1. Purpose of Standard
The regulation is made for bringing the campus network into full play,
generalizing the opinion of respect for law, providing internet users rule to
trace and the development of education and learning.
2. Network standard and Commission
All campuses should regulate the usage of network according to this
standard. Furthermore, the commission and special person have to be
designed for the following job：
1. Provide school help to dealt with the related law problems of network.
2. Take suitable method to keep network safe.
3. Announce the related standards of network usage and lead users to
use information resources correctly, respect related laws and
manners and other related matters.
3. Respect Intellectual Property Rights
The Internet user must respect Intellectual Property Rights.
The campus should announce it to prevent Internet user from violating
Intellectual Property Rights:
1. Use the unauthorized software.
2. Download illegally and copy the products protected by Intellectual
Property Rights.
3. Upload the protected products to websites in public without the
agreement from authors.
4. Copy articles that authors forbid copying from BBS or other
discussion boards.
5. To erecting and providing protected pieces for public downloading.
6. Other possible illegal behaviors.
4. Misusing Internet System is not allowed
Users are not allowed:
1. Spreading the viruses or other disturbing programs.
2. Intercepting internet information without permission.
3. Breaking through or stealing other ID or password in order to use
unauthorized internet resources.
4. Landing ID without any purpose.
5. Hiding ID or using false ID. Authorized false ID is allowed.
6. Spying others' E-mail or files.
7. Misusing with any kind of way, including mailing huge amount of
commercial, chain mail, or meaningless message…etc.
8. Spreading deception, slander, insulting, harassing or other illegal
messages with E-mail, online chatting or BBS.
9. To be engaged in non-educational research or illegal business with
school internet resource.
5. Management of Internet
In order to apply the standard, the related rules are listed above:
1. Assisting users to built self-manage system.
2. Control the internet flow capacity properly.
3. Those who violated the rule will be banned to use the internet.
4. BBS and other website should be maintained by special
administrators. The administrators may unauthorize those who
violated the rules. Administrators may also report the serious cases
to school.
5. Other related school internet administrated problems.
6. Users should report the security problems to the responsible unit
immediately.
6. VI. Internet privacy protection
School should respect the internet privacy, it is not allowed to spy on
personal users or other violated behaviors. But there are some exceptions:
1. For maintenance and security check.
2. The illegal behaviors need to be proven.
3. To cooperating with governmental investigation.
4. Other behaviors in accordance of law.
7. Punishments for violation:
1. Banned for using internet resource.
2. Punishing with school law.
3. If administrator violated the regulations, he/she should be punished
severely.
8. Principles and procedures:
Every school should make its own regulation about using school internet in
the school law. School should give the punishment according to every
regulation and principles.
