RELIABILITY WORKGROUP CHARTER!
Background:
Minnesota Statutes 62U.04 requires the Commissioner of Health to develop a system comparing
health care providers on a composite measure of risk-adjusted cost and quality. This peer
grouping system must include a combined measure of cost and quality for a provider’s patient
population as a whole, and separately for select specific health conditions. Specifically, the law
requires the Commissioner to establish a methodology for making these comparisons,
confidentially share results with providers, and subsequently publicly report the results of this
analysis at least annually.
The Commissioner shall use the best available methodologies to assess the validity and
reliability of the peer grouping results. Validity refers to the accuracy of a measurement
and reliability refers to the consistency of a measurement. Minnesota Statutes 62U.04
requires the Commissioner to consult with providers, health plans, purchasers, and
consumers regarding an appropriate minimum reliability threshold for the peer grouping
results.
Purpose:
The purpose of this group is for members to provide advice about how to consider reliability for
the peer grouping analysis and for MDH to convey information about reliability related to
specific methodological issues.

iterative nature of this group’s discussions, attendance by alternate members is discouraged. All
meetings are open to the public.
Activities:
This workgroup will meet several times during the winter and spring. The first meeting
will occur on Monday, December 13 from 10:00 am – noon. More details related to the
location of and agenda for the first meeting are forthcoming.
