Under the Uniform Guidance, all Capital Equipment purchases made with federal funds require the “Purpose and Use” of the
equipment to be maintained in the University’s property records. A new, required field has been added in the Oracle
purchase requisitions called “Justification (Req’d for Fed Use)”.
The primary field for reporting Purpose & Use is the “Justification” field on the Details tab of the requisition line. This field
allows for 800 characters and should be sufficient to enter information related to all capital equipment purchased on federal
awards and associated cost shares. Users can enter the information as they are tabbing through the requisition fields.

If needed an additional field has been enabled on the Distribution screen that allows for an extra 150 characters specific to
each account. Any information entered into this field will be concatenated to the Justification entered at the Line level above
to create a ‘complete’ Purpose & Use statement. This field is not required.

Included on the Approval Notification will be the “Purpose & Use” statement. In the event that the requisition was forwarded
for approval without this information the following message will be displayed in that field: *** Justification/Use Required for
Federal Grants. Please Return for Correction ***
