The Regulation on Evaluating Teachers’ Research Performance for Promotion by Department of Public Policy and Management , I-Shou University Approved in the 2nd College Teacher Evaluation Committee Meeting of the 2nd Semester, Academic Year 1996, 29th May, 1996. th st Approved Modification in the 4 College Teacher Evaluation Committee Meeting of the 1 Semester, Academic Year 1997, 19th Jan, 1997. Approved Modification in the 4th College Teacher Evaluation Committee Meeting of the 2 nd Semester, Academic Year 1998, June, 1998. Approved by the President to anounce modified full text in 25th July, 2010. Article 1 Article 2 Article 3 This Regulation is enacted according to the teachers’ promotion method in our school. On processing teachers’ promotion in our Department, all the specialized publications adoption and the evaluation of research perforemance will need to follow the regulations. For the specialized publications on teacher’s promotion in our Department, it will be focus on journal articles and professional publish, and divided into 4 types. (1) Type A Papers: SSCI Journal Articles (Impact Factor will be top 80% in that category) and SCI Journal Articles (Impact Factor will be top 50% in that category). (2) Article 4 Type B Papers: TSSCI Journal Articles and other SSCI as well as SCI Journal Articles. (3) Type C Papers:EI、FLI、Econ Lit、ABI、EBSCOhost、AHCI、CIJE Journal Articles, specialized books on papers published by international publisher or the specializes books with public published which were wrote with professional knowledge or creative view by teachers. (4) Type D papers: Others It will apporved the application process only if teachers in current level who will apply for promotion on their speicalized publications in these five years which should be satisfied with following standards. (1) (2) Instructor who will promote into assistant professors: Not be promoted because of the Doctoral degree, it will need to publish 3 Joural Articles at least, and one of them at least should be the first author.Also, it will require one of them is belonged to Type A Papres or one Type B Paper or two Type C Papers. Instructor who will promot into associate professors: According to “The Policy of hiring educational persons” in Article 30-1, Before processing this modification, once the lecturer qualification was got, and there is no any inturruption and continue on teaching, it will be acceptable to apply for promotion on associate professors directly after geeting the Doctoral (3) (4) Article 5 Article 6 degree. However, it’s backgound should be satisfied with the related regulations. Once above lectures were haven’t got the Doctoral degree, the promotion requirements will be same as be promoted to associate professors do. Assisant professors promot into associate professors: It will requre to publish 4 Journal Articles in these 5 years, , and one of them at least should be the first author.Also, it will require one of them is belonged to Type A Papres or 2 Type B Papers or 3 Type C Papers. Associate professors promot into professors: It will requre to publish 5 Journal Articles in these 5 years, and one of them at least should be the first author of Type A Papers or Type B Papers. Also, it will require 2 of them is belonged to Type A Papres or 3 Type B Papers or 4 Type C Papers. For above specialized publications which are not be counted in, once there are still some outstanding evidences, teachers who apply for promotion can still arise the define application for Teachers Evaluation Committee. Specialized publications which are qualified with the teacher’s promotion requirement in Article 4, it will do examination from Teachers Evaluation Committee on reasearch performance. The total amount of reasearch is 100 points. From the weight will be devided into the following 4 categories. (1) Specialized publications 60 % (2) Reasearch Projects 20% (3) Others 20 % (Such like Reasearch honor award,Academic seminar, reaserch visit and the cooperation between industry , offiicial and academic circle etc…) For various scores in above items, it will base on the five years reasearch result which is after getting the previous teacher’s qualification level and before applying for the promotion as the counted category. This requirement will be implemented after passing from Department, College and School Teacher Evaluation Committee and confirmed by the President. Level B papers (1) Examination way on international academic journal articles (incl. specialized books papers): Each paper has 10 points at most. (2) Examination way on demoestic academic journal articles (incl. specialized books papers): Each paper has 8 points at most. Other international academic journal articles (incl. specialized books papers): Each paper has 6 points at most. (3) Other domestic academic journal articles (incl. specialized books papers): Each paper has 4 points at most. (4) Foreign languages academic specialized publications (Not include Textbook) : Each paper has 12 points at most. (5) Academic specialized publications (Not include Textbook) : Each paper has 10 points at most. iii. Level C papers (1)Examination way on international academic seminar in foreign language paper publishing: Each paper has 4 points at most. (2) Examination way on international academic seminar in Chinese paper publishing: Each paper has 3 points at most. (3) International academic seminar in foreign language paper publishing: Each paper has 3 points at most. (4) International academic seminar in Chinese paper publishing: Each paper has 2 points at most. iv. Level D papers (1)Examination way on domestic academic seminar with full paper: Each paper has 2 points at most. (2) Domestic academic seminar with full paper: Each paper has 1 point at most. II. For the same one on above 4 items, which will be counted as the best one, and it’s not allowed double counting. III. For above points will base on the degree of applicant when they apply for promotion , and take the academic publications within 5 years published or the academic papers which were accepted IV. Once the applicants who ever fail on previous promotion application, the fail reason is because the paper title is not with academic value or the subjects which applicants teaching or professionality is not qualified. In this application, it will not allowed to submit the same title as previous did. Once the fail reason for applicants is because of the content is not satisfied with standards, the content will need to do modification if the title is still same as previous submitting.
