OVERVIEW
In the following pages, Hanover outlines the development of customized peer and aspirant
institution lists for Southern University at Shreveport (SUSLA). The methodology described
here represents a baseline approach to identifying peer and aspirant institutions. Per
SUSLA’s request, this report has been expanded to reflect 20 southern region institutions –
15 peer institutions and five aspirant institutions.
At the request of SUSLA or the Southern University System, this report can be further
revised to include alternative variables in our analyses or adjusted weightings of the
respective variables to reflect the criteria most important to SUSLA and the System.

METHODOLOGY
In the following paragraphs, we detail the methodology used to develop SUSLA’s peer and
aspirant institutions lists. Hanover collected all of the data used in our analysis from the
National Center for Education Statistics’ (NCES) Integrated Postsecondary Education Data
System (IPEDS).1 We used the most recent data available at the time of each analysis in
order to capture the most appropriate peer and aspirant institutions: 2012 data for the
initial analysis of peer and aspirant institutions, and 2013 data for the newly added southern
region peer and aspirant institutions.
PEER LIST METHODOLOGY
In developing the peer list methodology, Hanover reviewed SUSLA’s website and publicly
available documents to identify relevant criteria for selecting institutions most similar to
SUSLA across multiple attributes.2,3 We identified several key target areas to be prioritized
in our search:


Overall defining qualities of the University (for example, public, two-year, etc.)


Promoting retention, graduation, and transfer to four-year institutions


Strong allied health/nursing programs
Emphasis on student diversity and underserved student populations (particularly
African American students and adult learners)
Offering high-demand programs and fostering student success within these
programs
Increasing e-learning/distance education opportunities
Below, we describe the steps taken to identify the 10 institutions that most closely match
SUSLA across a variety of characteristics.
STEP 1: DATA COLLECTION AND INITIAL SCREEN
The first step was to download a comprehensive list of potential peer institutions from
IPEDS. For this initial list, institutions were required to meet the following criteria:



Degree-Granting Institution
Public, 2-year
U.S. Only

Hanover Research | January 2015
Our initial screen yielded a total of 949 institutions that fit the above criteria.
Next, in order to isolate institutions that share unique characteristics with SUSLA, we
shortened the initial list by keeping only those institutions that also satisfied all of the
following criteria:




Total enrollment: 1,000 to 4,999 students
Offers occupational, academic, and adult basic remedial coursework
Open admission policy
Offers at least some programs or courses via distance education
This second set of filters narrowed the list of potential peers to 347.
STEP 2: MEASURING THE SIMILARITY OF INSTITUTIONS
The next step was to determine the degree of similarity between SUSLA and the potential
peer institutions based on a number of criteria selected for analysis. We selected variables
that accurately represent the institution’s unique qualities and values, and then calculated
the “percentage similarity” between a prospective peer institution and SUSLA using the
absolute value of the following formula:
Prospective Peer’s Value – SUSLA’s Value
SUSLA’s Value
The resulting calculation for each variable then represents the percentage difference
between the prospective peer institution’s value and SUSLA’s value. The variables for which
we calculated this percentage difference include the following:
4

Enrollment Characteristics
o Total fall 2012 enrollment
o Full-time enrollment as a percentage of total enrollment

Diversity
o Black or African American enrollment as a percentage of total enrollment
o Students age 25 and over as a percentage of total enrollment

Program Offerings
o Number of associate’s programs offered
o “Health Professions and Related Programs” completions as a percentage of
total associate’s degrees conferred

Student Outcomes4
o Number of associate’s degrees conferred
o Number of certificates conferred5
Note that a transfer-rate variable was unavailable for SUSLA through the IPEDS database for 2012. We therefore
focus on other student outcomes measures such as retention rate and graduation rate.

Hanover Research | January 2015
o Retention rate (fall-to-fall retention of first-time, full-time degree/certificateseeking students from the fall 2011 cohort)
o Graduation rate (graduation within 150% of normal time for first-time, fulltime degree/certificate-seeking students from cohort year 2009)
STEP 3: RANKING THE STRENGTH OF PEER INSTITUTIONS
The next step was to rank the strength of potential peer institutions based on their similarity
to SUSLA. To do this, we applied different weights to each of the variables noted above.
At the request of SUSLA, these weights may be adjusted to reflect the level of importance
the University attaches to each variable in selecting its peers; however, the percentage
weightings across all of the variables must sum to 100 percent. For example, if SUSLA wishes
to attach more weight to the number of associate’s degrees conferred than to the
graduation rate, Hanover can adjust the weights accordingly. Conversely, individual
variables simply can be averaged to apply equal weight to all characteristics.
The individual weightings selected for Hanover’s analysis are as follows:

Enrollment Characteristics – 20%
o Total fall 2012 enrollment – 10%
o Full-time enrollment as a percentage of total enrollment – 10%

Diversity – 30%
o Black or African American enrollment as a percentage of total enrollment –
25%
o Students age 25 and over as a percentage of total enrollment – 5%

Program Offerings – 20%
o Number of associate’s programs offered – 5%
o “Health Professions and Related Programs” completions as a percentage of
total associate’s degrees conferred – 15%

Student Outcomes – 30%
o Number of associate’s degrees conferred – 5%
o Number of certificates conferred – 5%
o Retention rate – 10%
o Graduation rate – 10%
We used the following formula to calculate a weighted percentage similarity score for each
potential peer institution:
(Value A * X%) + (Value B * Y%) + (Value C * Z%) ... = Weighted Percentage Similarity Score
Ultimately, we selected the 10 institutions with the lowest weighted similarity scores
(indicating the highest degree of similarity to SUSLA) for the final peer list.6

included in the similarity score formula.

ASPIRANT LIST METHODOLOGY
In establishing the aspirant list methodology, we refer back to our review of SUSLA’s
website and publicly available planning documents to identify areas of importance to the
institution. In particular, the following target areas appear particularly relevant to the
identification of SUSLA’s aspirant institutions:





Promoting retention, graduation, and transfer to four-year institutions
Increasing enrollment
Increasing the number of certificate and associate’s degree completers
Increasing e-learning/distance education opportunities
Expanding academic program offerings
Below, we describe the steps taken to identify the 10 aspirant institutions that are similar to
SUSLA across a variety of characteristics, but also demonstrate higher performance than
SUSLA in key areas.
STEP 1: DATA COLLECTION AND INITIAL SCREEN
We began with the same initial and secondary screens used to identify peer institutions
(which yielded a total of 347 institutions). In order to select aspirant institutions that also
share important qualities with SUSLA, we set a threshold to maintain only those institutions
reflecting a minimum level of similarity to SUSLA in the initial peer group analysis. We set
the threshold at 75 percent, which yielded 195 institutions for further analysis.
Given that we included a measure of the percentage of students enrolled in at least some
distance education (see Step 2 below) in the aspirant identification criteria, Hanover also
restricted this figure to a maximum of 25 percent to avoid placing too much weight on
distance education. Further, we set a minimum threshold of 30 percent of fall 2012
enrollments comprising non-white students in order to ensure that each institution included
in the final aspirant list serves a substantial population of historically under-represented
students. The introduction of these thresholds narrowed our list to 52 institutions.
Overall, the institutions included in our aspirant group analysis satisfied the following
criteria:

Basic criteria:
o Degree-Granting Institution
o Public, 2-year
o U.S. Only
o Total enrollment: 1,000 to 4,999 students
o Offers occupational, academic, and adult basic remedial coursework
o Open admission policy
o Offers at least some programs or courses via distance education

Hanover Research | January 2015


Weighted percentage similarity score of 75 percent or less (relative to SUSLA)

At least 30 percent of fall 2012 enrollment is non-white
25 percent or less of the fall 2012 student population enrolled in at least some
distance education
STEP 2: MEASURING THE SIMILARITY OF INSTITUTIONS
Similar to the peer group analysis, the next step was to determine the degree of similarity
between SUSLA and the potential aspirants based on a number of selected criteria. Again,
we chose variables that represent the University’s unique qualities and values, and then
calculated the “percentage similarity” between a prospective aspirant institution and SUSLA
using the following formula:
Prospective Aspirant’s Value – SUSLA’s Value
SUSLA’s Value
The resulting calculation for each variable, then, represents the percentage difference
between the prospective aspirant institution’s value and SUSLA’s value. For this analysis, we
did not take the absolute value of the formula above because a negative value indicates that
an institution is “lower performing” than SUSLA for a given characteristic. The variables for
which we calculated this percentage included:







Retention rate
Graduation rate
Total fall 2012 enrollment
Number of associate’s degrees conferred
Number of certificates conferred
Number of associate’s programs offered
Percentage of students enrolled in at least some distance education7
STEP 3: RANKING THE STRENGTH OF ASPIRANT INSTITUTIONS
The next step was to rank the strength of potential aspirant institutions based on their
similarity to SUSLA. As with the peer scores, we created a weighted aspirant score by
assigning weights to each variable of interest, as follows:




7
Retention rate (25%)
Graduation rate (25%)
Total fall 2012 enrollment (10%)
Number of associate’s degrees conferred (10%)
Note that the corresponding IPEDS variable indicates the percentage of students not enrolled in any distance
education courses. We calculated the inverse of this measure for inclusion in our analysis.

11
Hanover Research | January 2015



Number of certificates conferred (10%)
Number of associate’s programs offered (10%)
Percentage of students enrolled in at least some distance education (10%)
As depicted above, Hanover’s aspirant weighting scheme places greater emphasis on retention
and graduation rates than other individual factors. At the request of SUSLA, we can adjust these
weightings if needed to more accurately reflect the University’s priority target areas.
We then used the following formula to calculate the weighted percentage aspirant score:
(Value A * X%) + (Value B * Y%) + (Value C * Z%) ... = Weighted Percentage Aspirant Score
Unlike the peer methodology, we used a process of measuring and ranking the strength of
aspirant institutions that accounts for negative similarity scores, as the highest scores were
selected as SUSLA’s aspirant institutions. Using this formula, an institution can be lower
performing than SUSLA in one area (or multiple areas), yet still be considered an aspirant
institution if it is much higher performing across the other criteria. Institutions with a high,
positive aspirant score represent the best performance across the key target measures;
likewise, institutions with the lowest, positive values are the closest to SUSLA’s reach.8
SOUTHERN REGION PEER AND ASPIRANT LIST METHODOLOGY
Using the initial list of southern region institutions identified by SUSLA, Hanover compared each
institution’s performance to SUSLA based on the following criteria to identify the aspirant institutions:




Retention rate (at least 10 percentage points higher than SUSLA)
Graduation rate (at least 5 percentage points higher than SUSLA)
Number of associate’s programs offered (at least five more programs than SUSLA)
Percentage of students enrolled in at least some distance education (at least 5
percentage points higher than SUSLA)
Institutions that either outperformed SUSLA in both the retention and graduation rate
criteria specifically or outperformed SUSLA across three or more of the criteria above were
identified as southern region aspirant institutions. All other institutions were categorized as
southern region peer institutions.
8
In making our final selection, we removed any institutions that had missing values for any of the variables included
in the similarity score or aspirant score calculations.

SOUTHERN REGION PEER
INSTITUTION PROFILES
AND
ASPIRANT
This section contains data summaries of SUSLA’s southern region peer and aspirant
institutions. A snapshot of SUSLA’s 2013 data is presented on the following page as a point
of reference to the subsequent peer and aspirant institutions. To be sure, 2013 data are
utilized throughout this section of the report
SUSLA is relatively small in size compared to the southern region peer and aspirant
institutions, yet has a more diverse student body. SUSLA’s total student enrollment is
among the lowest of the group, though its full time enrollment – both as a headcount and
as a percentage of total enrollment – is among the highest of the southern region
institutions.
SUSLA is one of just four HBCUs in this southern region group of peer and aspirant
institutions, and has the highest percentages of both black or African American enrollment
and nonwhite enrollment across the group. Additionally, SUSLA has the highest percentage
of female students.
SUSLA is more similar to its peers across two other enrollment categories: age and distance
education. The percentage of SUSLA’s student enrollment that falls between the ages of 25
and 64 is just 1 percentage point below the southern region group median and mean.
Likewise, the share of SUSLA’s students enrolled in at least some distance education is 3
percentage points below the group average and 4 percentage points below the median.
Both percentages rank SUSLA in the middle 50 percent of the group.
SUSLA’s financial performance compared to the southern region peers and aspirants is
relatively average. While the institution’s total core revenues and total core expenses are
both slightly above the average and median, SUSLA’s values are well within the middle 50
percent of the group.
At 20:1, SUSLA has a relatively high student-to-faculty ratio; just five of the southern region
peer and aspirant institutions have a higher ratio. Meanwhile, SUSLA’s graduation rate is
equivalent to the group median and just 3 percentage points below the group average.
SUSLA’s retention rate, however, is among the lowest of the group. Finally, SUSLA’s breadth
of associate’s degree program offerings is comparable to the southern region group overall
– with 20 different program areas, SUSLA’s value for this category is equivalent to the
median and just one program short of the group average.

NATIONAL URBAN PEER INSTITUTION PROFILES
This section provides data summaries of SUSLA’s 11 National Urban Peer Institutions using
2013 IPEDS data. A summary of SUSLA’s 2013 data has also been provided on page 61 for
ease of reference. Three of the national urban peers—Bishop State Community College, J F
Drake State Community and Technical College, and Lawson State Community CollegeBirmingham Campus—are also featured in Southern Region Peer Institution profiles.
Hanover used the following criteria to identify SUSLA’s national urban peer institutions via
the IPEDS Data Center’s Download Custom Data Files tool:

General Characteristics: Institutions are public, two-year, certificate and associate’s
degree-granting

Urban Setting: IPEDS Degree of Urbanization variable indicates that the institution is
located in a Large, Midsize, or Small City


Selectivity: Institutions accept at least 40 percent of applicants
HBCU Status: Where possible, Hanover’s methodology sought to maximize the
number of HBCUs included among the national urban peers
PEER GROUP BENCHMARKING
All of the comparisons below track SUSLA’s performance relative to the median
performance of its national urban peer group.
The urban peer list contains five HBCUs and six non-HBCUs, all of which are located in small,
midsize, or large cities. In terms of curriculum offerings and educational mission, the peer
list institutions are relatively uniform. Except for CUNY Medgar Evers College and CUNY New
York City College of Technology, which offer bachelor’s degrees, all of the peer institutions
offer an associate’s degree as their highest credential. All of the peers offer occupational
and adult basic remedial coursework, and all by H Councill Trenholm State Technical College
offer academic coursework. Recreational or avocational courses are offered by only three of
the peers, and no peer institution provides continuing professional education opportunities.
In terms of its overall enrollments, SUSLA falls below the median with 3,018 students (the
peer group median is 5,081). Not surprisingly, it also trails the median in the number of
associate’s degrees conferred (264 vs. 468) and the number of certificates conferred (111
vs. 235).
As a rule, SUSLA’s student body contains a slightly higher proportion of women (71 percent
vs. 60 percent), a similar share of who are age 25-64 (38 percent vs. 40 percent) and taking
some online courses (18 percent vs. 14 percent), and a significantly higher share of full-time
students (70 percent vs. 53 percent). It also grants a significantly larger proportion of its

associate’s degrees in healthcare fields than its peers (48 percent vs. 19 percent). Its overall
number of associate’s degree programs is 20, which mirrors the peer group median of 17.
Given its status as an HBCU, it is not surprising that SUSLA has the second highest share of
non-white students in the peer group (92 percent vs. 66 percent) and that it has the highest
percentage of African American students (89 percent vs. 43 percent). Even when compared
to the median figure for the five HBCUs in the peer group, SUSLA enrolls far fewer white
students (92 percent non-white vs. 69 percent), and a significantly greater proportion of
African Americans in its student body (89 percent vs. 43 percent).
In terms of its key outcomes, SUSLA’s full-time retention rate of 43 percent lags slightly
behind its peer group median retention rate of 53 percent. However, the University
graduates 16 percent of its students, while its peer group median graduation rate is 15
percent. This suggests that while SUSLA may have slightly more trouble retaining full-time
students from one year to the next, it is nevertheless competitive with this peer group when
graduation is the key outcome.

LOCAL COMPETITOR INSTITUTION PROFILES
The tables below provide snapshot data of SUSLA’s local competitors, and, in some cases,
baccalaureate institutions to which the University’s students could potentially transfer. One
of these institutions, Central Louisiana Technical Community College, has already been
included in the Southern Region Aspirant Peer list (see page 54).
All data used to select these institutions derive from the 2013 IPEDS data set. Hanover
identified SUSLA’s local competitors using the following criteria:



Location: All institutions are located within 150 miles of zip code 71107
Degrees Awarded: Institutions award associate’s and/or bachelor’s degrees
Urban Setting: IPEDS Degree of Urbanization variable indicates that the institution is
located in a Large, Midsize, or Small City
PEER GROUP COMPOSITION
Because these peer and competitor institutions were selected for geographic proximity,
urban location, and degree level(s) offered, they form the most diverse peer group included
in this report. For example, the peer list contains institutions from nine different Carnegie
Basic Classifications, as listed below:

Associate’s—Public Rural-serving Small
o Central Louisiana Technical Community College

Associate’s—Public Rural-serving Medium
o Bossier Parish Community College
o Texarkana College

Associate’s—Public Rural-serving Large
o Tyler Junior College


o Career Technical College-Monroe
o Blue Cliff College-Shreveport
o Career Technical College-Shreveport
o Remington College-Shreveport Campus


o Centenary College of Louisiana


o Texas College


o Louisiana State University-Shreveport

o LeTourneau University

Master's Colleges and Universities (larger programs)
o University of Louisiana at Monroe
o The University of Texas at Tyler

Medical schools and medical centers
o Louisiana State University Health Sciences Center-Shreveport
Another two institutions—University of Phoenix-Shreveport-Bossier Campus and Virginia
College-Shreveport Bossier City—cannot be classified using the Carnegie methodology
because they are either not accredited or do not grant degrees in their own right. Finally,
SUSLA is classified under the “Associate's—Public 2-year colleges under 4-year universities”
heading, which means that it introduces an eleventh category into the mix if added to the
local institutions list.
Comparing resources or student outcomes like graduation and retention rates between a
two-year institution like SUSLA and a baccalaureate institution with robust graduate
offerings like The University of Texas at Tyler is unlikely to be helpful as a benchmarking
exercise. The resources available to these institutions, their educational missions, and their
student constituencies differ too substantially for a fair direct comparison. As a result,
Hanover has elected to study the associate’s degree-granting institutions in the peer list
together, while omitting the baccalaureate/graduate institutions from the benchmarking
study.
BENCHMARKING LOCAL ASSOCIATE’S LEVEL INSTITUTIONS
SUSLA’s direct local competitors at the associate’s level include: Central Louisiana Technical
Community College, Bossier Parish Community College, Texarkana College, Tyler Junior
College, Career Technical College-Monroe, Blue Cliff College-Shreveport, Career Technical
College-Shreveport, and Remington College-Shreveport Campus. The peer group median
figures referred to in this section reflect these eight institutions. A snapshot of SUSLA’s 2013
data is given on the following page to facilitate easy comparison.
Compared to its local competitors, SUSLA has a larger total enrollment than the median
(3,018 vs. 1,411), though three public associate’s level competitors have significantly higher
enrollments. These include Tyler Junior College (11,308), Bossier Parish Community College
(8,464), and Texarkana College (4,233). As a general rule, the for-profit associate’s level
institutions are smaller than the public ones, and offer a narrower range of educational
opportunities. All eight peer institutions offer occupational training, and only two of the forprofit peers (Career Technical College-Monroe and Career Technical College-Shreveport) do
not offer academic coursework. The public institutions are more likely to offer recreational
and adult remedial courses than their for-profit competitors.
SUSLA’s full-time retention rate and graduation rates are significantly lower than its
associate’s level local peer group median rates (43 percent vs. 62 percent retention and 16
© 2015 Hanover Research | Academy Administration Practice
75
Hanover Research | January 2015
vs. 49 percent graduation). Part of the reason for this may be the fact that while SUSLA
confers more than twice as many associate’s degrees than certificates (264 degrees vs. 111
certificate), its peer group median conferrals are 154 associate’s degrees and 258
certificates. Since certificate programs are often shorter, institutions that rely more heavily
on them than on two-year associate’s degree offerings may experience better retention and
graduate rates since the time-to-degree is shorter.
In some demographic measures, SUSLA’s student body resembles its peer group. Both
SUSLA and its peers are 71 percent female, and predominately full-time (70 percent at
SUSLA and 58 percent among the peers). As might be expected, SUSLA has a higher
proportion of non-white students at 92 percent than its peers at 61 percent, and a higher
proportion of African American students at 89 percent, compared to 51 percent. SUSLA
students are more likely to have taken some distance education courses (18 percent vs. 1
percent) and somewhat less likely to fall into the 25-64 age bracket (38 percent vs. 51
percent). SUSLA’s student to faculty ratio of 20:1 mirrors its peer group median of 19.5:1.
The breadth of SUSLA’s associate’s degree offerings—20 programs—is largely proportional
to its overall enrollment. This is twice as many degree programs as the largest private, forprofit competitor (Career Technical College-Monroe at 10 programs) but less than Bossier
Parish Community College and Texarkana College. Both of these institutions have 29
programs and substantially higher total enrollments at 8,464 and 4,233, respectively,
compared to SUSLA’s total enrollment of 3,018. Tyler Junior College, which has over 11,308
students, offers 71 associate’s degree programs.
