Summary of 2001 Maryland School Performance Program Report
The Maryland School Performance Program (MSPP) report is a district and state report card published
since 1991. The report includes academic and non-academic data. State standards have been set on some
of the data elements; others are presented as descriptive information. The 2001 data show that academic
performance in the Montgomery County Public Schools (MCPS), while experiencing some declines,
remains relatively high, that the dropout rate is at its historical lowest, and that the student population
continues to diversify.
Academic Indicators
There are four academic indicators. Three are tests and one is a combination of rigorous academic criteria
to be met by graduates. Two of the tests – the Maryland Functional Tests and the Maryland School
Performance Assessment Program – are developed by the Maryland State Department of Education
(MSDE). The other test – the Comprehensive Tests of Basic Skills – is nationally normed.
Maryland Functional Tests
These are tests of reading, mathematics, and writing. Passing these tests is a state high school
graduation requirement. Students begin taking these tests in middle school and continue until
they pass. The results are reported as percent passing by the end of Grades 9 and 11 and these
percents are compared to state standards. In 2001, as in 2000, MCPS met the excellent standard
on Grade 9 reading and Grade 11 reading and writing. MCPS declined from excellent to
satisfactory on Grade 9 mathematics and writing in 2001 and from satisfactory to not meeting the
standard in Grade 11 mathematics.
Maryland School Performance Assessment Program (MSPAP)
The MSPAP tests measure skills in reading, writing, language usage, mathematics, science, and
social studies in Grades 3, 5, and 8. The results for 2001 showed a decline in performance at all
three grades. The average percent meeting the satisfactory standard declined by 6.0 percentage
points in Grade 3 (50.5 to 44.5), 4.5 points in Grade 5 (57.6 to 53.1), and 2.4 points in Grade 8
(58.0 to 55.6). The largest declines were in Grade 5 mathematics (8.2 points) and Grade 3 social
studies (8.1 points). MCPS Grade 8 students showed the only gain. That was 0.9 of a percentage
point in science.
Comprehensive Tests of Basic Skills (CTBS)
Students in Grades 2, 4, and 6 take the reading, language, language mechanics, mathematics, and
mathematics computation subtests of the nationally normed CTBS. The 2001 data reported by
MSDE1 for Grades 2 and 4 show results comparable to the 2000 data, and a decline2 in Grade 6.

Caution should be exercised in interpreting declines in performance on norm-referenced tests such as the CTBS.
What can appear to be a rather large decline in the median percentile rank is often a change of one raw score
point. That is, the median number correct fell by one. One of the most extreme examples of this is for the
Grade 2 Language subtest where a student with 17 correct answers earns a percentile rank of 68 and a student
with 16 correct responses receives a percentile rank of 55.

These data differ from the results MCPS reported in June 2001. Those results showed an increase in one subtest
(Grade 4 Language Mechanics) and no change from 2000 for all the other subtests. Inquiries have been made to
the state regarding the difference.
Rigorous Courses
This indicator is the percent of graduates who have achieved at least four of the following six
criteria. There are no state standards for this indicator.

Two or more credits of approved advanced technology with a grade of B or better
Mathematics courses beyond algebra II and geometry with a grade of B or better
Four credits of science with a grade of B or better
A score of 1000 or higher on the SAT
A cumulative grade point average of 3.0 or higher on a 4.0 scale
In 2001, 39.7 percent of MCPS graduates had achieved at least four of these criteria. This was a slight
decline of 0.2 of a percentage point from 2000. MCPS was first in the state on this indicator. Howard
County, with 37.7 percent, was second.
Non-Academic Indicators
The first two non-academic indicators discussed here have state performance standards. The other
indicators in this section do not have standards but are presented to help describe the district population.
Attendance Rate
The 2001 attendance rate at the elementary (95.4 percent) and middle (94.9 percent) school levels
remained basically the same as the 2000 attendance rate. The high school rate (92.3 percent) was
less than 2 percent below the 2000 rate. Elementary and middle schools met the state satisfactory
standard; the high schools did not.
Dropout Rate
The dropout rate for 2001 was 1.67 percent, the lowest since the baseline year of 1993. This
meets the state satisfactory standard. This rate is less than half the state rate of 3.91 percent.
Enrollment
The MCPS enrollment continued to increase. In 2001 it was 134,180, a 3 percent increase from
the previous year and a 22 percent increase from 1993.
Students Receiving Special Services
The percent increases in the number of students receiving special services have been substantially
higher than the overall percent increase in enrollment for MCPS. The table below summarizes
these data. The largest increases have been in the number of students receiving English for
Speakers of Other Languages (ESOL) services. That number went up 12 percent from 2000 and
80 percent from the baseline year of 1993. It should also be noted that students receiving Free
and Reduced-Price Meals now make-up 23 percent of the MCPS enrollment.
