Caterpillar Training Center recognized
The Caterpillar Training Center Facility, a Georgia Quick Start center at Athens Technical College, won the Harry H. Mellon Award of
Excellence in Job Order Contracting for the Southeast region.
College President Flora W. Tydings and representatives from Quick Start and LESCO Contracting Services recently accepted plaques for the
award at an informal ceremony at the Caterpillar Training Center.
The Mellon Award, presented by the Gordian Group, recognizes outstanding examples of construction projects that involve unique and
innovative ways of using the Job Order Contracting construction procurement method for completion. Job Order Contracting is a competitively-bid
construction procurement process government agencies use to complete a large number of small- to medium-sized construction projects based on a
set of locally priced construction tasks.
The Caterpillar Training Center, an Athens Technical College building on the west side of U.S. Highway 29 North across from the college’s
Athens campus, was voted from among 52 entries in the Southeast region as the best project exemplifying the attributes of Job Order Contracting for
2012 in the State of Georgia. Nine regional winners are announced each year, with one of them going on to win the Harry H. Mellon Award of
Excellence in Job Order Contracting. The top award was decided in January. The Caterpillar Training Center took second place.
Part of the reason the facility earned the prestigious honor was that Caterpillar and LESCO Contracting Services Inc. took only 45 days
between defining the scope of work on the $1.5 million employee training facility — including completely renovating an existing structure and
nearly doubling its size — and signing a contract.
“The planning work that was done and completed in such a quick time frame is a success story,” said Burt Bethea, Georgia Quick Start
training coordinator.
Another factor in the decision was the economic impact of the Caterpillar project, Mr. Bethea added.
“The new Caterpillar plant for which this facility is training employees is linked to the future creation of 1,400 jobs,” Mr. Bethea stated.
“Tying the economic development of the state to the project is a way for the Harry H. Mellon Award to validate this process.”
The Job Order Contracting system was created by the Gordian Group’s founder and Chairman Harry H. Mellon in 1982. The Gordian Group
provides the services, software and documents necessary to implement and support Job Order Contracting programs.
The Harry H. Mellon Award is considered the highest such honor in the industry.
