recommend, it will accept to pass the primary examination.
Apply for promoting to professors: the research result will occupy 70%,
the teaching result will occupy 15%, and service result will occupy 15 %,
the total amount will be the primary examination total result, and it will
pass once the scores up to 70 points.
Apply for promoting to associate professors: the research result will
occupy 60%, the teaching result will occupy 25%, and service result will
occupy 15 %, the total amount will be the primary examination total result,
and it will pass once the scores up to 70 points.
Apply for promoting to assistant professors: the research result will occupy
50%, the teaching result will occupy 35%, and service result will occupy
15 %, the total amount will be the primary examination total result, and it
will pass once the scores up to 70 points.
The total scores of the primary examination will orderly from high scores,
and to select the quota of same degree teacher on promotion. When it
comes the same scores, it will compare the scores in research, teaching and
service by orderly.
Once the promotion case passed through the primary examination, the
Department Teacher Evaluation Committee Chairman will memo the
comments as well as the evaluated scores, the various table, and the
publications for promotion, and then submit to College Teacher Evaulation
Committee for review.
Before the Department Teacher Evaluation Committee examination, the Teacher
Evaluation Committee members should assign the placement and to read the
information about the promotion applicants.
On Department Teacher Evaulation Committee, the member of TEC should
participate entirely. Otherwise it will unable to evaluate. Once there are any doubts
about the promotion case, the resolution should be postponed the consideration. And
when it review, it will invite the applicants to participate or explain by letters, and
then for further consideration.

For the teacher promotion case, it will be hold one time in each semester. The
operation process will follow the promotion operation flow on processing, once it is
behind time or the documents required are not prepared completely, it will unable to
go on process.
For the promotion fail case, the Department Teacher Evaulation Committee will
explain the examination result and inform the person(s) involved by school letter
from Department. The resolve methods will be advised as well.
Applicants who has doubts about the examination result and with actual evidence, it
will be allowed to apply for reexamination when receiving the resolution written
notice and

within 30 days, applicants can mail to College Teacher Evaluation
through the Office of personnel or make the appeal to the Teacher
Evaluation Committee in school. Once it is unacceptable for the

Evaluation Committee through the Office of Personnel. Once applicants who has
doubts about the examination result School Teacher Evaluation Committee and with
actual evidence, it will be allowed to apply for appeal when receiving the resolution

Evaluation Committee through the Office of Personnel for the appeal.

Only if the part-time teacher promotion can satisfied with the guidelines rules 12,
and then it will allow to apply for the application. And process it according to the
regulations in teachers’ promotion.
When part-time teacher was promoted in other school, and with the higher degree
teacher certification and would like to change the hiring contract. Once the
examination result pass from the Teacher Evaluation Committee before school
opening, it will change the hiring form the semester beginning. Once it pass after the
school open, it will change the hiring contract from the next semester.
Part-time teachers who can get higher position hiring qualification and would like to
change the hiring with upgrade level qualification, it will able to process according to
the regulations of Article 11 on teacher hiring in school.
This requirement will be implemented after passing from College and School
Teacher Evaluation Committee and confirmed by the President.
