BACKGROUND: The Board of Visitors’ Policy on University-Related
Foundations requires that each foundation board include a
representative of the Board of Visitors. The Board of Visitors
ratifies new appointments and confirms the list of existing
representatives annually.

Report on the Council of Foundations
BACKGROUND: The Council of Foundations brings together
representatives from University-related fundraising foundations
for discussions of common concern specific to development,
communications, and alumni engagement policies, programming, and
services.
DISCUSSION: Mr. Fryer will provide a report on Council of
Foundations’ activities, including the meeting of the Council
held on September 28, 2015.

DISCUSSION: Mr. Sweeney will report on FY 2016 philanthropic
cash flow and new commitments through September 30, 2015.
Philanthropic cash flow measures actual gifts received by
the University during a specific fiscal year. It includes cash
or cash equivalents received for philanthropic purposes; it
does not include pledges or future support (bequest
expectancies, annuities, etc.).
Through September 30, cash flow for FY 2016 was $33.5
million, down $11.8 million over the same period last fiscal
year. New commitments through September 30 (new gifts and new
pledge amounts) stood at $32 million, a decrease of $10.6
million from the same period in FY 2015. When combined with
new future support, total new commitments reached $37.6
million, a decrease of $8.4 million.

ACTION REQUIRED:

Bicentennial Campaign Planning Discussion
DISCUSSION: Mr. Sweeney will continue the discussion on
planning for the Bicentennial Campaign, with a focus on how it
will differ from previous efforts. Representative “big ideas”
that have the potential to distinguish the University in various
areas will be shared by four faculty members, and the Committee
will discuss the importance of transformative gifts to the
Campaign’s success as well as the challenges and opportunities
they present.
Mr. William J. Antholis, Director and CEO of the Miller
Center of Public Affairs, will present on the Miller Center’s
POTUS 2017 initative, which investigates the critical impact of
decisions and events during a U.S. president’s first year in
office.
Mr. Thomas C. Katsouleas, Executive Vice President and
Provost, will share ideas related to multiple pan-University
institutes or centers that collectively would involve
transformative-level donor investment.
Mr. Robert C. Pianta, Dean of the Curry School of
Education, will present a proposal for a cross-disciplinary
institute aimed at fostering the development of youth and young
adults toward productive and engaged citizenship, and
recapturing the lost capacity of youth facing risks of economic,
cultural, or developmental disadvantage.
Dr. David S. Wilkes, Dean of the School of Medicine, will
address why a strong physician-scientist pipeline is essential
to advance discoveries and treatments for the benefit of human
health, and he will share his plans for expanding the physicianscientist program at U.Va. as well as why this matters to our
current and future patients.

VI. Annual Report on University-Related
Foundation Compliance
ACTION REQUIRED:
None
BACKGROUND: The Board of Visitors approved the Policy on
University-Related Foundations on October 9, 1992. The policy
applies to all foundations that are established and operated for
the University’s benefit and that use the University’s name and,
at times, its resources. The policy was designed to ensure
efficiency and accountability of University-related foundations,
as well as to maintain the foundations’ independence and
integrity. At its October 2000 meeting, the Board concurred
with specific procedures to be followed in the administration of
the policy.
The responsibility for monitoring compliance with the
policy, as well as general administrative oversight of
University-related foundations, rests with the Associate Vice
President & Treasurer of the University, as the President’s
designee. The policy specifies that the designee will prepare
an annual report on compliance for the Board of Visitors.
DISCUSSION: During the year, each foundation submits to the
University certain reports specified in the policy. The reports
include, but are not limited to, minutes of board meetings,
audited financial statements, approved operating and capital
budgets, amendments to by-laws, and tax returns. In addition,
the executive director of each foundation is asked to submit an
annual letter certifying that the foundation has complied with
the Policy on University-Related Foundations. Board of
Visitors’ representatives on the foundation boards are asked to
provide the Board with annual reports on foundation activities.
We have reviewed the representatives’ reports as well as
the other deliverables received from each foundation. This
information indicates that all foundations are in compliance
with the Policy on University-Related Foundations. A matrix on

the following pages shows the items received from each of the
foundations.

Advancement Committee Goal and Work Plan for FY16
Advancement Committee Goal FY16 & FY17: Continue and complete phase two of the
Bicentennial Campaign planning process; report on progress and solicit Committee input at
every meeting as appropriate.
Work Plan for FY16 & FY17: As the following objectives are approached according to the
campaign planning timeline, bring these efforts to the Committee for discussion and feedback,
and report on their progress when they are under way and/or completed (including Council of
Foundations reports as appropriate).

Phase One: Restructuring and Rebuilding University Advancement – Completed

Phase Two: Grounds-Wide Planning and Assessment – In progress
• Meet individually with deans and directors to initiate needs assessment and
brainstorm top priorities; draft, deliver and discuss mini-campaign feasibility studies;
provide feedback on performance in previous campaign – Completed with the
exception of SOM
• Plan and execute deans’ and directors’ retreats (June and August 2015) – Completed
• Create and implement Provost/deans/directors development forum – Fall 2015;
Winter/Spring 2016
• Survey and evaluate national leadership volunteer structure (National Committee on
University Resources) – Completed
• Determine optimal campaign executive committee and pan-University volunteer
structures – Spring 2016
• Create internal campaign planning committees – Spring 2016
• Evaluate feasibility of/need for outside campaign counsel – Fall 2015; Winter/Spring
2016

Phase Three: Implementation (Fall 2016 – Spring 2017)
• Approval of key fundraising priorities
• Create overall campaign communications strategy
o Development/approval of initial marketing materials
• Enlist Bicentennial Campaign chair
• Recruit campaign executive committee members
• Establish working goal for the campaign
• Identify funding source(s); secure campaign funding; determine method for
measuring and reporting ROI
• Create individualized leadership gift prospect strategies
• Formalize policies and procedures (prospect clearance, gift accounting guidelines,
gift valuation policies, named endowment levels, pledge policies, etc.)
