In FY 2011, excepting the Defense Advanced Research Projects Agency, the Office of the Secretary of Defense began reporting for the agencies that had been presented under Department of Defense (DOD) agencies and activities and Operational Test and Evaluation, Director. These are now reported under Other defense agencies. c As of the FYs 2011–13 survey, Other defense agencies displays aggregated data of DOD subagencies engaged in classified R&D projects. d The Bureau of Ocean Energy Management, Regulation and Enforcement was split into the Bureau of Ocean Energy Management and the Bureau of Safety and Environmental Enforcement in FY 2012. e The Minerals Management Service changed its name to the Bureau of Ocean Energy Management, Regulation and Enforcement in FY 2010. NOTES: Because of rounding, detail may not add to total. Only those agencies and subdivisions that had obligations in variables represented by this table appear in the table. The Transportation Security Laboratory (TSL) initially existed under the Transportation Security Administration (TSA) of the Department of Homeland Security (DHS), but in the 2005 DHS reorganization, TSL was moved from TSA to the Science and Technology Directorate. In FY 2006, the National Aeronautics and Space Administration (NASA) reclassified as operational costs funding for Space Operations, the Hubble Space Telescope, the Stratospheric Observatory for Infrared Astronomy, and the James Webb Space Telescope that previously had been reported as R&D plant. Between FY 2006 and FY 2007, NASA's R&D obligations decreased for two reasons: (1) in FY 2007, NASA excluded projects that were operational in nature that were not excluded in FY 2006, which accounts for $850 million of the decrease; and (2) there was an overall decrease in obligations between FY 2006 and FY 2007, which accounts for the remainder of the decrease. In FY 2010, NASA resumed reporting International Space Station (ISS) obligations as R&D plant. In FY 2012, NASA began reporting ISS obligations as research rather than R&D plant. See appendix C for additional notes associated with the agencies listed in this table. FYs 2009 and 2010 obligations include additional funding provided by the American Recovery and Reinvestment Act of 2009.
