A.1. EASEMENT, FROM CITY OF CHARLOTTESVILLE, WEST MAIN
STREETSCAPE IMPROVEMENTS, UNDERGROUND TELECOMMUNICATIONS
FACILITIES: Approval of permanent easement to the University of
Virginia from the City of Charlottesville
BACKGROUND: Anticipating the construction of The Battle
Building at UVA Children’s Hospital (the “Battle Building”),
University of Virginia Foundation, for the benefit of the
University of Virginia as the eventual owner of the Battle
Building, installed an underground duct bank along portions of
West Main Street and Jefferson Park Avenue. Above-ground
utilities in the vicinity of the Battle Building site, including
those of Comcast, Ntelos, and Dominion Virginia Power, will be
relocated to the underground duct bank to improve the
streetscape and will be collocated in the duct bank with
telecommunications facilities of the university. The
installation of the duct bank was permitted under a license
agreement between the City and the Foundation that requires both
parties to pursue a longer term agreement in the form of a
permanent easement. Given the University’s eventual ownership
of the Battle Building and its ownership of the duct bank, it is
appropriate for the University to acquire the easement from the
City.
DISCUSSION: The University would like to accept from the City
of Charlottesville the grant of an easement that covers the
installation and maintenance of the duct bank and related
improvements.

APPROVAL OF ACQUISITION OF A PERMANENT EASEMENT FOR THE
UNIVERSITY OF VIRGINIA FROM THE CITY OF CHARLOTTESVILLE
RESOLVED, the acquisition of a permanent easement along
portions of West Main Street and Jefferson Park Avenue, and in
the approximate location shown on that certain plat entitled
“Plat Showing Variable Width Telecommunications Conduit
Easements” dated June 14, 2010, and prepared by Timmons Group,
to facilitate the installation of a duct bank and the location
of utilities and telecommunication facilities therein, is
approved; and

RESOLVED FURTHER, the Executive Vice President and Chief
Operating Officer is authorized, on behalf of the University, to
approve and execute a deed of easement and related documents, to
approve revisions to the Plat (including, without limitation,
revisions to change the location of the permanent easement), to
incur reasonable and customary expenses, and to take such other
actions as deemed necessary and appropriate to acquire such
permanent easement; and
RESOLVED FURTHER, all prior acts performed by the Executive
Vice President and Chief Operating Officer, and other officers
and agents of the University, in connection with the acquisition
of such permanent easement, are in all respects approved,
ratified and confirmed.
A.2. EASEMENT, TO DOMINION VIRGINIA POWER FOR THE RELOCATION OF
EXISTING OVERHEAD LINES: Approval to grant easement
BACKGROUND: The Alderman Road Replacement Residence Hall project
contemplates locating a dumpster behind Watson-Webb Dormitory and
adjacent to McCormick Road just south of the intersection with
Edgemont Road. Electric lines currently traverse the proposed
dumpster location. The electrical ground line is approximately 21’
above grade and the energized line is approximately 31’ above grade.
The garbage truck will elevate a dumpster to 23’ above grade, and
Virginia law requires the lines to be at least 10’ above that
height, which calculates to 33’. Rather than raise the lines, the
recommendation is to grant an easement to Dominion Virginia Power to
relocate the lines across McCormick Road.
DISCUSSION: The dumpster location provides for convenient access
from the residence hall and relocating the lines will allow for safe
and efficient dumpster service.

APPROVAL OF EASEMENT FROM THE UNIVERSITY OF VIRGINIA TO DOMINION
VIRGINIA POWER
RESOLVED, the grant of a permanent easement on property
owned by The Rector and Visitors of the University of Virginia
to Dominion Virginia Power, in the approximate location shown on
that certain plat entitled “Plat to Accompany Right-of-Way
Agreement” dated July 25, 2011, identified as Plat Number
80110035, and prepared by Virginia Electric and Power Company
doing business as Dominion Virginia Power (the “Plat”), to
facilitate the installation of electrical facilities, is
approved; and
RESOLVED FURTHER, the Executive Vice President and Chief
Operating Officer is authorized, on behalf of the University, to
approve and execute a deed of easement and related documents, to
approve revisions to the Plat (including, without limitation,
revisions to change the location of the permanent easement), to
incur reasonable and customary expenses, and to take such other
actions as deemed necessary and appropriate to grant such
permanent easement; and
RESOLVED FURTHER, all prior acts performed by the Executive
Vice President and Chief Operating Officer, and other officers

B.1. ARCHITECT/ENGINEER SELECTION, THE UNIVERSITY OF VIRGINIA
COLLEGE AT WISE HEALTH & WELLNESS CENTER AND GREEAR GYM
RENOVATIONS: Approval of architect/engineer selection
This project constructs an 11,000 gross square feet, twostory, Health and Wellness Center addition to the C. Bascom
Slemp Student Center, and renovates approximately 5,800 GSF in
Greear Gym, a 26,500 GSF facility dating from the 1960s. Greear
supports the College’s varsity sports and intramurals programs.
The Health and Wellness Center addition will support
expanded health and wellness programs, and is an initiative of
the College’s Healthy Appalachia Institute. Health-related
issues are a critical need, which Southwest Virginia must
address to improve the overall quality of life and economic
vitality of the region. This facility will promote the
development of healthy lifestyles at a young age through
educational programs and attractive, welcoming fitness
facilities, thereby helping to address a significant local need.

With the relocation of the varsity basketball and
volleyball teams from Greear Gym to the newly constructed
Multipurpose Center, the College has the opportunity to renovate
the existing locker rooms in Greear. The renovations also
include upgrades to the building’s lobby and public restrooms.
We recommend the selection of Train & Partners, of
Charlottesville, Virginia for the contract. The firm has
successfully completed the Smiddy Hall renovation and IT
addition at the College at Wise; and, further, has relevant
experience in sports, recreation and wellness facilities.

B.3. ARCHITECT/ENGINEER SELECTION, THE UNIVERSITY OF VIRGINIA
SCHOOL OF LAW, SLAUGHTER HALL RENOVATIONS: Approval of
architect/engineer selection
The project consists of the renovation of the first, second
and third floors of Slaughter Hall at the University of
Virginia School of Law. The renovations will create office and
work areas for Admissions and other administrative and student
groups.
The project is a reorganization/redistribution of functions
(office, conference and assembly areas) to improve the internal
organization of the building to better reflect current
operations and priorities. The style and character of the
renovations will complement the existing Slaughter Hall and the
law school building complex.
We recommend the selection of Train & Partners, of
Charlottesville, Virginia for the contract. The firm has
successfully completed significant new construction and
renovation projects at the School of Law over several years.

II.A Addition to the Major Capital Projects
Program: Indoor Practice Facility –
Fieldhouse
BACKGROUND: Normally, the Board of Visitors approves capital
projects every two years with a comprehensive update to the
Major Capital Projects Program. The last update was in April
2011. When the University identifies a new capital project
outside the biennial update, the project requires approval by
the Buildings and Grounds Committee, the Finance Committee, and
the Board of Visitors.
DISCUSSION: At this time, the University has a new capital
project to add to the Major Capital Projects Program:
Indoor Practice Facility Fieldhouse
Gifts
$11.0 - $13.0M
This 78,000 square foot facility will be sited on an existing
football practice field to take advantage of locker rooms,
offices, and other amenities already provided in the McCue
Center and University Hall. The facility will include a full
100-yard field with end zones and five-yard overruns and will
accommodate a 65-foot clear height in the center for
kicking. Other sports or recreation activities that align with
occupant load and activity restrictions may also
benefit. Incremental operating and maintenance costs will be
funded from Athletics operating revenues.
Construction of this facility is dependent on private
fundraising, and according to University policy, may only begin
once the following conditions are met: 1) 100 percent of the
required cash and enforceable pledges on a present value basis
are in hand, and 2) 100 percent of the cash is projected to be
in hand prior to the completion of construction. In the event
cash flow from pledges is insufficient to meet construction
expenses, an internal loan may be requested to provide bridge
financing. If approved by Treasury Management based on a credit
assessment, the internal loan will be repaid over a period of up
to five years as gift pledges are collected.

The facility will replace the previously approved AirSupported Structure included in the current multi-year capital
program.

Montebello Plaque
BACKGROUND: The Board of Visitors must approve all historical
and memorial plaques and commemorative markers proposed for the
University Grounds. Such markers are approved first by the
President, then the Buildings and Grounds Committee, and
finally, the full Board of Visitors.
DISCUSSION: Captain John M. Perry constructed Montebello as his
home in 1819-20. It is listed on the Virginia Landmarks
Register and the National Register of Historic Places as an
example of Early Republican architecture, and shows how strong
the influence of Thomas Jefferson’s designs for the University
of Virginia was in the region.
The house has a long association with the University of
Virginia, despite the fact that the University only purchased it
in 1962. Montebello stands on a portion of James Monroe’s early
farm, which Captain Perry purchased in 1814, and from which he
sold a portion to Thomas Jefferson for construction of Central
College, later the University of Virginia.
Captain Perry was known to Mr. Jefferson through his
participation in the construction of Monticello and Poplar
Forest. A master builder, Perry participated in the
construction of more buildings at the University than any other
tradesman, including Pavilions III, IV, V, VII, and VIII, Hotels
D and E, and several blocks of dormitories on the Lawn and
Ranges. Captain Perry’s descendants owned Montebello until 1870
and continued to work as contractors for the University through
the end of the 19th century, building among other structures the
McCormick Observatory and Alden House in 1883-84.
Subsequent owners of the property were also affiliated with
the University. Colonel Charles S. Venable, a professor of
Mathematics and Chairman of the Faculty, lived in the house from
1870 to 1875. From 1875 to 1887, William S. Thornton, also
Chairman of the Faculty and the first Dean of Engineering, lived
in the house. The Thornton family sold the house in 1904, after
which it changed hands several times until 1917, when it was

purchased by Isaac Moran, a retired treasurer and bursar of the
University. His family was actively involved with the
University community through the first half of the 20th century,
and sold the house to the University in 1962.
We propose a bluestone, in-pavement plaque to honor
Montebello to be located in the brick entrance path leading to
the front portico. The plaque will measure approximately 16
inches wide by 24 inches high. The text has been reviewed by
the President and is now presented to the Buildings and Grounds
Committee and the Board of Visitors for approval.
The text reads as follows:

APPROVAL OF THE MONTEBELLO PLAQUE
WHEREAS, Montebello is listed on the National Register
under Criterion C, as an example of Early Republican
architecture demonstrating Jeffersonian Classicism, and is a
significant further example of Thomas Jefferson’s architectural
vision;
RESOLVED, the Board of Visitors approves the placement of a
historical plaque on Montebello.

ACTION REQUIRED:

BACKGROUND: A Certificate of Public Need issued in late 2010
states that a deficit of outpatient surgery operating rooms
(ORs) exists in our region. However, growth of the current UVa
Outpatient Surgery Center is limited by the available square
footage that can be adapted to use as ORs. The longer term need
is being addressed by the construction of a new Outpatient
Surgery Center on the lower level of the Battle Building. This
new facility is scheduled for completion in mid-2014 and will
contain nine ORs; i.e., three additional ORs.
CONCEPT: This new project adds two outpatient ORs to the
current complement of six at the UVA Outpatient Surgery Center
located at 500 Monroe Lane. The increased capacity in ORs will
be accomplished by the lease or purchase of modular units. The
project as proposed will construct a new surgical corridor to
connect the modular ORs to each other and to the existing
building. In addition, site work and utility extensions, entry
canopy, screen walls and landscape will be added to integrate
the modular units into the existing facility and its environs.
DISCUSSION: The architecture and engineering firm, Baskervill,
from Richmond, along with the Architect for the University and
representatives from the Health System and Facilities
Management, have developed a schematic design which Mr. Neuman
will review with the Committee.
