A.
EASEMENT, ALDERMAN ROAD WATER EASEMENT (CITY OF
CHARLOTTESVILLE): Approval to grant easement
The City of Charlottesville required that an existing City
water line currently installed in the Alderman Road right-of-way
be upgraded to a larger line to support the Jefferson Fellows
Center under construction on Maury Avenue. There was not a preexisting easement in place, however, the City has agreed to
accept a permanent easement that assigns appropriate
responsibilities to each party for maintenance and repair of the
water line.

APPROVAL OF PERMANENT EASEMENT GRANTED TO THE CITY OF

STADIUM ROADS TO A POINT APPROXIMATELY 2,000 FEET NORTH ON
ALDERMAN ROAD
RESOLVED, the grant of a permanent easement in the
approximate location shown on that certain plan entitled “CENTER
FOR GRADUATE FELLOWS, OFF-SITE WATERLINE PLAN AND PROFILE,”
Sheet Number C7.3 by Patton Harris Rust and Associates, dated
June 12, 2009 (the “Plan”) to the City of Charlottesville, for a
water line located on property owned by The Rector and Visitors
of the University of Virginia, is approved; and
RESOLVED FURTHER, the Executive Vice President and Chief
Operating Officer is authorized, on behalf of the University, to
approve and execute a deed of easement and related documents, to
approve revisions to the Plan (including, without limitation,
revisions to change the location of the permanent easement), to
incur reasonable and customary expenses, and to take such other
actions as deemed necessary and appropriate to grant such
permanent easement; and
RESOLVED FURTHER, all prior acts performed by the Executive
Vice President and Chief Operating Officer and other officers
and agents of the University, in connection with the

DEMOLITION, 1224 JEFFERSON PARK AVENUE PEDESTRIAN LINK:
Approval of demolition
The University owns 1224 and 1222 Jefferson Park Avenue
which are connected by an above ground pedestrian link that is
no longer used. To facilitate improved vehicular access to the
11th Street Parking Garage it is desirable to demolish the link.
ACTION REQUIRED: Approval by the Buildings and Grounds
Committee and by the Board of Visitors
APPROVAL FOR DEMOLITION OF 1224 JEFFERSON PARK AVENUE
PEDESTRIAN LINK
WHEREAS, the University owns improved properties in
Charlottesville, located at 1222 Jefferson Park Avenue and 1224
Jefferson Park Avenue, connected by an above-ground pedestrian
link; and
WHEREAS, the pedestrian link is no longer in use and to
facilitate improved vehicular access to the 11th Street Parking
Garage, it is desirable to demolish the pedestrian link; and
WHEREAS, pursuant to that certain Management Agreement
dated November 15, 2005, by and between the Commonwealth of
Virginia and The Rector and Visitors of the University of
Virginia, as amended, subject to review by the Art and
Architectural Review Board and the Department of Historic
Resources and compliance with such general laws as may be
applicable, the Board of Visitors is authorized to approve the
demolition of buildings; and
WHEREAS, on July 21, 2009, the Department of Historic
Resources approved the demolition of the pedestrian link; and
WHEREAS, on October 2, 2009, the Art and Architectural
Review Board approved the demolition of the pedestrian link;
RESOLVED, the demolition of the pedestrian link located at
1224 Jefferson Park Avenue is approved by the Board of Visitors;
and
RESOLVED FURTHER, the Executive Vice President and Chief
Operating Officer is authorized, on behalf of the University, to
approve and execute such documents and to take such other
actions as deemed necessary and appropriate in connection with

In addition to the demolition of Balz House, Dobie House,
Maupin House, Watson House, and Webb House, approved in Phases II
and III of the Alderman Road Residences Master Plan, Lile House
and Tuttle House will be demolished to make way for Phase IV,
Building 5. Dunnington House will be demolished upon the
completion of Building 5 to provide additional outdoor recreation
spaces. Growth projections indicate the need for more beds, as
well as additional community gathering and program spaces. The
older facilities are inefficient and outdated, have high
maintenance and operating costs, and do not offer the amenities
that incoming students find at peer institutions.

ARCHITECT/ENGINEER SELECTION, ALDERMAN ROAD HOUSING,
PHASE IV: Approval of architect/engineer selection
We recommend the continued use of the architects Ayers
Saint Gross for the planning study, design, and bridging
documents for Phase IV of the Alderman Road Residence Hall
Replacement project. Ayers Saint Gross prepared the bridging
documents for Phases II and III.
ACTION REQUIRED: Approval by the Buildings and Grounds Committee
APPROVAL OF ARCHITECT/ENGINEER SELECTION, ALDERMAN ROAD HOUSING,
PHASE IV
RESOLVED, Ayers Saint Gross of Baltimore, Maryland, is
approved for architectural and engineering services for the
completion of the planning study, design, and bridging documents
on Phase IV of the Alderman Road Replacement Housing Project.

RENAMING THE NUCLEAR REACTOR FACILITY THE OBSERVATORY
MOUNTAIN ENGINEERING RESEARCH FACILITY: Approval of request to
rename the Nuclear Reactor Facility
The President will propose to rename the nuclear reactor
facility the Observatory Mountain Engineering Research Facility.

RENAMING THE NUCLEAR REACTOR FACILITY THE OBSERVATORY MOUNTAIN
ENGINEERING RESEARCH FACILITY
WHEREAS, the University of Virginia Reactor Facility was
designed by W.E. Stainback (Col '28) and Louie L. Scribner (Col
'29) and was built and equipped with a swimming-pool reactor
using grants from the Atomic Energy Commission; and
WHEREAS, the facility operated as a nuclear reactor from
1960 until June 1998, when all reactor fuel was shipped from the
site; and
WHEREAS, the Reactor was formally decommissioned by the
Nuclear Regulatory Commission four years ago under the direct
oversight of the Office of the Vice President for Research; and
WHEREAS, since decommissioning, the School of Engineering
and Applied Science has used the building for research and
office space; and
WHEREAS, changing the name to more accurately reflect the
facility’s current use will make clear to the University and
local communities that this is no longer a nuclear reactor
facility so no unique precaution for entry and use are required;
RESOLVED, the Board of Visitors renames the Nuclear Reactor
Facility the Observatory Mountain Engineering Research Facility.

BACKGROUND: On April 1, 2005, the Board of Visitors endorsed a
plan to replace the existing Alderman Road residences with new
housing for first-year students over the next decade or more.
Phase I (Kellogg House) was approved by the Board of Visitors in
June 2005 and occupied in Fall 2008. Phase II, Building 1, was
approved as a capital project by the Board of Visitors in
February 2007. Building 2 of Phase II and Phase III (Buildings
3 and 4) were approved in October 2008 with the 2010-2020 Update
of the Major Capital Projects Program. Phase II is now under
construction with occupancy scheduled for 2011; Phase III is in
design development.
In addition to the demolition of Balz House, Dobie House,
Maupin House, Watson House, and Webb House, approved in Phases
II and III, Lile House and Tuttle House will be demolished to
make way for Phase IV, Building 5. Dunnington House will be
demolished upon the completion of Building 5 to provide
additional needed outdoor recreation spaces. Growth projections
indicate the need for more beds, as well as additional community
gathering and program spaces. The older facilities are
inefficient and outdated, have high maintenance and operating
costs, and do not offer the amenities that incoming students
find at peer institutions.
The completion of six new residence halls will provide over
1000 new student beds and a variety of amenities for first year
students.
DISCUSSION: The Office of the Architect has prepared the
concept, site, and design guidelines. Mr. Neuman will review
the proposed site and guidelines with the Committee.

Note that the $62.5 – 73.1 million project budget is the full
Phase IV authorization, which includes two buildings (5 and 6).
This project approval request is for Building 5 only, the first
of the Phase IV buildings.

Concept, Site and Design Guidelines
A) Proposed Project Concept
Several of the University’s current student housing sites have aging, antiquated facilities and less
than optimum density given the need to accommodate an increasing number of students on
Grounds. The Office of the Architect for the University has lead several workshops engaging
various stakeholders to study the Alderman Road area to determine the highest and best use for
future student housing and support facilities on this valuable land.
The Alderman Road/Observatory Hill housing area buildings have been surveyed to assess their
current physical condition and to project the useful life of their structures. The structures of
many of the buildings will require major repairs and additional renovations to bring them to the
current standard of college student housing at UVa and other peer institutions. Even with
repairs, the existing buildings cannot be reconfigured to readily accommodate additional
enrollment.
New facilities are urgently needed in response to the growth of the student body and the goal of
accommodating all first year students in on-grounds housing. The University also remains
committed to the goal of creating a memorable first year experience for students. It is thus
essential that the established first-year Alderman Road facilities system continues to serve as a
vibrant community and a central hub for student activity.
Replacing these aging facilities is expected to be more than a decade-long project that
demolishes most existing buildings, and constructs new dormitories in sequence so as not to lose
necessary capacity. The first step created “swing space” in the recently completed Kellogg
House to decant the first buildings scheduled for demolition. Currently under construction, the
second project is developing two new residential halls and a student commons, within the
existing first-year precinct. Modeled after the successful Cauthen, Woody and Phase I (Kellogg
House), Phases II, III and IV will have both student rooms and indoor and outdoor community
spaces for curricular and extra-curricular activities.

The next phases of the project combine to provide approximately 1,041 new beds with a project
schedule illustrated below.

To create a well-coordinated, long-range, strategic plan that addresses anticipated space needs,
the quality and character of the buildings and landscape, the Alderman Road Student Housing
Master Plan has been updated to reflect recent growth projections. Work sessions included
representatives from the Office of the Architect, Housing Division, Dining Services, the Office
of Student Life and Facilities Planning and Construction, as well as student representatives.
The new student housing offers modern amenities at the same time that it fosters intimate,
secure, close-knit communities, while creating a strong sense of place and accommodating
growing numbers of students. Master planning the site supports UVa’s sustainability goals and
promotes responsible stewardship of the land with prudent integration of key planning
objectives: respects the environment and the regional context; promotes connectivity and
enhances multi-disciplinary discourse. All new projects in Phases II-IV will be LEED certified.
The new student residence buildings will have similar programs. In addition to student rooms,
studies and lounges, entry level floors will be oriented to illuminate and animate gathering places
housing a variety of program spaces for teaching, meeting and recreation. Outdoor recreation
areas, both structured and unstructured will also be provided.
B) Siting Criteria
The University of Virginia general siting criteria for all new facilities include the following
components. All of these are satisfied in determining the siting recommendation for the new
residence halls.
Conforms to overall land use plan and district/area plans.
Supports the University commitment to sustainable development and responsible
stewardship of its natural, cultural and human resources.
Reinforces functional relationships with other components of the same department
or program, and is compatible with other neighboring uses.
Satisfies access requirements- pedestrian, bicycle, vehicular and service.
Maximizes infill opportunities to utilize land resources and existing infrastructure.

Minimizes site development costs, including extension of utilities, access, loss of
parking, mass grading, etc.
Minimizes opportunity cost; i.e., value of this use and size versus other alternatives.
Provides a size that is adequate, but not excessive, for initial program, future
expansion, and ancillary uses.
Avoids unnecessary environmental impacts, including significant tree removal or
filling of existing stream valleys.
Allows site visibility and aesthetic character as appropriate for the intended use and
for the neighborhood.
Minimizes time for implementation of project.

C) Proposed Site
The general site is located within the existing first-year student residential complex, near
Cauthen House and Woody House. The site provides convenient access to the Observatory Hill
Dining Hall, the Slaughter Recreation Center, the Aquatic and Fitness Center and the western
edge of the academic center.

Site Planning
- Building setbacks will be a minimum of 20’ from existing fire lane, and a minimum of
40’ from Woody House.
- Orient building footprint, entries and drop-offs to create common areas and gathering
places.
- Improve existing common paths of travel and gathering places.
- Utilize existing service access and trash/recycling areas where possible.
- Utilize grade changes to allow ease of ADA entry options and accessible routes between
buildings and amenities.
- Use retaining walls as necessary to manage erosion and create terraces for student
recreation and planted areas.
- Consult the University Landscape Architect for tree preservation and planting
conservation plan.
Circulation and Parking
- Configure sidewalks to relate to the functional needs of the new buildings and to connect
appropriately to the surrounding pedestrian system.
- Plan for pedestrian connection to planned buildings at all elevations.

Provide adequate service that does not conflict w/ pedestrian network.
Provide adequate bicycle parking (1 bike parking space per 4 beds).
Architecture
- All buildings will achieve, individually and as a group, LEED Certification; Silver or
Gold Certification is strongly encouraged.
- Building footprint will vary between buildings, depending upon topography and program.
- A maximum of five (5) floors must accommodate the program, negotiate the existing
grade while preserving human scale and relate to the existing and planned new residence
halls.
- Develop massing, fenestration and architectural details to establish a strong visual
relationship to Woody House, Cauthen House and Phase III buildings.
- Develop a roof form that is complementary and contextual with major nearby structures,
as well as UVa traditions.
- Create identifiable, welcoming and sheltered main entries.
- Utilize materials and colors consistent with existing UVa palette in this area and
consistent with the wooded setting.
- Public rooms should be disposed to address views to the surrounding landscape and the
nearby academic campus.
- Overall building design should integrate “sound planning, strong landscape and
memorable architecture”; i.e. the building character that is of the University of Virginia.
Landscape
- Preserve as many existing mature trees as possible, while meeting site constraints of
fire/emergency access, wheelchair accessibility, etc.
- Develop contextual landscape appearance using a plant palette consistent with the
recommendations of the Observatory Hill Landscape Framework Plan.
- Plantings will be low-maintenance.
- Create a special garden area associated with the drop-off zones and main entries.
- Create areas for outdoor group/social activities and recreation.
- Provide appropriate and safe levels of pedestrian lighting in accordance with Observatory
Hill Lighting Master Plan.
- Screen all trash, recycling areas and above-grade utilities with walls or evergreen
plantings.
- All site furnishings will comply with UVa Facilities Design Guidelines; signage will
comply with University sign standards.
Review and Compliance
The Office of the Architect for the University is responsible for the review and approval of
project compliance with these guidelines.

Bookstore Expansion

BACKGROUND: The Bookstore expansion project was approved by the
Board of Visitors in January 2007. The Architect Selection of
Bowie Gridley Architects and the Concept, Site, and Design
Guidelines were approved at the February 5, 2009 meeting of the
Buildings and Grounds Committee. A review of the schematic
design took place at the September, 2009 meeting.
The proposed project will construct approximately 16,000
gross square feet of space along the western side of the
existing Bookstore facility above the top deck of structured
parking. The additional space is necessary to meet the needs of
expanding student, faculty, and staff populations desiring
products and services not previously available through campus
bookstores.
With minimum impact on day-to-day operations, the new
construction will connect seamlessly with the existing building.
The new floor area will be designed for long-range flexibility
so that the Bookstore can continue to adapt to the ever-changing
mix of products, services, and consumer expectations. Product
merchandising will benefit from an improved customer experience.
The addition will make it possible to offer seating for reading,
special events, and visitors enjoying the cafe.
Cost estimates during design development will determine the
extent of interior renovations within the approved budget. All
exterior materials and design details will be in keeping with
the existing facilities.
DISCUSSION: The Office of the Architect has prepared a
presentation of the schematic design. Mr. Neuman will review
this design with the Committee.
