A.
EASEMENT, NORTH GROUNDS POWER EASEMENT (Dominion Virginia
Power): The St. Anne’s – Belfield School is constructing new
facilities that require relocation and undergrounding of
electrical lines. Dominion Virginia Power has suggested a
routing that requires a permanent easement on property owned by
the University. The easement language will require that others
be responsible for all costs if the lines need to be relocated
in the future, to include relocation for the benefit of the
University.

APPROVAL OF PERMANENT EASEMENT FOR DOMINION VIRGINIA POWER
ACROSS UNIVERSITY OF VIRGINIA PROPERTY LOCATED ON THE WEST SIDE
OF THE ROUTE 29/250 BYPASS ADJACENT TO ST. ANNE’S BELFIELD
SCHOOL
RESOLVED, that the grant of a permanent easement in the
approximate location shown on that certain plat entitled “Plat
to Accompany Right-of-Way Agreement” Charlottesville District,
Jack Jouett T.D., Plat Number 80090014, Grid Number F2326, Dated
March 30, 2009 (the “Plat”), to Dominion Virginia Power, for
utilities located on property owned by The Rector and Visitors
of the University of Virginia, is approved; and
RESOLVED FURTHER, that the Executive Vice President and
Chief Operating Officer is authorized, on behalf of the
University, to approve and execute a deed of easement and
related documents, to approve revisions to the Plat (including,
without limitation, revisions to change the location of the
permanent easement), to incur reasonable and customary expenses,
and to take such other actions as deemed necessary and
appropriate to grant such permanent easement; and
RESOLVED FURTHER, that all prior acts performed by the
Executive Vice President and Chief Operating Officer, and other
officers and agents of the University, in connection with the
grant of such permanent easement, are in all respects approved,
ratified and confirmed.

B.
ARCHITECT SELECTION, ALDERMAN ROAD HOUSING,
PHASE III: Approval of architect selection:
The Phase III residence halls, with a budget range of $65
million to $78 million, was approved by the Board of Visitors in
April 2009 as an addition to the Major Capital Projects Program.
This combined project of two residence halls of approximately
378 beds supports the University's objective of housing all
first year students on-grounds. The University has the
opportunity to accelerate the construction of the next two
buildings in the overall replacement project. The schematic
design for Phase III will also be presented for review at this
meeting.
We recommend the selection of Ayers Saint Gross of
Baltimore for the design/build services contract. They are
currently the architects for Phase II of Alderman Road Housing;
have been working successfully on this project; and were
selected in 2008 with the option to continue their work into
Phase III.

Project Budget Review, ITC Data Center
BACKGROUND: In accordance with the policy adopted by the Board
of Visitors in October 2004, all capital project budget
increases in excess of ten percent require the approval of the
Finance and Buildings and Grounds Committees.
DISCUSSION: The University administration has one capital
project budget for review at this meeting. The ITC Data Center
was approved February 2007, at a project budget of $13,061,000.
The project constructs a 12,500 gross square foot facility,
including a 5,500 gross square foot computer room space to
deliver expansion capacity and provide a significant enhancement
to disaster recovery and business continuity capabilities. The
project budget also included a $1.9 million contribution to an
electrical duct bank.
Current cost estimates – after schematic design and value
engineering – demonstrate that the original budget is
insufficient. Given that the University has no previous
experience in programming or designing a data center, the
original budget did not fully incorporate critical needs, such
as cabling to servers, server racks, and mechanical and
electrical equipment. During the project review, the electrical
duct bank was dropped from the project scope and half the data
center equipment deferred until needed in order to manage the
budget. However, in order to construct a facility that will
provide the necessary data support, a $1,739,000 increase in the
budget is still required, bringing the total budget to
$14,800,000. The budget increase will be funded from
communication services operating revenues.

RESOLVED, that after further study, an increase to the ITC
Data Center project of $1,739,000, bringing the total project
budget to $14,800,000, is approved.

II.B. Schematic Design Approval, Primary Care
Center Annex - Medical Office Building
$ 4.9 million Debt
BACKGROUND: The Primary Care Center Annex, approved by the
Buildings and Grounds Committee as an additional scope to the
Hospital Bed Remodeling project in April 2009, will be a twostory modular building between 12,000 and 13,000 gross square
feet with site built connectors and stairs. The cost of the
annex is expected to be $4.9 million of the $25.73 million
Hospital Bed Remodeling project. The annex will serve as office
space for clinical and support staff temporarily displaced by
the Hospital Bed Expansion project.
The Medical Center has identified support functions that
can be located outside the main hospital building, but there are
key patient services which must be close to the Hospital and,
therefore, will be located in this facility. The new annex will
be connected to other Medical Center structures, including the
Primary Care Center and the Hospital. The site, adjacent to the
main service area for the hospital and clinics, has been used
previously for temporary modular surgery and gamma knife
facilities.
DISCUSSION: Train and Partners have prepared the schematic
design in association with the Architect for the University,
Facilities Management, and Health System personnel. Mr. Neuman
will review the design with the Committee.

BACKGROUND: Information Technology and Communication (ITC) will
construct an approximately 12,500 gross square feet high
performance data center behind the Printing and Copying Services
building on Old Ivy Road.
The Data Center will house a 5,500 square foot computer
room and its requisite interior and exterior mechanical and
electrical support, as well as a telecommunications room, work
room and shipping/receiving area. ITC’s current data center at
Carruthers Hall is at capacity with no feasible means to expand.
Significant new data center capacity is required to meet
increasing demand for computer and storage infrastructure, for
expansion of research and scientific computing, and for
administrative applications such as financial and student
systems. The proposed data center will incorporate innovative
energy-saving techniques, such as water side economizers,
chilled water supply temperature reset, server inlet temperature
monitoring and hot air containment strategies. The data center
aesthetic is designed to be compatible with the neighboring
Printing and Copying Services building and addition, as well as
the Fontana Warehouse building.
This project was approved by the Buildings and Grounds
Committee in February 2007. Concept, Site and Design Guidelines
for this project were approved in October of 2007.
DISCUSSION: In conjunction with the Architect for the
University and representatives from ITC and Facilities
Management, the design has been developed with consultants,
Hypertech, Inc. (data center specialist engineers), and TEC,
Inc. (architects).

Schematic Design Review, Rehearsal

ACTION REQUIRED:

BACKGROUND: The rehearsal hall will provide rehearsal and
support spaces for the University Band Program and for the
McIntire Department of Music. This 16,400 gross square foot
facility will be a two story structure set into the hillside
north of Ruffin Hall between Culbreth Road and the CSX railroad
right-of-way. The building will include a large rehearsal room
sized to accommodate the University Band (250 musicians),
individual and small ensemble rehearsal rooms, band offices, and
support spaces. The building and its associated site
improvements represent another major step towards the completion
of the Arts Grounds of the University.
The project was approved in April 2009 as an addition to
the Major Capital Projects Program. The Concept, Site, and
Design Guidelines and the design architect, William Rawn
Associates, were approved in February 2009.
DISCUSSION: In conjunction with the Architect for the
University and representatives from the College and Graduate
School of Arts & Sciences and Facilities Management, the design
architects, William Rawn Associates, have developed an initial
schematic design, which Mr. Neuman will review with the
Committee.

BACKGROUND: On April 1, 2005, the Board of Visitors endorsed a
plan to replace the existing Alderman Road residences with new
housing for first-year students. Phase III was approved in
April 2009 as an addition to the Major Capital Projects Program
with a budget range of $65 million to $78 million.
The Alderman Road Residence Area currently houses over 1700
first year students. While three new residence halls have been
added in recent years, five-year growth projections indicate the
need for more beds, community gathering, and program spaces.
Many of the older facilities are inefficient and outdated; have
high maintenance and operating costs; and do not offer the
amenities that incoming students find at peer institutions.
When the complete replacement project is finished, there will be
378 beds at Alderman. Phase III will include the demolition of
two residence halls - Maupin House and Webb House, and the
construction of two new larger residence halls with 1,272 beds
in total.
DISCUSSION: The design architects, Ayers Saint Gross in
conjunction with the Architect for the University, and
representatives from Housing, Student Affairs, and Facilities
Management, have developed an initial schematic design, which
Mr. Neuman will review with the Committee.

Report by the University Building

BACKGROUND: The Management Agreement between the Commonwealth
of Virginia and the University of Virginia, pursuant to the
Restructured Higher Education Financial and Administrative
Operations Act of 2005 provides that the University designate a
Building Official responsible for building code compliance.
Effective February 4, 2009, the President designated Elaine B.
Gall, P.E. as the University Building Official. She is
responsible for:
Issuing permits for each capital project required by the
Virginia Uniform Statewide Building Code to have a building
permit;
Determining the suitability for occupancy of, and issuing
certifications for building occupancy for all capital
projects requiring such certification.
The Management Agreement further states that Ms. Gall will
report directly and exclusively to the Board of Visitors.
DISCUSSION: The University Building Official will provide an
annual update, which is included as a written report in the
Appendix. Ms. Gall will review the highlights from the year’s
work and be available for any questions Committee members may
have.

University
ACTION REQUIRED:

DISCUSSION: The Architect for the University will report on the
2009 Health System Area Plan. This land use plan is an update
of the 2004 version which has guided recent development in the
area including the Core Lab Building and Patton Mansion
renovation, the Claude Moore Nursing Education Building, the
Claude Moore Medical Education Building, the Emily Couric
Clinical Cancer Center, the Hospital Bed Expansion, the Lee
Street Improvements and the new Battle Building / Children’s
Medical Center. The plan follows the principles of the 2008
Grounds Plan and will include design guidelines associated
specifically with this precinct.

Homeland Security Foundation
ACTION REQUIRED:

BACKGROUND: The Commonwealth Homeland Security Foundation
(CHSF), a 501(c)(3)organization, is focused on improving
security and preparedness in the Commonwealth and nation. The
CHSF aggregates private and public funding for activities and
projects, including directed research and development grants to
universities, to produce solutions to all-hazard threats.
The CHSF is a project of George Mason University and Abrams
Learning and Information Systems Inc. (ALIS) designed to provide
private sector funding to make Virginia more secure. Overall
policy and strategic direction comes from the Foundation’s Board
of Directors, chaired by Tom Hennessey at George Mason
University. ALIS provides day-to-day management services and
fundraising.
The CHSF University Consortium includes George Mason,
William and Mary, Old Dominion, Virginia Commonwealth, Virginia
Tech, and the University of Virginia. The Advisory Committee is
comprised of representatives from each of the schools. The
Foundation also has the support of Governor Kaine and his
Director of Commonwealth Preparedness, Bob Crouch, who serves on
the CHSF Board of Directors.
DISCUSSION: Scott Lingamfelter, President of CHSF, and his
associate will describe the work of the Foundation and make a
presentation about its community of practice program, the
objective of which is to share best practices for campus
security, not only at higher education institutions but at K-12
schools as well.

Annual Report 2008-2009
Overview
The 2008-2009 fiscal year saw a second year of significant increases in the number of building
permits issued over the previous year. Reviews of design and construction documents increased
similarly over the previous year as did the number of construction inspections in preparation for
final inspections for Certificate of Use and Occupancy.
Notable achievements included issuing 146 building permits and conducting 324 project reviews
for 153 projects. The Office of University Building Official also provided inspections and issued
12 Certificates of Use and Occupancy including:

Background
The Management Agreement between the Commonwealth of Virginia and the University of
Virginia pursuant to the Restructured Higher Education Financial and Administrative Operations
Act of 2005 provides that the University designate a Building Official responsible for building
code compliance. Richard H. Rice, P.E. continued his service as University Building Official
through February 2009. Effective February 4, 2009, the Office of University Building Official
and its Review Unit were restructured to ensure the office reports directly and solely to the Board
of Visitors as is described in the management agreement. Elaine B. Gall, P.E. was designated
the University Building Official, and is responsible for:
Issuing permits for each capital project required by the Virginia Uniform
Statewide Building Code to have a building permit;
Determining the suitability for occupancy of, and issuing certifications for
building occupancy for all capital projects requiring such certification.
Review Unit
Under the terms of the Management Agreement the University is required to maintain a Review
Unit of qualified professionals to review plans, specifications and documents for compliance
with building codes and standards, and to perform required inspections of new construction. The

University has maintained a Review Unit since 1991 under delegated State authority, that
excluded fire and life safety reviews, for Agencies 207, 209 and 246. When the Medical Center
was granted autonomy in 1996, the Review Unit assumed responsibility for all building code
functions for Agency 209 facilities, including fire and life safety reviews. With the new authority
granted through the Management Agreement in July, 2006, the University Building Official and
Review Unit gained full authority for all three agencies. The Office of University Building
Official Review Unit is staffed by six professionals licensed by the Commonwealth consisting of
four engineers and two architects whose professional qualifications are provided at the end of
this report.
The Office of University Building Official also works closely with the State Fire Marshal’s
office and University Fire Marshals to insure compliance with applicable fire and life safety
codes. The office hired a contract employee, retired from the State Fire Marshal’s Office, to
provide fire safety pre-inspections and coordinate inspections with the State Fire Marshal’s
Office. No Certificates of Use and Occupancy are issued for capital projects until they have
been inspected and approved by the State Fire Marshal.
The Office of University Building Official also stays in constant communication with the UVA
project managers and construction administration manager. University Building Official staff
visit projects and communicate with contractors, design professionals, and Facilities
Management staff throughout the construction process to minimize potential issues that can
delay issuance of Certificates of Use and Occupancy.
Members of the University Building Official Review Unit participate in a variety of consulting
roles when problems occur needing building construction or engineering expertise. This year,
staff provided a study and recommendations after numerous water pipes froze and burst on
campus. Recommendations will be implemented by Facilities Management to ensure pipes and
other mechanical devices are protected from freezing. Cooking exhaust issues were investigated
at JPJ Arena and structural evaluations of existing buildings were performed where deterioration
or vehicular damages had occurred to ensure structures were safe or to make recommendations
for rectification.
The Office of University Building Official also supports the University community with
assistance to building trades personnel with code questions, working with Facilities Management
personnel to resolve problems, and providing technical expertise and assistance to University
Fire Marshals. In a continuing role of inter-community relations between the University, City of
Charlottesville, and County of Albemarle, the Office of University Building Official continues to
work closely with local government. In particular, frequent communications occur between staff
and local emergency responders to ensure building planning includes first responder access to
University buildings.

Reviews
324 project reviews were completed from May 1, 2008 to April 30, 2009 for a total of 153
projects, up 23% from last year. Major capital projects included:

Of the projects reviewed 55 were Academic projects, 55 were Health System projects, 2 were
College at Wise projects, 13 were Housing/Business Operations projects, 11 were Athletics
projects, and the remainder were not attributable to these categories. Examples of minor capital
outlay projects include seven projects in the Central Grounds Historic District, Hospital
Radiology Department renovations, Hospital Level 0 projects for Resident Sleeping areas and
Clinical Engineering, and Law School Caplin Auditorium and Elevators.

Building Permits and Certificates of Use and Occupancy
148 building permits, up 41% from last year, were processed along with 8 temporary structure
(platforms and bleachers) permits from May 1, 2008 to April 30, 2009. All building permits
require technical assistance by one or more of the members of the University Building Official’s
Office in addition to the permit processing itself. Building permits have increased 269% over the
55 permits issued two years ago.
Final Certificates of Use and Occupancy (CUO) were issued for Kellogg Residence Hall, Ruffin
Hall, Claude Moore Nursing Education Building, South Chiller Plant Expansion, and Clinical
Pedestrian Bridge. In addition Certificates of Use and Occupancy were issued for the Student
Center at Wise and Wilsdorf Hall resolving outstanding Temporary Certificates of Use and
Occupancy initiated by the Bureau of Capital Outlay Management prior to July 1, 2006. Dell
Building 1 was issued a CUO for its change in use from an F-1 Manufacturing and Arts building
to a B Business use.
Temporary Certificates of Use and Occupancy were issued for six buildings including Crockett
Hall at Wise, Medical Research Building MR-6 (partial occupancy), Addition to Campbell Hall
Architecture School, and Printing & Copying Services Addition.
Buildings under construction at this time include South Lawn, Medical Education Building,
Emily Couric Clinical Cancer Center, Smiddy Hall/IT Wing at Wise, Art and Drama Center at
Wise, Dining Hall at Wise, and Residence Hall at Wise. The Hospital Bed Expansion
construction is under way, requiring expedient renovations of the Hospital 0 Level and an
addition to Primary Care Center to accommodate relocations of Hospital personnel during the
bed expansion project; while at the same time Hospital Level 2 Heart Center and 2M Level
mechanical infrastructure will soon be under construction to support the needs of the Hospital
both for the expansion and renovations. Inspections for all current construction projects are
frequent and ongoing at this time.

Value Management
In conjunction with the Office of the Architect for the University, the Review Unit participated
in fifteen Value Management studies for eleven capital projects, seven more than during the

Support for the University Community
The Office of University Building Official assists organizations in the University community on
code and design issues, performing design services for small projects, and participating in
professional organizations. As an example, the University Building Official has recently been
working with numerous other University departments in planning for the upcoming U2 concert
to be held October 1, 2009. Issues considered and resolved included setting maximum
occupancy loads for field seating, provisions for additional means of egress, ensuring existing
emergency lighting is adequate for persons seated on the field and locations of accessible
seating,
Staff has also shared technical expertise and administrative procedures with the College of
William and Mary’s Review Unit. The University Building Official recently visited a
representative from Virginia Tech to provide information related to instituting an Office of
University Building Official.
