EASEMENT, JEFFERSON QUARRY, LLC, FIBER OPTIC CABLE
EASEMENT: Approval to acquire a permanent easement across
property owned by Jefferson Quarry, LLC
The University wishes to acquire a permanent easement
across property owned by Jefferson Quarry, LLC. The property
located at 2410 Old Ivy Road, Charlottesville, is between two
properties owned by the University. This easement will
facilitate the underground installation of a fiber optic line
between the two University properties and provide redundant
fiber optic capability to the ITC data center currently under
construction.
ACTION REQUIRED: Approval by the Buildings and Grounds
Committee and by the Board of Visitors
APPROVAL OF ACQUISITION OF A PERMANENT EASEMENT FOR THE
UNIVERSITY OF VIRGINIA FROM JEFFERSON QUARRY, LLC
RESOLVED, the acquisition of a permanent easement across
property located at 2410 Old Ivy Road, Charlottesville, and
owned by Jefferson Quarry, LLC, to facilitate the installation
of a fiber optic line, is approved; and
RESOLVED FURTHER, the Executive Vice President and Chief
Operating Officer is authorized, on behalf of the University, to
approve and execute a deed of easement and related documents, to
approve a plat showing the location of the permanent easement,
to incur reasonable and customary expenses, and to take such
other actions as deemed necessary and appropriate to acquire
such permanent easement; and
RESOLVED FURTHER, all prior acts performed by the Executive
Vice President and Chief Operating Officer, and other officers
and agents of the University, in connection with the acquisition
of such permanent easement, are in all respects approved,
ratified, and confirmed.

EASEMENT, RIVANNA WATER AND SEWER AUTHORITY, WATERLINE
EASEMENT: Approval to convey a waterline easement to the Rivanna
Water and Sewer Authority
The construction of Phase Three, Building Four of The Alderman
Road Replacement Dormitory Project requires the relocation of an
existing sixteen inch waterline operated by the Rivanna Water and
Sewer Authority. In order to relocate the line, a replacement
easement needs to be provided to the Authority.
ACTION REQUIRED: Approval by the Buildings and Grounds
Committee and by the Board of Visitors
APPROVAL TO GRANT A PERMANENT EASEMENT TO RIVANNA WATER AND SEWER
AUTHORITY
RESOLVED, the grant of a permanent easement to the Rivanna Water
and Sewer Authority, in the approximate location shown on that
certain plan entitled “Alderman Road Housing, Phase Three, Buildings
3 and 4,” prepared by Ayers Saint Gross, and dated June 29, 2010 (the
“Plan”), to facilitate the waterline relocation, is approved; and
RESOLVED FURTHER, the Executive Vice President and Chief
Operating Officer is authorized, on behalf of the University, to
approve and execute a deed of easement and related documents, to
approve revisions to the Plan (including, without limitation,
revisions to change the location of the permanent easement), to incur
reasonable and customary expenses, and to take such other actions as
deemed necessary and appropriate to grant such permanent easement;
and
RESOLVED FURTHER, all prior acts performed by the Executive Vice
President and Chief Operating Officer, and other officers and agents
of the University, in connection with the grant of such permanent
easement, are in all respects approved, ratified, and confirmed.
3.
EASEMENT, TOWN OF WISE, VIRGINIA, WATERLINE EASEMENT:
Approval to convey a waterline easement to the Town of Wise
The Town of Wise, Virginia is replacing a waterline that serves
the College at Wise, and the replacement line will not serve this
particular area of the campus. To provide public water to this area
which includes the carpentry building and greenhouse (not on campus
proper), the Town will install and maintain a new two inch service
line.

APPROVAL TO GRANT A PERMANENT EASEMENT TO THE TOWN OF WISE
RESOLVED, the grant of a permanent easement to the Town of Wise,
Virginia, in the approximate location shown on that certain plat
entitled “Town of Wise 2” Waterline Easement, prepared by Space and
Real Estate Management and dated June 29, 2010 (the “Plat”), to
facilitate the installation of a town-owned water line, is approved;
and
RESOLVED FURTHER, the Executive Vice President and Chief
Operating Officer is authorized, on behalf of the University, to
approve and execute a deed of easement and related documents, to
approve revisions to the Plat (including, without limitation,
revisions to change the location of the permanent easement), to incur
reasonable and customary expenses, and to take such other actions as
deemed necessary and appropriate to grant such permanent easement;
and
RESOLVED FURTHER, all prior acts performed by the Executive Vice
President and Chief Operating Officer, and other officers and agents
of the University, in connection with the grant of such permanent
easement, are in all respects approved, ratified, and confirmed.
4.
EASEMENT, CITY OF CHARLOTTESVILLE-CRISPELL DRIVE, PUBLIC
ACCESS EASEMENT: Approval to convey a public access easement to
the City of Charlottesville for the Crispell Drive Extension
The University has constructed an extension to Crispell
Drive between Monroe Lane and Jeannette Lancaster Way, formerly
known as 15th Street (hereinafter “Crispell Drive Extension”) to
provide access to the parking and other facilities of the
University of Virginia Hospital. In connection with the project
and at the University’s request, on May 5, 2003, the
Charlottesville City Council adopted an ordinance closing,
vacating and discontinuing a portion of 15th Street, S.W. As
required by the adopted ordinance, the University must either
dedicate Crispell Drive Extension as public right-of-way, or
grant the City a public access easement across Crispell Drive
Extension. The City Engineer has confirmed that Crispell Drive
Extension has been constructed to City street standards.
Pursuant to the proposed public access easement, Crispell Drive
Extension will be open to public vehicular and pedestrian

traffic under the following terms and conditions set forth in
the proposed deed of easement:
1.
All streets, service drives, sidewalks and driveways
and all appurtenant facilities constructed or
installed in Crispell Drive Extension shall be and
remain the property of the University, its successor
and assigns.
2.
The University shall maintain Crispell Drive Extension
and the facilities located therein in accordance with
City street standards, as updated from time to time.
Maintenance shall include, but not be limited to,
street cleaning, removal of snow and ice as soon as
practicable after a snowfall, installation and repair
of street signs and traffic signs, and maintenance of
crosswalk markings.
3.
Without limitation of the University’s obligations
under section 2 above, the drop inlet for storm
drainage shown on the attached plat shall be inspected
by the University periodically and cleaned out, if
necessary, in a timely manner.
4.
The City and the University acknowledge there are no
existing or proposed public utility lines in Crispell
Drive Extension. At a later date, in the event the
University and the City mutually determine that a
public utility line is necessary, the University shall
grant to the City an easement of suitable width at no
cost to the City.
5.
Nothing contained herein shall be deemed a waiver of
the sovereign immunity of the University or the
Commonwealth of Virginia.

APPROVAL OF PUBLIC ACCESS EASEMENT TO THE CITY OF
CHARLOTTESVILLE ACROSS CRISPELL DRIVE EXTENSION
RESOLVED, the grant of a permanent easement to the City of
Charlottesville, in the location shown on that certain plat
entitled “Plat Showing Crispell Drive A New Variable Width
Access Easement To Benefit The City Of Charlottesville Across

Tax Map 11 Parcels 120 And 121 Located Between Monroe Lane And
15th Street Charlottesville”, prepared by Thomas B. Lincoln Land
Surveyor, Inc., and dated October 1, 2004 (the “Plat”), for
public access, is approved; and
RESOLVED FURTHER, the Executive Vice President and Chief
Operating Officer is authorized, on behalf of the University, to
approve and execute a deed of easement and related documents, to
approve revisions to the Plat (including, without limitation,
revisions to change the location of the permanent easement), to
incur reasonable and customary expenses, and to take such other
actions as deemed necessary and appropriate to grant such
permanent easement; and
RESOLVED FURTHER, all prior acts performed by the Executive
Vice President and Chief Operating Officer, and other officers
and agents of the University, in connection with the grant of

Morgan Harrington Memorial Plaque
BACKGROUND: The Board of Visitors must approve all plaques and
commemorative markers proposed for the University Grounds. Such
markers are approved first by the President, then the Buildings
and Grounds Committee, and finally, the full Board.
DISCUSSION: Virginia Tech student Morgan Harrington disappeared
on October 17, 2009. She was last seen on the Copeley Bridge
near the North Grounds of the University of Virginia. Her body
was discovered on January 28, 2010, on Anchorage Farm, in
Albemarle County. We propose a plaque to be located on the
Copeley Bridge at the last site Morgan was seen.
The plaque will be dark grey slate and will measure
approximately 24 inches wide by 18 inches high. The text has
been reviewed with the Harrington Family and reads as follows:

APPROVAL OF THE MORGAN HARRINGTON MEMORIAL PLAQUE
WHEREAS, Morgan Harrington disappeared on October 17th,

RESOLVED, the Board of Visitors approves the placement of a
memorial plaque on the Copeley Bridge.

BACKGROUND: The proposed project will renovate and expand the
existing dining venues on the first and second floors of Newcomb
Hall. To accommodate increasing demand, the interiors will be
re-configured and seating areas will be increased on the first
and second floors on the western side of the building facing the
University Bookstore. An earlier addition to the original
building will be removed. The new addition, which will extend
approximately thirty feet into the current outdoor plaza, will
be approximately 16,700 gross square feet. It will provide a
new major entry, while a portion of its roof will function as a
terrace for the Newcomb Hall ballroom.
The Architect Selection and the Concept, Site & Design
Guidelines were approved at the February 2010 meeting. Design
review was completed at the June 2010 meeting.
DISCUSSION: The design architect, Cole and Denny, Inc., of
Alexandria, in conjunction with the Architect for the University
and representatives from Dining Services, Student Affairs, and
Facilities Management, have developed a schematic design which
Mr. Neuman will review with the Committee.

ACTION REQUIRED:

BACKGROUND: The proposed project will construct a new 20,000
gross square feet workshop and maintenance facility on Edgemont
Road across from Slaughter Recreation Center. The building will
be jointly used by the School of Engineering and Applied Science
(SEAS) for student projects and Facilities Management (FM) for
shop services. SEAS will occupy the upper two levels with
access to Edgemont Road, while FM will occupy the lower two
floors with access to adjacent existing FM shop spaces. The
similar need by both occupants for large open floor spaces will
allow for flexibility in finishes and future use. Given its
location, use and the character of adjacent structures, the
building will utilize prefabricated metal wall components and
roof with masonry accent elements.
DISCUSSION: The Concept, Site and Design Guidelines were
approved at the June 2010 meeting. The design architect, TEC of
Charlottesville, in association with the Architect for the
University and representatives of SEAS and Facilities
Management, have developed an initial schematic design which Mr.
Neuman will review with the Committee.

Executive Summary
Rouss and Robertson Halls
I. Background
At its April 4, 2004 meeting, the Executive Review Committee for Capital Development
stipulated that Post Occupancy Evaluations be completed for capital projects approximately one
year after beneficial occupancy and be reported to the Buildings and Grounds Committee.
II. Purpose
The Post-Occupancy Evaluation (POE) process is a “lessons learned” exercise to improve the
design, construction, operation, and user satisfaction of future buildings by providing an
assessment of completed projects. The process identifies architectural, engineering, and
functional components that work well and those that are problematic. The process supports the
University’s sustainability program by meeting the criteria for the thermal comfort verification
credit of the U.S. Green Building Council (USGBC) LEED certification process.
III. Methodology
Information was gathered through 1) a building tour, 2) a web-based survey distributed to
faculty, staff, graduate students, and undergraduate students, 3) an assessment by the
maintenance staff, and 4) a post-survey meeting with the Associate Dean for Administration.
IV. Project Description
This project created a new home for the McIntire School of Commerce by renovating Rouss Hall
and constructing Robertson Hall, as an addition on the east side of Rouss. Rouss is an historic
building that is part of the ensemble of buildings constructed at the south end of the Lawn to
make good the loss of academic spaces in the Rotunda fire of 1895. It was designed by Stanford
White as the Physical Laboratory, and was completed in 1898. The 151,000 GSF complex
(Rouss Hall at 27,995 GSF and Robertson Hall at 122,746 GSF), includes auditoriums,
classrooms, reading / study rooms, computer labs, conference and meeting rooms, dining,
offices, and support spaces. Construction began in March 2005, and was completed in February
2008.
V. Summary of Evaluation Findings
Rouss and Robertson Halls have been well received with 97% of the respondents having a
positive impression of the building. The positive response rates for the different user groups
were: undergraduates at 100%; faculty at 98%; staff at 94%; and graduate students at 85%.
The Building’s Immediate Surroundings: 88% of the respondents felt the building’s
exterior spaces met their needs, 10% had no opinion, and 2% had negative responses.
Program Spaces: Respondents indicated that the program spaces met their needs. The
positive response rates were 95% for classrooms / seminar rooms / meeting rooms, 86%

for offices, 85% for reading rooms / group study rooms, and 82% for trading rooms /
digital labs.
Temperature: Offices had the highest positive response rate of 69%. Trading
Rooms/Digital Labs had the lowest positive response rate of 64%.
Lighting: Classrooms / Seminar Rooms / Meeting Rooms had the highest positive
response rate of 89%. Offices had the lowest positive response rate of 74%.
Acoustics: Classrooms / Seminar Rooms / Meeting Rooms had the highest positive
response rate of 89%. Trading Rooms / Digital Labs had the lowest positive response
rate of 76%.
VI. Thermal Comfort Findings
The thermal comfort verification credit for the U.S. Green Building Council’s LEED
certification program requires that thermal environmental conditions be comfortable for 80% or
more of the building occupants. The survey results indicate that Rouss and Robertson Halls fall
within the acceptable range.
VII. Actions and Recommendations
Temperature: While temperature responses were sufficiently positive to achieve the thermal
comfort verification credit for the LEED certification program, building temperatures received
lower satisfaction responses and higher dissatisfaction responses than the other program
elements. There were also a half dozen air quality complaints.
Action (Corrective): Continue adjusting control systems to improve temperatures and air
quality.
Recommendations (For Future Buildings): Future projects should meet the University’s
design criteria for HVAC systems, as found in the Facilities Design Guidelines. The
University should use enhanced commissioning where appropriate. This will improve
occupant satisfaction, optimize energy use, and minimize operating costs.
Wayfinding and Circulation: Survey data and comments indicate that some building users find
the room numbering system and building layout confusing. To improve wayfinding, the School
installed electronic directories at the two major entrances.
Action (Corrective): If wayfinding continues to be an issue, the School could consider
implementing a respondent suggestion that “ it would be so helpful to have signs by stairs
and elevators, like in hotels, of which number rooms are right, left or straight ahead.”
Recommendations (For Future Buildings): Since wayfinding can also be an issue for
smaller buildings, as was found during the POE for Cocke Hall, future projects should
include directories as a standard building feature. Large and complex buildings may have
to follow the Commerce School’s lead and consider installing electronic directories.
Natural Light: There were seven comments about a lack of natural light in program spaces,
such as classrooms, meeting rooms, group study rooms, and the trading rooms / digital labs.

Action (Corrective): Given the location of these program spaces, corrective action is not
possible. During the planning phase, the School decided it was more important to
provide natural light in offices than in other program spaces since offices are typically
occupied 8 hours a day by their users where as the other program spaces are not
continually occupied by the same users. As a result, all but two offices receive natural
light.
Recommendations (For Future Buildings): Natural light should be provided to as many
building spaces as is practical. This will enhance user satisfaction and support LEED
certification.
