 Peer Interviews
P&T Updates - After Hours Study
Bus Service from 14th St. to North Grounds
- Currently requires a transfer.
 Bus Service on West Main – Residential
density may be shifting. If a full route is not
possible, possibly a stop at the JPA/West Main
traffic light for the Inner and/or Outer Loops.
 IRC Bus Service – Perceived to be relatively
underserved by UTS compared to other areas
 Thornton Night Bus Stop - Currently the bus
stop in front of Thornton Hall is a night stop only.
 Physics Parking Lot Restrictions – The lot is
restricted to a certain permit at all times.

Student Issues






Permit Fees – Fees are too expensive for some. Consider
a program for students who cannot who can't afford a
parking permit but need one to go to work, etc.
UBike – Need a UBike rack close to the Lawn/Corner and
in general, more racks off-Grounds including residential
areas. Redistribution of the bikes might be a problem, but
P&T could pay for redistribution.
Loading/Unloading in Lawn Alleys – Consider one
30-minute parking space on both sides of the Lawn to
support residents.
JPA/Stadium Rd Intersection –
◦ 1) The sight distance making a left turn from Emmet/JPA onto
Stadium Rd is not good with cars parked on the street next to
Woodrow Apartments. Consider a convex mirror on the telephone
poles outside of Thornton to make this turn safer.
◦ 2) Crosswalk improvement status (GIF).
Central Grounds Parking Garage Fee Sign - The sign
needs to more clearly show the discounted night rates.
Student Issues

Provides a mechanism for
high-turnover, service related
parking throughout Grounds.

State and commercial vehicles use
“service” spaces without any special permit.

Personal vehicles use service spaces by displaying a “service
pass” purchased by their department. The department justifies a
work-related need to move around Grounds. In most cases, the
resulting pass has a time and location restriction/limit.

Approximately 100 Service Spaces and 350 Service Passes on
Grounds.
Service Parking
Some Service Spaces carry special
requirements or restrictions
Service Parking
Annual Price for UVA Depts - $228
Annual Price for Outside Parties - $660
Of the 352 Service Passes Issued
• 97% issued to UVA Depts
• (13% fewer since 2011)
•
•
•
•
•
25% (86) held by 4 Departments
14% (49) held by the next 4 Departments
62% held by the next 112 Departments
“Unlimited” held only by Audit Department
Mostly 2-hour limits (some with 4 hours)
Service Parking
Service spaces occupied by personal vehicles:
◦ In lieu of employee parking permit
◦ Gym use
◦ Shuffling to different space to avoid time limit
Service spaces occupied by commercial
vehicles:
• Commercial logo requires no permit
• No time limit imposed
Enforcement requires a few steps.
Abuse impacts operations
Service Parking
Discussion/Recommendations:
Eligibility
◦ For personal vehicle use, require an employee parking permit?
◦ More robust department justification for personal vehicle use?
◦ Require commercial vehicles to purchase Service Pass?
Pricing
◦ Pricing mechanism to pay by the hour?
Enforcement
◦ Department signs terms of agreement each year?
◦ Post two hour limit on all spaces and all permits?
