distribution and sales summary includes sales data for those permits commonly known as hunting, fishing, and trapping permits. These permits are available statewide for general sports and recreational hunting and fishing activities. Effective with Permit Year 2006, the Department’s total revenues, received on behalf of the Department, is disclosed within the realm of this report, which begins on page 72. Permit types such as: commercial permits and special use permits, shooting range permits, boat rental permits, and daily trout tags, are also included in this sales report. Perspective: Hunting and fishing permits account for approximately 17.65% of the Department of Conservation’s annual revenue. Major revenue categories for Fiscal Year 2012 are as follows: One/Eighth % Sales Tax $ 102,532,262.23 59.33% HUNTING AND FISHING PERMITS $ 30,505,975.94 17.65% Commercial and Miscellaneous Permits $ 1,477,359.22 0.85% Sales and Rentals $ 7,820,331.48 4.53% $ 389,791.15 0.23% Miscellaneous Receipts $ 3,535,349.64 2.05% Federal Reimbursements $ 26,543,554.76 15.36% TOTAL $172,804,624.42 100.00% Interest Permit Year Defined: Within this sales summary, the sales data reported for the hunting and fishing permits is an accumulation based upon a “Permit Year.” Before 1996, the permit year corresponded with the calendar year of January 1 through December 31. The Commission, effective with the selling of the 1996 permits, changed the “permit year” to begin every March 1 and runs through the end of the following February. The Commission changed the “permit year” to correspond with the waterfowl season, which runs until mid-January. At the beginning of the 1996 “permit year,” the Department of Conservation implemented the Point-of-Sale method for selling permits. This new method of selling permits allows the Department to capture sales electronically, at the point where the vendor transacts a permit sale. In addition, with the Point-of-Sale method, generated revenues are drawn electronically from each vendor’s designated bank account at a predetermined time. Permit Distribution Methods: Before 1996, the Department of Conservation distributed all hunting, fishing, and trapping permits; trout and waterfowl stamps to vendors statewide either on a Commission Direct basis or through a County Distributing Agent. At the end of the 1990 permit year, the Commission eliminated County Distributing Agents for distributing permits. Effective with the issuance of 1991 permits, the Page 1 Department of Conservation consigned permits directly to duly, appointed permit issuing agents. During this time, the Department distributed the hunting and fishing permits to the permit-issuing agents in three separate mailings throughout the year. However, beginning in 1996, the Missouri Department of Conservation began using the Point-of-Sale permit distribution alleviating the need for paper permits and report forms. The Department of Conservation issued Temporary Permit Books to appointed permit issuing agents, in the event the Point-of-Sale system became dysfunctional. In July 1998, the Department had a Store and Forward Program installed within the Point-of-Sale equipment in hopes to reduce the need for the Temporary Permit Book within the 1999 permit year. This program has proven to be a huge success and diminished the need for Temporary Permit Books. As customary, only the Trout Park Concessionaires, due to their sales volume and isolated locations, were issued Temporary Permit Books for the 2008 permit year. The Store and Forward Program allows the issuing agents the ability to store the last permit transaction until the system becomes functional again. In keeping with tradition, the avid hunter and angler is able to purchase their upcoming Annual Hunting and Fishing permits as early as December 1st of the existing permit year, via the Point-of-Sale terminal. This effort allows purchasers the advantage of securing permits for Christmas gift giving, as well as for their personal recreational use. The annual permits are valid from the date of purchase and remain available throughout the permit year. This effort was re-established December 1, 1998, to enhance the Department’s permit revenue, by recapturing the lost revenue on Christmas permit sales when the Point-of-Sale System was first implemented and early permit purchases were eliminated. All remaining hunting and fishing permit types became available for sale on February 1, 2013 one month prior to the beginning of the 2013 permit year, via the Point-of-Sale terminals. The only permits not available at that time were the Fall Deer and Turkey hunting permits. Resident and nonresident fall deer and turkey hunting permits were not made available until July 1, 2013. As of permit year 2004, landowners (resident and nonresidents) were able to obtain their permit and transportation tags from a permit issuing agent, alleviating the paperwork formerly associated with these permit types. Beginning with permit year 2000, permits were available for purchase via phone and internet sales handled by ALS (Automated Licensing System). ALS is responsible for providing help desk services for the hunting and fishing vendors, shipping supplies, and equipment; and diagnostic assistance with the Point-of-Sale terminals that the hunting and fishing vendors use throughout the State of Missouri. The Permit Glossary beginning on page 61, lists the majority of permit types available, but is not an all-inclusive listing. Please refer to the Wildlife Code of Missouri for a complete listing of all permits and prices. Dollar Value of Sales Defined: All sale figures presented in this sales summary were accumulated using the stated value of reported sales. The stated value of a permit is the price which the Department assigned for that particular permit privilege. Conservation’s permit sales revenue is reduced by service fees, which permit issuing agents, retain and by any uncollectible account that develops during the permit year. Page 2 Service Fee Structure: During the 2013 permit year, permit-issuing agents sold all hunting and fishing permits except those permits sold at Department areas. Department areas retained no fees where Department personnel sold permits. Department areas remitted, the entire stated value of the permit, directly into the Department’s depository accounts electronically through the Point-of-Sale (POS) terminal. The permit issuing agents, for their services performed in selling permits, retain 5% commission of all permits sold at their location. With the landowner permits being available through the POS terminal effective with permit year 2005, the Department realized the expense, time, and effort placed on the issuing agent. Therefore, the agents are awarded an additional $0.50 per landowner permit transaction processed through their individual POS terminals. Point-of-Sale Distribution System: Since its inception in 1996, when the paper intensive permit distribution system was replaced with a computerized Point-of-Sale automated license system, the Department continues to utilize this system as a means to streamline the issuance of permits. In order to increase youth participation and reduce the confusion associated with the Youth Deer and Turkey Hunting Permit, youth hunters are allowed to buy permits at half the regular cost for firearms and archery deer permits, spring and fall turkey permits, and trout tags. This approach provides the advantage of discounted privileges, at the same time allowing increased opportunities for young hunters and anglers. Nonresident landowners no longer receive reduced rate privileges for hunting on their property in Missouri, and now must buy regular nonresident deer and turkey permits at full cost. Focus continues on incentives to recruit young people to enjoy the benefits of hunting, fishing and other outdoor pursuits. MDC’s hunter safety program, the half price permit program described above, the Apprentice Hunting Authorization program and others have helped make Missouri a national leader in attracting and maintaining interest in young people for outdoor sports. And finally, in recognition of the military service and sacrifices of disabled US veterans, MDC adopted a rule change that exempts all veterans with service related disabilities from many permit requirements, and offers resident prices to all disabled veterans for deer and turkey hunting, no matter their state of residency. Future of POS After more than a decade of operation under the electronic point of sale permit system, in 2010 MDC began working to develop a new advanced electronic system. The first phase of this plan will be to offer permits to internet customers that can be printed at home and used immediately, with no need to print and mail permits to internet customers as in the past. The next phase will be to develop an internet point of sale system that can be securely accessed by any permit vendor over the internet on their own computer. Permits will be printed on plain paper on vendors’ own equipment, saving MDC the cost of replacing hardware every 7-8 years. Permit vendors can initially choose whether to adopt the new internet POS system or continue with the current Verifone Page 3 equipment for an interim period. At the final stage of the project, all Verifone equipment will be phased out and all vendors will use the internet POS system. At this point all permits will be issued on the internet based system and printed on plain paper, resulting in significant cost savings for MDC. This program allows the issuing agents the ability to store the last permit transaction, on the terminal, until the system is functional again. Following the implementation of this program the need for Temporary Permit Books has been alleviated. This program has proven to be a viable tool for handling down time with the Point-of-Sale System. This represents the fifth consecutive permit year, since Store and Forward’s inception, that the program has successfully retained permittee’s sales information until the Point-of-Sale System was functional again. Thereby, relieving permit vendor’s the necessity of issuing temporary permits. This step allowed MDC to record all hunting permits comprehensively in a single data base. Landowner permit records had previously been maintained in a separate data base, which made reporting and comparisons difficult. Please note there is no cost associated with these permits, therefore the above permits are not included in the total permit sales reflected throughout the report. This was done in order to provide a more concise and accurate reflection of permits assigned a stated fee amount to conserve the comparison capability of prior year sales vs the current year sales, without overstating the sales by showing these permits that do not have a fee associated or attached to the permit. However, the issuance of these permits will be reported as shown above, to retain the integrity of this report and for historical purpose. Continuing its efforts to streamline and minimize efforts of issuing Landowner permits, the 2004 Deer Season saw the Point-of-Sale System take another leap by issuing all of the landowner permits through the automated system. As an incentive for the permit vendors, the Department established a set commission fee of fifty cents ($0.50) per landowner transaction that was awarded to the vendor for their assistance in providing this service to landowners wanting to hunt deer in Missouri. Page 59 HUNTING AND FISHING PERMITS CHARGE OFFS AND BOND CLAIMS 2009 THROUGH 2013 PERMIT YEARS Prior to May 1981, all permit vendors and distributing agents were included under a blanket bond which paid all losses. In May 1984, all blanket bond coverage was discontinued. All vendors after that date were required to furnish surety bonds in an amount sufficient to cover potential losses. In November 1989, the Department began to waive bonds for issuing agents with at least 30 months of satisfactory experience and a sales volume of less than $10,000 annually. The average bonded permit issuing agent was required to have $3,000 coverage at a cost to the issuing agent of approximately $100 a year. Beginning with the 1996 permit year and the implementation of the electronic POS method of selling permits, 99.6% of the permit issuing agents were no longer required to furnish a surety bond. The Department's share of the permit sales are now collected electronically from the issuing agents specified bank account. However, each existing permit issuing agent is required to furnish a refundable security deposit for a POS terminal. Existing vendors in 1995, with accounts in good standing, were required to furnish a $250.00 deposit. Those appointed after 1995 were required to pay a $550.00 deposit. Vendors requesting additional terminals must furnish $550.00 per terminal, which is also refundable. Since the inception of POS, new vendors with poor credit ratings were asked to furnish a Surety Bond or Letter of Credit. In Permit Year 2003, there remained ten (10) vendors who were required to furnish bonds to the Department. However, with the exceptional service POS provides, these remaining vendors were informed, during Permit Year 2004, to cancel their bonds at the time of its renewal date, because the previous bond requirement has been eliminated by the Department. This is a listing of the majority of the permits available to permittees, and does not include all permits. PERMIT PRIVILEGES: 01 CONSERVATION HERITAGE CARD - $2.00 Available for residents and nonresidents who participate in both hunting and/or fishing activities. Also, this card serves as record of Hunter Education Certification. 05 RESIDENT SMALL GAME HUNTING AND FISHING PERMIT - $19.00 Available to residents whose hunting and fishing activity require both a resident fishing permit and a resident hunting permit. It does not include deer or turkey. (Section 3CSR10-5.330) 06 RESIDENT NATIONAL GUARD AND RESERVE SERVICE SMALL GAME HUNTING AND FISHING PERMIT - $5.00 Available to residents of Missouri who are currently, or have in the previous twelve (12) months, been mobilized and serving on full-time active military duty in either the National Guard (in Federal status) or Reserve forces of the United States to participate in both small game hunting and/or fishing activities. (Section 3CSR10-5.331) 10 RESIDENT FISHING PERMIT - $12.00 Required of residents between the ages of 16 and 65 for fishing. Residents 15 years of age and younger or 65 years of age and older are not required to purchase a fishing permit. (Section 3CSR10-5.340) 12 WHITE RIVER BORDER LAKES PERMIT - $10.00 Available to Arkansas and Missouri residents, already licensed or exempted from licensing requirements, to sport fish the other state’s portion of the impounded waters of Bull Shoals, Norfork and Table Rock Lakes, in lieu of purchasing a Nonresident Fishing Permit. Must also have a fishing permit or exemption issued by the state of residence. (Section 3CSR10-5.535) 18 DAILY FISHING PERMIT - $7.00/Day Available to residents and nonresidents in lieu of purchasing the annual permit. (Section 3CSR10-5.440) 20 NONRESIDENT FISHING PERMIT - $42.00 Required of nonresidents 16 years of age or older for fishing. Nonresidents 15 years of age and under are not required to purchase a fishing permit. (Section 3CSR10-5.540) Page 61 25 TROUT PERMIT - $7.00* Required of residents or nonresidents to possess and transport trout outside the four state trout parks. Persons fishing inside state trout parks who purchase a daily trout tag are not required to purchase a trout permit. Trout permits are required for all persons to possess trout outside trout parks regardless of age. A trout permit is required for all persons fishing in Lake Taneycomo upstream of Highway 65, for winter fishing in the trout parks and for fishing in Stone Mill Spring Branch. (Section 3CSR10-5.430) 27 APPRENTICE HUNTER AUTHORIZATION - $10.00 Any person born on or after January 1, 1967, is given the authority to purchase firearms hunting permits (except the Youth Deer and Turkey Hunting Permits), without displaying a hunter education certificate card. The authorization gives the purchaser an opportunity to hunt, with a properly licensed adult hunter (18 years and older), who has in their possession a valid hunter education certificate card. (Section 3CSR10-5.300) 30 RESIDENT SMALL GAME HUNTING PERMIT - $10.00 Required of residents under 65 years of age when exercising the privileges of hunting small game by legal methods. Residents 15 years of age or younger may also take wildlife, except deer and turkey, as provided in Chapter 7 of the Wildlife Code without a resident hunting permit. Such person must be accompanied by a properly licensed adult hunter or has in his possession a valid hunter education certificate card. Groups that used the group rate at Parma could not justify the coverage required by the Departme Page 87 FINANCIAL REVIEW Revenue Processing Missouri Department of Conservation's (MDC) Field Offices continued processing revenues, by entering money transmittals directly into SAM II. Remote field offices, continued to complete the electronic money transmittal and submit it via e-mail to the Financial Services’ Revenue Unit for processing. Supporting documentation for these transmittals were faxed the same day, which allowed the data to be entered and revenue recognized on SAM II instantaneously, once the transmittal had been accepted and approved. New directives were conveyed to Field Offices, for processing revenues and billing invoices, as set by the State of Missouri’s Office of Administration. Assistance to the field offices was provided by Financial Services’ Revenue and Payables unit personnel. This Management Review Section looks at the special permits issued at Department areas and by contracted concessionaires acting on behalf of the Missouri Department of Conservation. Commercial Permits During Fiscal Year 2013 reconciled Commercial Permit Sales reflected a decrease of approximately six percent (5.92%) from the previous fiscal year. Big Game Hunting Preserves, Licensed Trout Fishing Areas, and Deer Processing permits declined, while Resident Falconry, Resident and Nonresident Fur Dealer, and Resident Commercial Fishing permits saw an increase in sales. The hound running ear tags and transportation stickers also experienced a decrease this past fiscal year; whereas the daily Licensed Shooting Area permits recognized an increase in sales of approximately nine percent (8.73%). Renewal applications for commercial permits continue to be mailed, accepted and processed in the latter part of May, which is prior to the actual start of the new fiscal year. By doing so a timing difference is created for reporting revenue and sales for the current Fiscal Year, because some of the revenues are captured in the preceding fiscal year, and reported at that time. Thus, the amount reflected on page 79 reflects the effective permit year sales, while the amount reflected on page 72 represents the revenue collected for these permits during the timeframe established by SAM II for fiscal year reporting. Page 88 Boat Rental Sales Boat Rental Permits realized an increase in sales and revenue, during Fiscal Year 2013 of approximately ten percent (10.13%) and seven percent (6.61%) respectively, as shown on page 83. A decrease in boat rentals at two of the six boat rental areas, as indicated on page 83, was due to area maintenance and weather related conditions. Shooting Range Permits As shown on pages 86-87, shooting ranges realized an decrease in sales and an increase in revenues of approximately seven percent (-7.61%) and two percent (1.72%), respectively. Daily Trout Tags Daily Adult Trout realized a decrease in sales and revenues collected for Fiscal Year 2013, resulting in a (2.95%) decrease from the previous fiscal year. The Daily Youth Trout Tags realized a decrease in sales and revenues collected of three percent (3.24%). Continued efforts are being made to raise public awareness of the opportunity to participate in this fishing activity provided at Missouri’s Trout Parks. Page 89
